CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential
feel , characterized by low-rise buildings not more than 4 stories in height. This residential and business
friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education.
WE ENVISION: A I A as a "complete street" with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach, river, local neighborhoods and adjacent communities. Our improved "comp lete streets"
will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multiuse paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone
can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique
community identity. The "downtown" will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella covered cafe tables at restaurants and bistros where friends
gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and
actively recruits and supports businesses that enhance economic viability and serve our residents and
visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.

The City Manager's Office is responsible for the day to day administration of all City departments in
accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal
laws/rules
and regulations. Telephone conferences,

Met with Department Directors regarding various projects/issues/initiatives.
Administrative Assistant provided assistance to City Council Members and counter coverage in City
Clerk's Office during the lunch hour.
City Clerk's Office Staff perfonned day to day duties/responsibilities and assisted various telephone/walk-in
requests from the Public/Staff and provided assistance to the City Manager's Office. Highlights:

Council Meetings - continued preparation and distributed Agenda/ Agenda Packet for Regular City
Council Meeting of 11118/20 14; continued preparation of Agenda for 12/16/2014.
Administrative Services Director - Met with City Manager regarding various items/initiatives and
assisted with the distribution ofBusiness Tax Receipts.

Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in
requests from the Public. Highlights:

Met with Public Works Services Director and Deputy Director to discuss remaining work left to
complete on the Wastewater Treatment Plant Refurbishment.
Submitted final State Revolving Fund Loan agreement ($2.3M) to Florida Department of
Environmental Protection for the City's treatment facilities project.
Met with City Manager to discuss specific items related to the City' s Solid Waste contract.

Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the public. Highlights:

Scheduled interviews for PT Recreation Leader position.
Administered United Way Pledge Drive to include collection and recording of Staff pledges. With
one week remaining in the City's Pledge Drive, the City has achieved 74% of its goal.
Met with PWS Director and Deputy Director to discuss employee development/employee progress
toward certification.
Met with Finance Director to discuss workflow and process efficiencies related to staffing and
Human Resources interface.
Conducted Workers' Compensation follow-up on outstanding cases in effort to satisfactorily
resolve claims.
Contacted Department of Revenue (DOR) to resolve inconsistencies in communications received
pertaining to an ongoing appeal. DOR confirmed that a ruling in favor of the City has been reached
which will result in a return to the City of unemployment taxes paid and cancellation of future
billed charges on an erroneous claim.
Continued processing of Open Enrollment elections to include reconfirming enrollment and
ensuring consistency between vendor enrollments and payroll premium deductions.
Completed intake process ofPT Plans Examiner/Building Inspector.
Community & Economic Development
Update for Week Ending November 14,2014
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
•
Assisted the Gray/Robinson law firm with the public notice for the public meeting related to the
proposed Cumberland Fam1s store at 6455 N. Atlantic Avenue. The meeting will be held on
December 2, 2014, 6:00 p.m. to 9:00 p.m. at the Cape Canaveral Library. Gray/Robinson has
sent notices to property owners within 500 feet of the proposed development site. City Staff will
not be present at the meeting; our role is to assist in publicizing the meeting via Blackboard
Connect, Marquee, Website, Facebook and Twitter.
•
Distributed Agenda packet for the November 19111 Community Appearance Board. Agenda
includes:
o Application for a Level 1 review associated with the City' s proposed City Hall Building
located at 100 Polk Avenue. The Level 1 application is for Community Appearance
Board (CAB) review and approval of a 2-story, 18,517 square foot municipal building on
a 1.29 acre parcel. Parking for the building, which will be located to the rear of the
building, will consist of 70 standard spaces and four accessible spaces for a total of
74. Proposed lot coverage is approximately 33 percent. The mean building height is 34.3
feet which is under the maximum permitted height of 45 feet in the C-1 zoning district.
o Ordinance _-2014 to amend Chapter 22 to streamline the City' s development review
process. Currently, Community Appearance Board approvals are valid for a period of 12
months. This proposal would allow the City Manager or designee to administratively
extend these approvals for an additional 12 months if justifiable cause is shown. Any
extension would be subject to all terms and conditions imposed as part of the original
approval.
•
Staff is working on a minor revision to the paving ordinance which would authorize the use of
asphalt millings under limited conditions (i.e. screened storage yards, not visible from the public).
•
Staff has engaged with owners of the Preacher Bar/Kelsey' s Restaurant regarding resolution of
inadequate on-site parking.
•
Attended teleconference with CGI Communications regarding a cost-free Community Showcase
Video Program. The company works in partnership with the National League of Cities and U.S.
Conference of Mayors and provides a tool to educate and welcome future residents, recruit new
business and industry, promote tourism and more through a series of custom videos that advance
marketing and promotional efforts.

