the use of the one percent (1%) sales and use tax
previously used for support of the Tilden Community
Hospital, to now be used one-half percent (1/2%) for
support of Tilden public emergency services, and onehalf percent (1/2%) for water, sewer, paving and other
Tilden infrastructure projects, with an effective date of
April 1, 2015, to start the new uses and to terminate the
old use?

A “YES” Vote: If a majority of the votes cast upon
such question shall be in favor of increasing such
local sales and use tax rate by an additional one-half
of one percent (1/2%), then the governing body of
such incorporated municipality – the City of Norfolk –
shall be empowered as provided by Section 7727,142 of the Nebraska Statutes and shall forthwith
proceed to increase the local sales and use tax rate
from one and one-half percent (1 1/2%) to two
percent (2%) and impose a sales and use tax at the
increased rate pursuant to the Local Option
Revenue Act, with all revenues generated by the
additional one-half of one percent (1/2%) to be used
for the public infrastructure project of library
renovation, expansion, and equipment.
A “NO” Vote: If a majority of those voting on the
question shall be opposed to such an increase of
the local sales and use tax rate by an additional onehalf of one percent (1/2%), then the governing body
of the incorporated municipality shall not impose
such a tax increase and the local sales and use tax
rate will remain unchanged at one and one-half
percent (1 1/2%).
Additional Information Regarding City of Norfolk
Proposed Sales and Use Tax Rate Increase: If the
additional sales and use tax is approved, it will not
result in a reduction or elimination of any other taxes
or fees. All additional revenue will be used solely for
library renovation, expansion, and equipment. The
revenue will be collected for 36 months beginning in
2015. The City of Norfolk has entered into an
interlocal agreement with Madison County for the
long term development of unified governance of the
City of Norfolk library renovation, expansion, and
equipment public infrastructure project specifically
as is provided in the interlocal agreement for the
cooperative use of the Norfolk Public Library to
provide library services to City and County residents.
Additional revenue collected from increasing the
sales and use tax rate by one half of one percent
(1/2%) will be used solely to fund the public
infrastructure project of the City of Norfolk library
renovation, expansion, and equipment, and none
(0%) will be used for purposes of the administration
of the interlocal agreement.

PROPOSED BY INITIATIVE PETITION
Initiative Measure 425
A vote " FOR " will amend the Nebraska statute
establishing a minimum wage rate for employees to
increase the current state minimum wage from seven
dollars and twenty-five cents ($7.25) per hour to eight
dollars ($8.00) per hour on January 1, 2015, and to nine
dollars ($9.00) per hour on January 1, 2016.
A vote " AGAINST " will not cause the Nebraska
statute establishing a minimum wage rate for employees
to be amended in such manner.
Shall the Nebraska statute establishing a minimum
wage rate for employees be amended to increase the
current state minimum wage from seven dollars and
