Hardwood floors came as an idea through a friend…we took on this project that this carpenter thought to be a challenge and interesting project. We completed a beautiful home on the coulee and knew that hardwood floors would be in our future. Glen then went to Colorado to a hardwood floor school, and the rest is Medicine Hat History….we’ve been doing quality floors ever since, We do residential and commercial projects (Gymnasiums and Town Halls, Museums) specializing in creative design, borders, exotic and reclaimed woods, We have now also reintroduced back into our company, state of the art renovations, tile work, kitchen and home renovations and more. Pg. 5 DREW BARNES MLA Cypress - Medicine Hat FALL 2013 LEGISLATIVE SESSION WRAP-UP Recently, Alberta MLAs wrapped up another session at the Alberta Legislature. For my colleagues in the Wildrose, it gave us an opportunity to challenge the government and address the urgent priorities affecting our communities. Early in the fall, Wildrose MLAs helped thwart Bill 28, legislation that would have given power to the PC government to jail or fine elected municipal counselors for failing to comply with mandatory growth boards. We said no, municipalities said no and the government was left scrambling. By the end of session, the government accepted our recommendations and made the necessary changes to this badly written law. Pg. 6 We also raised the concerns from municipalities and patients about the declining state of our ambulance system across the province. Almost every day, a Wildrose MLA stood up in the legislature asking why the government is centralizing EMS services away from local providers and having our paramedics tied up in emergency rooms with red tape, or being used as a taxi service for non-emergency transfers. Late in November we received concessions from the Health Minister to fix these problems. You can be assured we will be monitoring his progress. Finally, a groundbreaking investigation from the Edmonton Journal and Calgary Herald revealed the government spent four years hiding the numbers of children who have died in provincial care since 1999. It’s a sobering reminder that we cannot let the stories of these children go in vain and that we must do more to support the staff and families who work throughout our foster care system. Government ministers first responded by saying the number of deaths were “not significant” and then repeatedly shut down our requests for a public inquiry into the matter. I was also able to complete a 7000 km, 7-day, Transportation and Infrastructure Tour during the month of September. I opened the tour at the location of our own Trans-Canada Bridge upgrades, and continued on to Orion, Etzikom, Hidden Valley, and the Siksika Reserve. I was able to see first-hand the flood damage in High River. In Central and Northern Alberta I met with officials from Elk Point to Lac La Biche, Fort McMurray, Whitecourt, Sherwood Park and Leduc. One of the many highlights of the tour was the opportunity it provided me to once again make the government aware of the urgent need for Highway 61 upgrades to be completed. Wildrose believes it is our responsibility to not saddle future generations with debts they can’t pay off. This is a part of the vision the Wildrose and Danielle Smith have for our province. A future, where we can take care of our most vulnerable, respect tax payer dollars, eliminate waste and mismanagement and focus on delivering good public services for all. You all know him as Daryl Dixon, the crossbow carrying zombie killer from the hit series, “Walking Dead.” Spotlight met with him a few months back. He was kind enough to pose with one of our famous ball caps. Norman is probably the most “fan sensitive,” celebrity I have ever interviewed. He was late having been detained at a question and answer panel discussion. A couple of hundred people or more were waiting for autographs. The closing time was approaching for the entire event. Norman sent word he was still coming. He promised if the fans were patient, he would stay as long as needed to see all who were waiting. Every last person was met, and received their moment chatting with him. He kept his promise and did not hurry through the process, including time with yours truly. In the not very distant past, Norman was working for $7.50 an hour in a Venice California Harley Motorcycle shop. He got his first acting gig in the play Maps for Drowners, at the Tiffney Theatre on Sunset Blvd. His first movie was the sci-fi thriller Mimic. You also saw him in Gossip, Blade ll, American Gangster and many more. He is not just an actor; his talent extends to photography, painting, sculpture, and video artistry. His art hangs in galleries from Pg. 10 New York, to Berlin and Frankfurt. He has walked runways as a model wearing Prada, Alessandro Dell’Acqua, Durban, Levis, and Morgenthal Fredricks. He has teamed up with Peter Dinklage star of “Game of Thrones.” Peter was our celebrity cover earlier in the year. They are urging people to make a special New Year’s Eve resolution. He says the cast is great. They help each other to make each other look good, and improve the show. Norman lives in New York with his son. Pg. 11 Are You Prepared for the Patrick Schile HUNT? It’s funny how we spend the money and invest the time to go out hunting. Then ignore the basic things that might cost you the animal of a lifetime. You ask, what are these basic things I’m referring to that many forget. Well, before any hunt we have to prepare our gear. I like