Sub: Important Information and Instruction related with Term End (Vocational) Examination of (VIII+) / (X+) Level Short Term Vocational Course to be held on 15thJanuary’2014 th th th th st (Theoretical) & to 16 /17 /18 /20 /21 January’2014 (Sessional / Practical) The undersigned likes to inform that his/her Institute will be a centre for the above mentioned examination under the West Bengal State Council of Vocational Education & Training. The Head of the Institute of the said examination centre is hereby appointed to act as Centre-inCharge of the Examination Centre for conducting the examination .The following procedures and instruction for conducting the examination may please be strictly followed (his/her attention is specially invited to item no. 3,4,5 and 9 below):1. Collection and submission of all examination related materials : (a) Collection of all examination related materials by the VTCs at the Nodal Centre – 9th to 14th January, 2014 (11 AM-4 PM excluding holidays) other than attendance sheet, admit card, registration certificate, marks foils. (b) Submission of materials of Theoretical Examination. [OMR sheet (used & unused), unused question paper, attendance sheet, report on conduction of the examination including RA Report etc] and Marks of Sessional / Practical examination (Internal and External) trade wise in separate sealed cover by the VTCs : within 24th January’2014 at Nodal Centre. (c) Printing of pre-examination materials: Council has decided to provide on-line facility for printing of pre-examination documents such as attendance sheet, admit card, registration certificate, marks foils etc. VTCs are requested to log in at council Website through their used ID and password and take necessary print outs of the same for distribution to the students/examiners for the purpose of examination. VTCs may contact Nodal Centre if case of any difficulties. These documents will not be sent further by the WBSCVE&T. (d) Filling-in of Mark-slip legibly in black ink (preferably by ball point pen) and filling-in the upper portion of Mark-slip correctly are required. Do write down the marks a bit away from the perforation / tearing line. Please don’t rewrite ON writing / numerical; instead; pen through and rewrite. Every mark-slip (after filling-in), Attendance sheet, Admit Card, Registration Certificate etc should be tidy, neat and clean. 2. Engagement of Invigilators: Teachers / Trainers of the institution shall be engaged as invigilators by the Centre-in-charge. A copy of the plan for sitting arrangements of the candidates (i.e. in a zigzag pattern for the candidates of same trade) should be sent to the Nodal Centre at least 3 days before the commencement of the examination for approval. Other supporting staffs required, if any, for this examination are to be arranged by the Centre-in-charge. This year only two sets of question papers for each trade will be sent. Attendance of examination: Attendance of the examinees should be recorded in the Attendance Sheet supplied by the Council(available at council website) and (a) the original attendance sheet of Theoretical Examination should be included in the packet of used OMR Sheet and (b) the original attendance sheet of Practical / Sessional Examination (External)`should be included in the envelope of the marks foil of external marks (Council copy). The two Xerox copies of the attendance sheet of each of Theoretical / Practical / Sessional Examination will be made, one for retention in VTC and the other for retention in the Nodal Centre. 3. Each attendance sheet must be countersigned by the Head of the Institution / Centre – InCharge. The absentees must be marked “A” against their name in each mark roll and attendance sheet and no request in future will be entertained by the Council regarding error in attendance sheet. Packing & return of answer sheet (OMR type) : The answer sheets (OMR type) should be Packed Trade wise separately in the following way: - 4. The answer sheets (OMR type) should be packed in council supplied cloth wrapped envelope in presence of the Invigilator(s). During insertion within the packet, do not fold the answer sheet (OMR type) as this will result in error during evaluation. The Top Sheet should also be affixed on each packet containing a certificate in the following manner and signed in ink jointly by the Centre-in-Charge and Invigilator(s). “Certified that the Contents of the packet have been sealed in our presence.” ________________________________ Signature of Invigilator(s) ________________________ Signature of Centre-in-Charge with the Official seal The Top sheet should be placed in such a position that it becomes impossible to tamper with the sealed packet without tampering Top sheet. The Centre-in-Charge should also put 3 to 4 signatures on the Top sheet in such a manner as to cover a portion of the label and that of the packet. The following documents should be placed inside the sealed cover:i) A copy of duly filled in Top –Sheet. ii) The original attendance sheet of examinees (as mentioned in 3). iii) Used OMR sheets including the report of Centre-in-charge in invigilator in case of RA etc. 5. Appointment of External Examiner for Sessional / Practical Examination : A comprehensive list of institution based External Examiners of different Trades for Sessional / Practical examination, is sent to Head of the institution, through which as Centre-in-Charge, he/she will find the name of the institution from where the external examiners for Sessional / Practical External Examination are to be deputed. Following are the guidelines of this list of institution based External Examiner, as Centre in Charge, he/she will have to do. (i) For his/her own institution, the engagement letter of External Examiner for Sessional / Practical Examination (supplied by the Council) has to be issued to the enlisted Trade teacher / trainer of his/her institution along with the release letter (to be issued by him/her) to act as External Examiner of Sessional / Practical examination on the stipulated date at the institute as per the list of External Examiners. (ii) On the day of the Sessional / Practical examination; after the end of the examination of the different Trades at his/her own institution – as Centre-in-Charge he/she will take over the sealed envelop consisting of filled up marks foil of the examined Trade from the External Examiner & also the filled up Remuneration Bill for your counter signature and also to transmit both to the Nodal Centre immediately after the end of the Sessional/ Practical Examination. The Centre-in-Charge will also issue that release letter to the External Examiner. Centre-in-Charge should ensure that the original