Students will be introduced to the history, structure and constitutional and statutory provisions of four representative offices: The Attorney General of the United States, the Attorney General of California, the District Attorney and County Counsel of Los Angeles. Students will explore the ethical rules and responsibilities of the governmental lawyer primarily in the role of civil advocate, but will also explore the issues raised by the lawyer acting as policy maker, and the ethical issues of prosecutorial discretion. Students will review The Model Rules of Professional Conduct of the American Bar Association and state and federal standards directly relevant to government lawyers representing their organizations, and to navigating conflicts of interest inherent in representing simultaneously public entities and the public interest. LAW AND THE BIBLE: In the Bible, throughout history, and around the world today, Christians and Jews have had every conceivable relationship to law—ruler, judge, administrator, lawyer, citizen, subject, slave, prisoner, and martyr. This course will explore what Scripture teaches about law and its relevance today. The focus will be on the civil or positive law—the law that orders human societies and is implemented through human government. Every section of the Bible has important teachings about law. We will consider how the Bible addresses the challenging legal issues of our day—the breakdown of the family, the death penalty, abortion, poverty, climate change, gay marriage, human trafficking, immigration, and the separation of church and state. LEGAL INFORMATICS PRACTICUM: Legal Informatics, or the application of technology to legal information, is a growing field with many opportunities for developing new technologies, starting businesses, and advising lawyers and law firms. This course is designed to introduce law students the legal informatics field, giving them hands-on experience with computer-based methods of retrieving, organizing, and processing legal information. In this course, students will learn to learn to write simple computer programs in the programming language R, with an emphasis on text retrieval and processing. Students will also study existing and emerging technologies in the legal informatics space to gain a sense for the landscape of legal information systems. The course culminates in a project in which each student will write a computer program prototype designed to address a need in legal informatics. No computer programming background is necessary for the class. REAL ESTATE TRANSACTIONS --THEORY: An overview of real estate transactions, including brokerage, the contract of sale (marketable title, the duty to disclose), the deed (delivery), financing the sale (mortgages, foreclosure), the recording acts (race, race-notice, and notice), the warranties in the deed (merger, present & future warranties), and title insurance. THE FIRST AMENDMENT: FREEDOM OF SPEECH, RELIGION AND RELATED RIGHTS: This course will explore major areas of free speech law and related rights, as well as those associated with the freedom of religion. Although the coverage of specific topics may vary, general areas of coverage may include lesser-protected forms of speech such as obscene content, fighting words and threats, and commercial advertising, fully-protected forms of speech, symbolic expression, the government regulating speech in special capacities such as the manager of public lands or public schools, the freedom not to speak, the right of expressive association and the right not to associate, restrictions on campaign spending and fundraising, special rights pertaining to the news media, the free exercise of religion, and laws respecting government establishment of religion. Special attention will be given to the U.S. Supreme Court's treatment of these areas, including the history, doctrines, policies and theories underlying them, and other factors that may influence the Court's interpretation of the Constitution with respect to these topics. 6/29/2015 12:28:06 PM 3 SCHOOL OF LAW CALENDAR 2015 – 2016 Any questions regarding courses should be directed to the Vice Dean's office. In the Legal Aid, Special Education, and Ninth Circuit Appellate Advocacy clinics students and professors will determine the work schedule for students in the clinics. The Community Justice and the Special Education Advocacy Clinic meet and work primarily on-campus in the clinical suite. In the Ninth Circuit Appellate Advocacy Clinic, students must apply and register only with approval of the professor, and students must commit to working two terms in the clinic. In the Legal Aid Clinic, students will work primarily at the Union Rescue Mission in downtown Los Angeles. In the Ninth Circuit Appellate Advocacy Clinic, students will work primarily with the professor at his firm in Encino. All classes will be at the School of Law. The Fair Employment and Housing Mediation Clinic will be housed in the Mediation Division at California’s civil rights enforcement agency, The Department of Fair Employment and Housing. There may be potential employment opportunities with this placement. The Department hires a Civil Rights Fellow for a year fellowship after law school and approximately 50% of Fellows are retained for permanent employment in the litigation department. This class requires a special application. Anyone interested in participating should speak with Professor Stephanie Bell in the Straus Office. In the Mediation Clinic students have the opportunity to mediate actual disputes. The Mediation Clinic will require 2 hours of class time weekly (scheduled) and approximately 8 hours of fieldwork per week. Students are advised to leave two time blocks (2 mornings, 2 afternoons or 1 of each) in their schedule to accommodate mediations at various courthouses throughout Los Angeles County. All clinical courses fulfill the Pro Bono Service Requirement and are graded as High Pass/Pass/Credit/Fail. Externships: Students interested in participating in an externship in the Fall 2015 term should contact Professor Adamson, Director of Clinical Education at [email protected], or Donna Brabec, Clinical Programs Administrator at [email protected]. Students may not register themselves for externship courses but must complete the requisite paperwork and must receive approval from Professor Adamson to register for an externship. Students must register for an externship by the deadline for add/drop; students who secure a field placement after the add/drop deadline may only enroll for up to 2 units of credit and must secure a faculty advisor. Each unit of externship credit requires 52.5 hours of work at the student’s field placement, and students must register in advance for the number of units for which they will work. Students may earn up to 4 units in entertainment and in-house placements, up to 10 units in judicial placements, and up to 6 units in all other placements, or more with permission of the Vice Dean or the Director of Clinical Education. Students must also attend mandatory, bi-weekly externship workshops during the term of their first externship, and the time spent in workshops may count toward the students’ required time in the field. Students who are taking externships for the second or third term are not required to attend the workshops. The Director of Clinical Education must approve all field placements in advance of registration. In general, field placements qualify for externship credit if the student is engaged in legal work, under the supervision of a licensed attorney, not for pay, in judicial, governmental, public interest or public service law offices. Field placements in in-house counsel offices in entertainment and other corporate offices may also qualify. Work in private, for-profit law firms does not qualify unless the student’s work is exclusively on pro bono matters. Externships taken for 3 units or more fulfill the upper division skills requirement or count towards the experiential learning requirement. All externships are graded as High Pass/Pass/Credit/Fail. 6/29/2015 12:28:06 PM 24 Tentative 2015-2016 Straus Winter Intensive Course Schedule January 4, 2016 through January 8, 2016 6/10/15 Important Dates Jan. 4, 2016 – Jan. 8, 2016 Winter Intensive Courses October 12 Registration for Winter Intensive begins January 4 4 5 6 8 Winter Intensive Classes Begin Add/Drop Period Ends Tuition refund no longer available No Classes Last day of Winter Intensive Classes Advance Assignments for Intensive Courses class syllabus including any advance reading and/or writing assignments for intensive classes will be emailed to students 3-4 weeks prior to the start of class.