to lay it all out to make sure I have everything I need. I don’t leave it to chance that everything is in my back pack ready to go from the last hunt. I guarantee the important stuff is definitely there. For example a first aid kit. Just in case you need a bandage or antiseptic. The second thing I make sure I have is my binoculars and spotting scope. I always clean my lenses before I leave to make sure they aren’t cracked or damaged. Nothing is worse than going out and finding that they are not usable. The third thing is to make sure I’ve brought the right ammunition for the gun I am using, and enough of it for the trip. It could be a day, or a couple of weeks in the field. You may ask is this for real? I have witnessed experienced hunters quickly grabbing the wrong box. When you’re in a hurry it’s easy to reach for the wrong box. A misread or wrongly labeled carton of reloads means you get to the site and have the wrong ammo, or none at all. Fourth thing I always bring is either a GPS, a good old compass, or both. Nothing can be worse than being out in an area and getting lost. You may say I have hunted in this terrain for years, and know it like the back of my hand. Let’s be real, when fog rolls in, an unexpected blizzard,or snow storm; it can change the whole perception. You don’t want to get lost. Which brings me to my next items. I pack extra mittens, gloves, and toque, along with matches and lighter. I always want to be prepared. If I have to stay out over night, let’s stay warm. It doesn’t hurt to be safe and put some extra rope or cord in the pack to help make a shelter. The sixth thing I maintain is vitally important to load in any pack are two way radios. So if you do get lost, you have a way of communicating. I prefer the battery powered ones. I can bring extra batteries instead of relying on rechargeable radios. The seventh thing anyone should have with them is a couple of good sharp knives, and even a fold-able saw. These are important for two reasons. The first is I use them for cleaning any animal that I shoot. Secondly, to aid in construction of a shelter, or cut up fire wood if you get lost. So these in my experience, are the important things to bring with you in your pack. Everything else is the extras. Now, I have saved the most important things for last. These are the critical things that I’ve seen to often not done, or forgotten about that can spoil a hunt. Make sure you clean and oil your rifle. Be certain it is in working order before you go. Many times I have seen people go out having not checked their rifle. Then find it not working right, or jamming, because it has not been cleaned or oiled. A piece of mud in the barrel or action may not only jam the rifle, but cause it to malfunction in ways that can seriously hurt someone, or even kill them. This is why I always bring a second rifle for back up. I also pack a gun cleaning kit with me on those long trips. Now, for the most obvious yet neglected factor, your scope should be zeroed in properly .I have seen this more times than enough. When someone has a beautiful trophy lined up, they squeeze the trigger and miss because the scope is off. Funny story on this very topic. I was elk Pg. 12 hunting this year and watched a couple of hunters harvest an elk. The shooter took ten shots to hit the target. I went to help them load there animal. I asked if I had heard the right amount of shots? He said I was right! I pressed for answers. He said he kept missing because his gun was shooting to the left. I had to ask if he had checked out his scope at the range. He claimed he went out to a farm and shot a few rounds. He noticed it was shooting low to the left. This is not only a prime example of not validating your scope, but not repairing the deficiency. You may ask how sights can get knocked out. I learned many years ago that driving around and hitting bumps is enough to cause misaligned sights. Even walking with or laying the gun down to cross a fence can make the difference. Year after year it will move. So it is important to go to a range and zero your rifle in every year. Also it gives you a chance to practice with that firearm. Make sure that it is firing properly. Please ensure you’re comfortable shooting that rifle as well. I hope that these tips will benefit and guarantee that your next hunting trip is safe and everything you hoped for and planned. Bourguignon 2 pounds Farm-Raised Elk Meat 1/2 Cup All Purpose Flower 1/2 Tsp Each Salt & Pepper 1 Tbsp Olive Oil 3 Slices Bacon 1 Large Onion (Chopped) 3 Med Carrots (Cut in 1 inch chunks) 2 Stalks Celery (Cut in 1 inch chunks) 3 Small Potatoes (Skin on, cubed) 2 Tbsp Tomato Paste 5 Juniper Berries 1 Tsp Dried Thyme 1 Bay Leaf 1 Cup Dry Red Wine 2 Tbsp Red Wine Vinegar 1 1/2 Cups Beef Stock Directions 1. Cut meat into 1” cubes and pat dry. Mix flour, salt and pepper in a bowl or plastic bag. Add meat cubes, a few at a time to coat. Shake off excess flour and reserve. 2. Heat a large heavy pot over medium-high heat and fry bacon until crisp. Remove, blot excess fat, chop and reserve. Note; this can be done in advance. 3. Heat olive oil in the same pot and quickly brown meat in batches on all sides. Transfer to a large bowl and reserve. 4. Reduce heat to medium, add onions, carrots, celery and potatoes. Cook, stirring until onions are softened. 5. Stir in tomato paste, juniper, thyme and bay leaf, then add wine and wine vinegar. Bring to a boil, scraping up browned bits from the bottom. 