Attendance sheet of Sessional / Practical examination (External) is included in the envelop of the marks foil (Council copy). It is also to be noted that in the comprehensive list of institution based External Examiners, if it is found that there is no allotment of examiner of any trade from other institution, ‘Head of the Institution / Centre-in-Charge is entrusted to appoint locally an eligible External Examiner’ for the said Sessional / Practical examination of that particular Trade; as Centre in-charge he/she will take necessary approval from Deputy Secretary [Academic] later on. 6. At the end of the examination (both Theoretical & Practical) the Centre-inCharge should send a final and consolidated report about the Conduct of the examination mentioning the activities on daily basis together with the following papers in a bunch and all at a time in one single cover in respect of each discipline and trade. i) Consolidated absentee statement of the candidates who had enrolled for the examination but did not actually sit for the same (mentioning their names, roll numbers and the name of the trade in which they absent themselves from appearing at the examinations.) ii) Details of R.A student (if any). iii) His/Her opinion about conduct of examination at his/her centre (date wise). iv) Separate Sealed envelopes consisting of both Internally & Externally Evaluated Marks for Sessional / Practical Exams along with the Attendance sheet of all the trades separately held at his/her institution in the envelope containing externally evaluated marks for Sessional / Practical Examination Only. v) Suggestions for improvement, if any. 7. Use of Mobile Phone is not allowed by the student inside the Examination Hall/ Toilet / Corridor / of the Examination Centre .The Roving observers have the right to inspect / check the Examination Hall / Toilet etc to maintain the sanctity of the Examination Centre. The Centre-in-Charge should ensure posting of police at the Examination Centre to maintain law and order of the Examination Centre. 8. In case, the Principal / Headmaster / Headmistress / Superintendent /Teacher-InCharge/Officer-in-Charge/ Centre-in-Charge of the examination centre either due to his/her difficulties or for the reason that his/her near relative is a candidate from his/her centre, is unwilling to act as Centre-in-Charge he/she can appoint his/her staff (not below the rank of Lecturer/Asst-Teacher/Instructor) as Centre-in-Charge of the Examination Centre .The names, designation and specimen signature of the said staff may please be sent to the Nodal Centre at least 3 days before the date of starting of examination for at least post facto approval of the Deputy Secretary [Academic]. The reasons of his/her inability to serve as Centre-in-Charge have to be stated in his/her letter. But efforts should be made by him/her to act as Centre-in-Charge as far as practicable [if not any relative is a candidate in the examination]. 9. Opening of Question Booklet: Following the Packing code of each Trade [from the coding nomenclature of question paper] sealed question booklet packet will be opened, not before 30 minutes of the starting time of he scheduled examination in presence of invigilators. The Centre-in-Charge and the Invigilator(s) will sign on the packet containing question papers at the time of opening the packet indicating date and time. The said Signed Question Booklet Packet will be preserved by the Institution authority for at least one ensuing session. About the Question Booklet :(MCQ Type) Each Question booklet has a particular Question Booklet series like either A or B for each trade. Each candidate has to mention this series of Question Booklet on the supplied special Answer sheets (OMR type) what he / she has received. All Questions of this booklet are of four option type multiple choice question. The candidate will find four (4) probable answers either (a) or (b) or (c) or (d) against each question. The candidate has to find out which one of the four answers appears to be correct or the best, because the rest three are distracters as well as wrong options. They have to completely darken the circle corresponding to the letter of the selected answer in the Answer sheets (OMR type) with Black Ball point pen as per instructions printed in the Answer sheet (OMR type) If more than one circle is darkened against a particular question, it will be treated as wrong answer. After completion of the examination, the candidates are permitted to take away the used Question Booklet but they should be instructed that the filled up Answer Sheets (OMR type) should be handed over to the Invigilator before leaving the Examination Hall. Invigilators are requested to cheek that all the students have compulsorily darkened completely the circles in boxes of serial no -10 (Roll Number), 11 (Registration Number) & 12 (Question Booklet Series) before signing the OMR Sheet and again before accepting their answer sheets (OMR Type). 10. The OMR Sheet will be given 15 minutes before the start of the Theoretical Examination to enable the students to fill up the Sl. No. 2 to 7 and 10 to 12. 11. After finalizing the actual date of Sessional / Practical Examination with the other concerned Head of the Institution / Centre-in-Charge, the Sessional / Practical Examination should start on scheduled date & time. In case the Sessional / Practical Examination could not be held or completed in the scheduled time in prescribed date of examination due to some unavoidable reasons, the said examination can be held or continued in the following working day till completion. The said incident would require to be intimated to the council immediately over phone to obtain permission of Deputy Secretary [Academic]. 12. All types of Remuneration bill & T.A. bill concerned with this examination will have to be submitted to the corresponding Nodal Centre of the district. Those will be processed and remuneration will be paid by the respective Nodal Centres. 13. In this batch of Examination (i.e. January’2014) – out of existing 44 number of Trades under 5 disciplines, Theory Examination will be held only for 42 trades. The SPTL Practical Examination of 200 marks [external] and 200 marks [internal] will be held as usual between the period 16th to 21st January,2014. The practical examination for project work of SPTL may be done by the same examiner engaged for practical examination. 14. VTCs will be provided fund accounting Rs. 150.00 per trade for meeting contingent expenses for conducting the examination. The fund is to be collected from Nodal Centres by submitting money receipt through authorized representative after the submission of examination documents. 15.
