From Design through Construction to Operational Readiness
• Clear definition of airport plan of operations, functional criteria, KPIs and service levels are key
prerequisite for design and systems specification
• Stakeholder input reaches designers late or never
• Involvement of operational experts for design proofing and process quality is lacking
• Timely freeze in design is essential for on-time and on-budget delivery of the project
• Clear process and stringent control of design change management process enables project
delivery in time and budget
• Flaws in airport layout and design significantly increase start-up complexity
• Flexibility and long-term vision need to be integral element of design philosophy

Project focus is typically on construction and design issues, less on operational needs and future
service delivery (capex vs. opex)
•
Close alignment of construction and stakeholder readiness programme are a key success factor
in achieving project delivery in time and high quality
•
The ORAT programme should be run by an independent entity.
•
Constant and transparent sharing of information between Construction, Airport Operator and
Airport Stakeholders is essential
• Clear governance structure and ongoing involvement of upper management to get timely
decisions on solutions and mitigation measures
• Operational Preparation needs to start early to ensure readiness of operator and stakeholders
• Availability of operational resources is the biggest challenge for smooth transition

From Design through Construction to Operational Readiness
• Early involvement of operations experts to define the information requirements and to develop
operational documentation as basis for training of staff, certification and operations
• Alignment of operational processes between all stakeholders is key for a smooth start of
operations and high service levels beyond the opening
• Premature recruitment of staff is as risky as delayed onboarding.
• A well-timed decision on the opening methodology is essential however flexibility is important
• Timing and strategy for public announcement of an opening date should be well prepared and
agreed in the stakeholder community
• Operational Readiness depends heavily on technical and commercial readiness
• Proper risk assessment and risk management are vital for smooth transition