6. Add stock and reserved meat with juices to the pot. Return to a boil, then reduce heat, cover and simmer for 2 hours, stirring occasionally until meat is tender. Add additional flour to thicken or water to thin to desired gravy consistency. Stir in bacon. IS HE QUALIFIED TO BE YOUR PRIME MINISTER? Scott Cowan, Editor As this New Year unfolds, we’ve issues to debate and consider. I’ve great fears watching the evening news. A few years ago, I was invited to be a guest lecturer at a major university. The professor had cited me as an example of an “extreme right wing conservative.” A student questioned why she didn’t allow me to attend and offer my side of the story. To her credit, she asked the individual to contact me to speak in class. I asked the forty or so students to pretend we were the world. Then I asked this question. group, bragging it’s comparable to American hardware. As of this writing they landed a rover on the moon, with hopes of eventually building a lunar based missile launch pad. Let’s not forget China is still a communist military dictatorship. A few months ago I predicted the collapse of the USA dollar as the world reserve currency. People mocked me in person, and by e-mail. China last week denounced the USA dollar, declaring the supremacy of the Yuan, and calling for the transfer of status. “Who wants a real good high paying job after graduation?” They all raised their hands. I then replied, we’ve just entered a global depression. Since no one was opening a business, who’d employ them? Without entrepreneurs risking capital, and incorporating management skills; no one has a job. Without “profit,” business fails, unemployment grows; and the tax base evaporates. People, who risk everything to make a business prosper, deserve to become the rich 1%. But the world continues pouring money into the communist East. Why…because they manufacture products paying slave wages, ignoring environmental procedures, or worker safety. Our own government makes doing business domestically near impossible by comparison. We should be imposing a 100% tariff on Chinese products, instead of enriching their war machine. The communists are still in charge. The world has forgotten television footage of Chinese tanks running down their own people. We no longer confront human rights abuses. There’s a strong undertow that’s sucking truth of what works in an economy. Business owners small or great are viewed by the public as “part of the problem.” Large companies are branded corrupt, taking advantage of workers. Nothing could be further from reality. Governments tax business endlessly and without mercy. Add employee deductions, and health care and retirement contributions, not to mention environmental regulations, and fees too numerous to mention. Government reporting requires employees and subcontractors galore. If the business shows profits, owners are re-taxed personally after taking a paycheque. Without economic freedom, we’ve no freedoms at all. Free capitalist markets are the building blocks of democracy. Canada Revenue recently hired 150 new collection agents. I’d ask instead, why the government doesn’t make Canada the greatest country in the world in which to do business. That way people will have no problem paying their taxes. The rest of the world would flock here to do business. ” If they need 150 new collectors would it not suggest people can no longer afford to pay what’s demanded? Why not say, if you owe money we’ll cut your bill in half and offer affordable no interest payments. Plus, this amnesty also extends to unreported income as well. I predict the net influx of cash to government coffers would be astounding. But what happens today? Business has been forced to find every conceivable way to protect themselves from an encroaching oppressive government. Hence, we see companies such as Apple making their computers in China. Others move to India. I had someone this week tell me they are setting up manufacturing in the Caribbean. These are jobs Canadians should be receiving. Myself, I looked into printing this magazine in China. I could, cheaper including shipping. Why do companies spend money in China when this week alone they tried to ram a USA warship in international waters? They declared a no fly zone over some ridiculous islands in the South China Sea. Not because they had value, but to embarrass the USA. They view America and the current president as weak economically, politically, and militarily. The Chinese launched an aircraft carrier battle As I stand at the cenotaph year after year, one painful realization emerges. As we honor the fallen, we forget the reasons they perished. They sacrificed their lives to protect freedom and democracy. They stood against the rise of those willing to impose their ideology of world domination and hatred of our way of life. The majority of Canadians look toward government to care for them. Most carry an employee mentality and can’t conceive of becoming an employer. We lack the resolve to stand against our own pacifist left leaning politicians, let alone a foreign military. We’ve forgotten anything about war not sanitized by smart bombs and surgical strikes. War should be fought nicely, fairly, by negotiation. We are financing the Chinese who will one day attack the West. One third of the USA debt is held by China. It appears that they are unwilling to bide their time and defeat the West economically. They’re beginning to test military aggression and world resolve. There’s only one way to deal with bullies, stand up to them. What does Liberal leader Justin Trudeau