The Smart and Skilled reform of the NSW Vocational Education and Training (VET) commences on 1 January 2015. From this date, students undertaking nationally accredited courses will be required to have a Unique Student Identifier. SMART AND SKILLED (STARTING 1 JANUARY 2015) What is Smart and Skilled? Smart and Skilled is a comprehensive reform of the Vocational Education & Training (VET) system in NSW and it starts on the 1 January 2015. It affects all Registered Training Organisations (RTOs), including all Community Colleges. What does it mean for you? From January 2015 the NSW Government will be offering subsidised training places under the Smart and Skilled policy. Eligible individuals will have an entitlement to select qualifications up to and including Certificate III. There may be targeted programs for Certificate IV and above. You may be eligible for subsidised training if you: ● are an Australian citizen, permanent resident or humanitarian visa holder ● are aged 15 years or older ● live or work in NSW ● have left school and have no previous qualifications at Certificate IV or higher. How much will it cost to enrol in training? The NSW Government has set the fees. The government subsidy plus the student fee is the cost of the qualification. Only full qualifications are subsidised under the entitlement model. ● Students will pay a set fee for each qualification regardless of the training organisation enrolled in. There will be only one fee, even if it takes more than a year to complete your training, or traineeship, regardless of when you start. ● Students enrolling in higher level qualifications will pay more than lower level qualifications. ● Concession fees and exemptions will apply for Aboriginal and/or Torres Strait Islander people, students with a disability and students who are welfare recipients. Example of a fee calculation, for a subsidised entitlement under Smart & Skilled Certificate III in Aged Care ● if this is your first qualification, up to a Certificate III, cost will be $1440 ● if this is your second qualification the fee will be $1730 ● if you are a welfare recipient all you will pay is $240 ● if you are Aboriginal and/or Torres Strait Islander there will be no cost Information on Smart and Skilled can be found at http://www.training.nsw.gov.au/smartandskilled UNIQUE STUDENT IDENTIFIER (STARTING 1 JANUARY 2015) What is Unique Student Identifier (USI)? The USI will allow all of your training records, entered in the national Vocational Education and Training (VET) data collection, to be linked. Wherever you enrol and complete training it will be available to you through the National VET data collection. Why do I need a USI? From 1 January 2015, everyone undertaking nationally recognised VET courses will need to have a USI. Your USI is required for you to receive your Certificate or Statement of Attainment. You may need your USI to provide evidence of your academic achievements, for example when applying for a job or to undertake further study. What are the benefits? The USI will make it easier for you to find, collate and authenticate your VET achievements into a single transcript. It will assist with the recording of enrolment details and will help to streamline the assessment of course prerequisites, credit transfer, recognition and the assessment of eligibility for any funding assistance. How do I get a USI? The USI will be available online and at no cost to you. The USI will stay with you for life and be recorded with any nationally recognised VET course that is undertaken from 1st January 2015. You can apply for a USI which then must be provided to the Community College/training organisation when you enrol. We will not be allowed to issue your certificate unless we have your USI recorded. If you are a continuing student from 2014 into 2015, you will still need to apply for a USI. The URL to access the USI site will be open soon. If you do not have internet access at home we will assist you at the College. What about my privacy and how will it be protected? The protection of your USI – and the personal and educational data that it links to – is paramount and important safeguards will be in place to protect your privacy. You will have control over your USI and you can determine who can have access to your personal and educational records associated with it. For domestic full fee paying students, TCC will accept payment of no more than $1000 from each individual student prior to the commencement of the course. Following course commencement, TCC may require payment of additional fees in advance from the student but only such that at any given time, the total amount required to be paid which is attributable to tuition or other services yet to be delivered to the student does not exceed $1,500. Students enrolling and paying on the day of their course commencement, incur a 10% late fee. Refunds In addition the Refund Policy of TCC states: - Please choose carefully, refunds in full will only be given for classes cancelled by TCC. Once a course has started funds are committed and cannot be refunded or transferred. TCC require students to give 7 days notice of intention to withdraw from a class. If a course has not commenced and you must withdraw, then a credit voucher may be obtained for any future course to be used within the Calender year. (Conditions apply) OR, apply in writing to the Committee for a refund. If approved, a $30.00 administration fee will be deducted. Recognition of Prior Learning or Recognition of Current Competencies. (RPL/RCC) – Recognises that individuals gain skills and knowledge from a variety of sources. Previous training programs, life experience and work experience all contribute to prior learning. It is possible to apply for RPL/RCC through Tomaree Community College Inc, for VETAB accredited courses we are offering. An RPL information package can be requested from our office prior to the commencement of the courses.