have to say? “There is a level of admiration I actually have for China.” I once met Prime Minister Trudeau. I can guarantee you, the baby boy is nothing compared to his old man. I wonder what’s worse, Pierre the calculating megalomaniac, brilliant enough to systematically unwind a century of tradition and culture. Or his privileged, stumbling, preppy, frat boy imitation; who thinks legalizing pot is a legitimate campaign platform. Justin’s only real job was as a substitute drama teacher. He’s now acting the role of his life, Prime Ministerial wannabe. A formal giving strategy can be very fulfilling, enabling you to leave a lasting legacy - and you can deliberately orchestrate powerful tax incentives. Charitable Donation Tax Credit - You can contribute almost any property of value (i.e., securities, RRSPs, RRIFs, life insurance and real estate) to a registered charity, within rules governing non-cash gifts. Although no one makes a charitable donation solely for tax benefits, our system provides incentives, encouraging generosity. The charitable donation tax credit can be claimed for all donations up to 75% of your net income for the year. Donations that cannot be claimed in a given tax year can be carried forward for up to five years. Further, in the year of death and in the year prior to death, the maximum donation increases to 100% of net income. The federal tax credit (on gifts over $200) is calculated at the top marginal rate, regardless of your personal tax rate. Donating Appreciated Securities - In addition to the charitable donation tax credit, capital gains can be eliminated when you donate qualifying publicly traded appreciated securities directly to a charity. By donating the security directly to the charity, versus selling the security and donating the proceeds, you can avoid paying the tax on any capital gains that would otherwise be incurred on the eventual sale of the security. Life Insurance - Another intriguing option is to donate a life insurance policy to a registered charity. There are two common ways to do this. Either make the charity the owner and beneficiary (caution – this may trigger a taxable disposition)), or have the insured as owner and the charity as beneficiary. However, a donation receipt based primarily on the cash surrender value of the policy is issued and all future premiums paid by the insured are considered charitable donations eligible for a charitable tax credit. A life annuity can also be used as part of a charitable gift plan. You would use a portion of your capital to buy a life annuity, providing a lifetime stream of income. The remaining portion of the benefactor’s capital could then be donated to a charity. The can result in a significant gift, without impacting your income needs. Endowment Funds, Donor Advised Funds and Private Foundations - Community foundations (such as our own Community Foundation of Southeastern Alberta) are locally run, public entities that build and manage endowment funds to support community charitable activities. They often serve as a knowledge hub, helping donors target support to pressing needs and promising opportunities. They can guarantee the fulfillment of a donor’s charitable intent in perpetuity, and ensure that all gifts and endowment funds are used for the purposes directed by a donor. Donor-advised funds offered by community foundations can provide an attractive, cost-effective alternative to a private foundation. Community foundations are registered charities designated by the Canada Revenue Agency (CRA) as public foundations under the Federal Income Tax Act. Thus, gifts to community foundations give you income tax advantages. For example, gifting appreciated public shares to a community foundation can also result in the elimination of the capital gains tax, as previously discussed. Private foundations have been a popular and effective method for affluent families to create a legacy. Much good has resulted in communities at large by the creation and use of private foundations. In addition to tax advantages, a private foundation is a suitable philanthropic vehicle for those who wish to retain control over and involvement in grant decisions making; pass on their values through family giving; involve family members in the decision making process; and focus on issues of personal importance. Business Owners Strategies - Similar tax incentives exist for corporate donors, including the elimination of capital gains on a qualifying gift of publicly traded securities. Notably, however, a corporation will not receive a tax credit for charitable gifts; instead, the corporation will be entitled to a deduction equal to the value of the gifted property. This will result in a reduction of the tax that would otherwise be payable on income earned by the corporation, so it’s important to take into account the rate of corporate tax paid. Like individuals, corporations are restricted on the amount of charitable deductions claimed annually. A corporation can deduct charitable donations, up to a maximum of 75% of its current year net income, with the potential to carry forward any excess for up to five years. Business owners disposing of their business may be exposed to significant tax personally or within their corporation, depending on how the sale is structured. As such, they should consider charitable giving strategies as a means of reducing significant tax liability, while addressing their charitable intentions. I love books, learning, and discovery. Every so often, l wander the aisles without a plan, in search of something new to catch my eye; a treasure in the book stack. their own opinions”. Chapter two challenges us to question where our beliefs originate and to evaluate our sources. Are they from books? Radio and television? Internet? From family, friends, and teachers? How much is based on our own experience? Can we strike a balance? Years ago, I stumbled on a book titled, “How to Think like Leonardo Da Vinci”. My curiosity was piqued. Interestingly, I found the first chapter titled “Curiosita”, described as an insatiable curious approach to life and an unrelenting quest for continuous learning. Sounds great, like I said, I like to learn. Leonardo himself is described by Kenneth Clark as “the most relentlessly curious man in history”. I took the book home and devoured it. It reads as a holistic approach to living. The self improvement flavour of the book may not be for you, but it’s a starting point to understanding a truly remarkable life and gives practical advice to acquiring that for yourself. Who wouldn’t want that? The author outlines seven Da Vincian Principles: Curiosita (curious approach to life), Dimostrazione (knowledge through experience), Sensazione (refinement of senses), Sfumato (embracing ambiguity), Arte/Scienza (whole brain thinking), Corporalita (cultivation of grace), and Connessione (recognition of interconnectedness). We are led through seven chapters, each covering one principle. We are challenged to self assessments and exercises that include drawing practise, wine tasting, mind mapping, list making, meditation, setting goals, strength training and a lot more. Leonardo Da Vinci lived over 500 years ago. His approach to life is admirable considering he lived in a time that William Manchester claims was preceded by “a melange of incessant warfare, corruption, lawlessness, obsession with strange myths and an almost impenetrable mindlessness.” Known as being centuries ahead of his time in many fields, Leonardo wasn’t a typical man from the small town of Vinci. His powers of observation and curiosity are seen in passages from his notebooks. Da Vinci says, “...questions and other strange phenomena engage my thought throughout my life.” The ideal of the Renaissance man or woman suggests a well-rounded, balanced person. The liberal arts curriculum of universities originated as a reflection of this ideal. These days many argue it isn’t valuable in preparing youth for employment. We are in an age of specialization where attaining balance goes against the grain. This may be true, but liberal arts were never meant to train a dentist or construction worker. My own experience was that it is a beginning. Liberal arts classes presented worlds that I never knew. New ideas were opened up and possibilities for my future were revealed in a way they never were before. The real significance of the Renaissance was the transformation of fundamental assumptions, preconceptions, and beliefs. We should continue to challenge dominant world views, even in the 21st century. Leonardo would insist. For Da Vinci, drawing was much more than illustration; it was the key to understanding creation and creativity. Many people tell me “I can’t draw. I’m not creative.” Truth is, you can learn and you can be. Like any other skill it requires a desire to learn, focused attention, and practise. Da Vinci wrote “...Drawing is as indispensable to the architect and the sculptor as it is to the potter, the goldsmith, the weaver, or the embroiderer...it has given arithmeticians their figures; it has taught geometers the shape of their diagrams; it has instructed opticians, astronomers, machine builders and engineers.” Whether you are a history buff, an athlete, an artist, or someone who “isn’t creative” (but wants to be and can be) this book is practical advice, daily living practises, a biography, and a history lesson in one. However, it is a factor, and a strong one, that the Court considers. Sometimes this area can get a bit fuzzy when people start to have new relationships and a new partner is “sleeping over,” so much that it begins to look like cohabitation. Depending on the situation, I often recommend to a client that will be receiving spousal support that they just agree to a fixed, contractual amount, so they can feel free to move on without worry. The Divorce Act, and Matrimonial Property Act, are both clear that the conduct of the parties is not relevant in dealing with things like custody; and access and property division. But there are some extreme forms of behaviour that can have an effect. er t s b o &L Sizzling Thursda y As far as the legal effect on a divorce or separation, dating or cohabiting with someone new can create some difficulties in terms of both custody/access, and support entitlements. $25 In terms of splitting matrimonial property, a situation that comes to mind would be expending or disposing of capital to benefit a new partner. This is covered and dealt with just like any other form of committing “waste,” with joint property. A Court would consider in that situation that a party would have to account for funds or assets so used, and it would come out of their “share,” of the property. Examples would be spending money or incurring debt to spend time or take trips with a new partner, as opposed to maintaining joint assets, or selling a joint asset to a new partner for below market value. By way of custody and access, the question that usually comes up is when it is appropriate to introduce a new girlfriend/boyfriend to the children. The simple answer I always give is this: “Make the decision as if you are stak- s ays d i r F t ig h eal r se M D at e N 3 Cou /couple s $ 51 * ing your future relationship with your children on how well you know this person, because you are.” I don’t want to be alarmist, because the vast majority of the time the new person is perfectly fine to be around the children. However, I have been involved in two cases in the last 15 years where a separated spouse has unknowingly introduced the children to a new partner, only to find out later that person had a history of sexual misconduct with children. In both cases, ongoing custody and access rights with respect to the children were severely and negatively affected. Short of that kind of extreme, there are still other things to be concerned about. I ask people to keep in mind that during that first month or two of a new relationship, that new person is still trying to impress. They are on their guard and very careful about their behaviour, or are at least portraying themselves better than they might present ordinarily. I would suggest that it is not until a few months later, when that person is not trying as hard. When their guard is not up, that we start to get an idea of what they are really like. We can start to make an honest assessment of if they are someone we want around our kids. Now, other than whether the new person is not suitable to be around children. The other potential hazard is having a situation where there are a number of new people in short periods of time. Such that it confuses and stresses the children or causes instability in living arrangements. That raises the question of not only how well we know the new person, but how confidently can we say they will still be around in the future. Neither me, nor a Court, judges people based on how many new dating relationships or partners they have within a certain period of time. But at a certain point it is better to have those new relationships on one’s own time without the children being introduced to them. If my recommendation is sought, I usually say something like this. So long as the other parent is in the picture, and has a significant amount of time with the children. Try at least in the beginning to confine dating to the periods of time when you don’t have the children. I don’t have a doctorate in counselling or psychology (only Inquires: 1-866-783-6232 a bachelor’s degree), but I would say hold off for a reasonable time before introducing a new person to the children. Let that initial period of newness fade until you feel that you are starting to see what they are really like when they relax around you. I have been involved in both sides of cases where a new partner has yelled at, belittled or slapped a child. Even when a parent sides immediately with the child and protects them, it can sure be tough to explain once the other parent hears about it. There is a practical consideration to moving on as well. I don’t believe in stirring up bad feelings with an opposing party where it isn’t necessary. I certainly handle enough cases with conflict without trying to create more. While things like support and property division should not be affected by our feelings towards an exspouse, the fact is that divorce and separation is not a completely sterile and mathematical affair. It is intertwined with the feelings and emotions we naturally have towards the situation and the ex-spouse. Now, I suppose if a person is already in a high-conflict divorce or separation, this probably doesn’t matter. However, if you are fortunate enough to be in a situation where your ex and yourself get along, and it looks like there is going to be co-operation on a reasonable settlement and co-parenting children, why do something to stir things up? That is not to say don’t move on, but I have seen many parties get each other very upset by moving in with someone new not even a month or two after separation. Even if this isn’t done to rub the other spouse’s nose in it, it often comes across that way. No one wants to feel like they can be replaced at a whim. Or that the years that were spent with them didn’t matter at all, even though the marriage ultimately ended. If you are getting along well with an ex-spouse, avoiding introducing children to a new partner for a reasonable period of time. It may also be best to avoid making the other party feel like there is an attempt to replace them. But there’s a growing possibility that your pension may not provide the retirement income you need. There is a growing trend toward defined contribution pension plans. These are registered pension plans that specify the employee and employer contributions but not the amount the employee will receive at retirement. Payout amounts from these plans are based on the returns earned by their investments. If the investments perform well, you could have more income than you expect; if they under perform, you could be left short. Defined benefit pension plans are different from defined contribution plans. In a defined benefit pension plan, the employee knows, in advance, how much he or she will receive at retirement, and contributions are based on the employee’s salary and length of service. Defined benefit plans were once the norm in Canada. However, most new pension plans are of the defined contribution type, and many existing defined benefit plans are being converted. Members of defined contribution plans can usually choose how to invest their plan contributions. Participants are provided with taxsheltered investment options ranging from conservative to higher growth. Their contri- Enough? butions are pooled with those of other plan members and invested by professionals. Companies prefer defined contribution plans because employers aren’t required to pay fixed benefits when investments perform poorly, as is the case with defined benefit plans. This shifts risk from the employer to the employee. For example, those who choose a growth option that invests largely in equities could suffer if the stock market has a few down years immediately before they retire. Even defined benefit plans have risks. Many of these pension plans are underfunded and could fail to meet obligations to employees. This can be because of poor investment returns or the employer’s inability to make contributions. How can you protect yourself from the possibility of less pension income than you’ll need? The best strategy is to have other sources of retirement income. Registered Retirement Savings Plans (RRSPs): If you belong to a pension plan, your yearly RRSP contribution room will be reduced by a pension adjustment. However, you may still be able to build considerable RRSP wealth before retirement. That wealth can provide additional income. Tax-Free Savings Accounts (TFSAs): Consider taking advantage of the Tax-Free Savings Account, which can provide you with tax-free income during retirement. Every Canadian age 18 or older can contribute up to $5,000 per year to a TFSA and starting in 2013 the contribution limit increased to $5,500 per year going forward. Non-registered investments: If you have used your available RRSP and TFSA contribution room, consider holding your investments in a taxable investment account. Average age at diagnosis is 70 years old and survivability is 90%. One of my old genitourinary professors described prostate cancer as a disease most men will die with, but not die from. Statistics have proven this correct, although this disease certainly requires diligence in diagnosis, treatment, and management. Risk factors include advanced age, race (more common in black men), and family history. There are weaker associations with diet and the history of previous infection. The prostate gland is a small, oval structure positioned at the base of the urinary bladder centrally in the deep pelvis. The main function of the prostate gland is to produce seminal fluid which contributes to semen mixed with fluid from the testicles. The urethra is a conduit for urine elimination between the bladder and the outside world. In males, a portion of the urethra passes through the center of the prostate, and continues on through the penis. Most clinical symptoms of prostate disease are due to an obstructive effect on the prostatic urethra. These symptoms include increased urinary frequency, increased urination at night, slower stream flow, and incomplete bladder emptying. These symptoms are by far most commonly associated with benign prostate enlargement, however, also overlap with advanced prostate cancer. The normal size of the prostate gland would be roughly equivalent of a walnut although it is not uncommon to see prostate enlargement approaching the size of a softball. Early prostate cancer is usually clinically silent. Surveillance and management fall under the realm of primary care physicians and urology specialists. Since the early 1990’s, the implementation of the PSA (prostate surface antigen) blood test has aided in the increased detection of prostate malignancy. The PSA is not a perfect exam. Although, a rising PSA may prompt additional diagnostic work-up, there are cases of prostate cancer that do not elevate the PSA. Similarly, an elevated PSA does not always mean a patient will have prostate cancer. Therefore, a complete picture of risk factors, symptoms, and clinical history must be addressed by the primary care physician to design a plan for appropriate prostate surveillance. The Canadian Urological Association Journal (Aug. 2011) did a very nice article in an attempt to illustrate rationale guidelines for prostate cancer screening. Their results indicated, that an average-risk male over 50 years old, with a greater than 10 year life expectancy, should Pg. 28 be offered screening. Screening should include both a digital rectal exam and PSA. Convention has dictated yearly screening, but the guidelines suggest 2 – 4 year intervals may be sufficient. Strong family history or any other worrisome factors may prompt a baseline PSA at 40 years old and more careful surveillance. Detection: The most reliable way to detect prostate cancer is through biopsy. This is done under ultrasound guidance at Medicine Hat Regional Hospital. An endorectal probe is inserted. This is akin to a digital rectal exam. Through a plastic guide on the probe, and thin-gauge needle is passed and core tissue samples are taken. Most cancers arise from the peripheral margins of the prostate gland. These regions are identified with the ultrasound probe and six samples are taken from each side. Most patients find this procedure uncomfortable, but not unbearable. A small amount of bleeding is expected following the procedure which subsides within one day. Antibiotics are started before the procedure to help mitigate the risk of infection. Samples are sent to the diagnostic laboratory for cellular analysis and results are typically available in 1 – 2 weeks. Management: If cancer is found, prognosis and staging will be assessed. The Gleason Score is a method of cellular pattern analysis used to help predict the likelihood of tumour spread. The Gleason score is evaluated on a scale of 2 – 10. A higher score typically indicates a more potentially aggressive tumour. In general, 2 -5 is considered low grade, 6 is intermediate, and 7 – 10 is high grade. Please note that this synopsis is an over-simplified description of what is a very detailed process of tissue analysis. The Gleason score along with other parameters of cancer staging help clinicians decide on the most appropriate and beneficial therapy to offer. Other parameters of staging include tumour size, extent of tumour invasion, spread to regional lymph nodes, and distant spread of disease. Treatment options commonly include continued surveillance, hormone therapy, radiation, surgery, or a combination thereof. typical appearance on bone scanning. This modality is useful for localizing cancer spread, and can be enhanced by other imaging modalities such as radiography (x-ray) and CT scanning. Past, Present, and Future: It seems we have come a long way in prostate cancer detection and treatment from the dreaded finger in the doctor’s office, which routinely welcomed men into their fifth decade. The fact remains that gains in survivability are slow to progress, which probably relate to the complex biology and predictability of this disease. Advanced imaging is beginning to carve a niche into the staging and surveillance of prostate cancer. Imaging is also showing promise in determining efficacy and outcome of treatment. Advanced Nuclear Medicine imaging known as PET scanning (positron emission tomography) and specialized MRI sequences are currently being employed to monitor residual tumour after therapy and regional spread of disease into pelvic lymph nodes. These imaging techniques are highly accurate, but remain controversial when quantifying cost versus overall survival benefit. A practice in diagnostic imaging is quite diverse in Medicine Hat. I interpret all modalities offered in the region including MRI, CT scan, Ultrasound, Mammography, Nuclear Medicine, and X-ray. Cancer detection with MRI is still in its infancy. There are patterns on imaging that can be suggestive of cancer. This remains an imperfect science and tissue diagnosis through biopsy remains essential. Imaging will be relegated to a supporting role of staging cancer and monitoring therapy for the foreseeable future. I am confident that continued research and advances in imaging will eventually create a noticeable benefit in long term survival and quality of life. Advances continue to be made in targeting for therapy based on imaging techniques. This helps prevent unnecessary collateral damage to healthy tissues. The overall goal is always the same. Catch cancer early and treat with the most appropriate and effective therapy available. So, all you men out there in the 50 plus age group make sure you are having your yearly physical and have that prostate checked out. One of the most common areas for prostate cancer to spread is the skeletal system. Bone scanning in the Nuclear Medicine Department at Medicine Hat Hospital is a common part of staging, following the diagnosis of prostate cancer. I believe there are many misconceptions held by media and the general population, as well as a certain amount of misinformation, and I would like a chance to set the record straight on a number of those issues. The welfare of our injured veterans is a high priority for our Government. I can assure you we are providing programs for our Veterans to ensure they are cared for. Veterans’ pensions are covered under the terms contained in the Canadian Forces Superannuation Act. They are entitled to and receive a pension, much like other public servants. Veterans who are critically injured and declared disabled after their initial assessment by medical professionals have access to many different kinds of funding as well as medical treatment, rehabilitation and financial assistance. This scenario shows you how generous the system can be to critically injured veterans. As the Veterans Ombudsman recently pointed out, if a 24 year old Corporal of the Canadian Army returns from service critically injured and disabled and progresses to be medically discharged, this individual could in theory continue to collect financially up to $2 million dollars in cash and benefits. It is important to note many veterans do not require the services or funding of veterans benefits. In fact, thankfully 90% of veterans do not require any assistance, but the 10% that do collect veterans benefits are able to tap into a number of programs that provide financial and other assistance. As part of the Agriculture Committee a number of our members travelled to Washington to meet with various Senatorial Staff and Congressmen to discuss the upcoming United States Farm Bill. Some of you may be aware that we are endeavouring to convince the US Government to repeal the Country of Origin Labeling, (COOL), as part of this Farm Bill. The World Trade Organization, WTO, has ruled that COOL does not meet international trade rules. Our Conservative Government recently released a list of US products that we will ask the WTO to allow Canada to implement countervailing duties. This would be retaliation for the COOL labeling on our Canadian Beef and Pork. Our Ag Committee spent two days in Washington to convince Senators and Congressmen that our countervailing duties of $1.0 Billion dollars will have a considerable impact on the US economies of numerous States who sell their products to Canada.