Athletic Leagues
Monday night kickball was cancelled due to inclement weather; the new season will start this Monday
along with the new advanced Monday night tennis league. Advanced Wednesday night racquetball
continues its ongoing schedule with many players getting ready for the Fall Racquetball Tournament this
weekend. Wednesday night kickball is half way through its season with the Beachside Bombers and Ball
'n Dolls leading the league. Wednesday night tennis had its last regular season matches and will begin
make up matches next week. Thursday night softball continues with two teams remaining undefeated in
the league. Intermediate Thursday racquetball and tennis continued with its ongoing season.
The Fall Classic Racquetball Tournament is back and will take place Friday through Sunday. Players
from all over the State will converge in Cape Canaveral for this long standing tournament.

Pickle Ball
With below freezing temperatures in the northern portion of the Country, some of our seasonal residents
are returning and requesting to play one of America ' s fastest growing sp011s. The Recreation Complex
hosts Pickleball on Court #2, Tuesdays and Thursdays.

Special Projects
Manatee Sanctuary Park
The Trail Paving Project is complete. Sod was placed along the trail as well as the construction area and
should grow in within 4 to 6 weeks. Usage of the facility is already increasing and Staff has received
many positive comments regarding the upgrades. A big "thank you" to City Council and the City
Manager for making the Project happen.
Canaveral City Park
A new ADA accessible water fountain was installed on the Northeast comer of the Park. The old water
fountain failed due to deterioration and possible vandalism.
Public Works Services

Wastewater Treatment Plant (WWTP}!Sanitary Sewer System
•
Reclaimed Water Usage. October reclaimed water usage was as follows:
o Residents- 28.93 million gallons;
o Cocoa Beach - 1.69 million gallons;
o Port Canaveral- 0.16 million gallons; and
o Effluent to River- 6.18 million gallons.
Rainfall for October- 1.11 inches.
•
WWTP Compliance Evaluation. Florida Department of Environmental Protection (FDEP) Staff
conducted an annual compliance inspection of the WWTP in July 2014. The facility was
determined to be in compliance with all FDEP rules and regulations. FDEP' s report is attached.
•
WWTP Building Refurbishment. Work continues on interior tile/door/window installations and
laboratory improvements. Estimate final completion in December.
•
2.5 Million Gallon Reclaimed Storage Tank and Filter Press Addition. Project is to be rebid
in late-November due to number of alternative bids, change of project scope, etc.
•
SR AlA Water Line Break. The City of Cocoa performed an emergency repair of a major water
line at the intersection of International Drive and SR AlA. The excavated area in International
Drive will be paved at a later date.
•
Grit/Bar Screen Replacement. Staff is investigating equipment and manufacturers for the
installation of a replacement head works system. This is a budgeted item for FY 2014/2015.
Infrastructure Maintenance (IM)
•
North Atlantic Avenue Streetscape Project. FPL's contractor relocated all utility poles to the
back of the right-of-way; all old poles were removed in early-November. This Project will be
tentatively advertised for bids on November 20; bids will be due on December 23. Florida
Department of Transportation (FOOT) requires that bids be advertised for a minimum of 30 days.
Staffs recommendation of a contractor will be an agenda item at the January 2015 City Council
Meeting.
•
Utility Pole Work. As part of FPL' s infrastructure hardening program, extensive utility pole
work was performed in the 8800 block of North Atlantic Avenue; this Work was completed in
early-November.
•
Replacement Trees. Numerous wax myrtles have been planted at both Manatee Sanctuary Park
and Banana River Park; these trees replace wax myrtles that died.
•
Puerto del Rio Road. Staff is obtaining information on current roadway and sewer conditions.
The City is investigating the possibility of taking ownership of this Roadway adjacent to Banana
River Park.
•
Annual Sea Oats Planting. This Annual Event is scheduled for Saturday, February 7 at 9:00 am
at Cherie Down Park. Sea Oats wi ll be delivered to the City's WWTP on Friday, February 6.
Brevard County personnel will provide an order fonn to municipalities in December. Volunteers
are welcome! Photographs documenting improvements to the beach in Cape Canaveral from 2008
to 2014 are shown below.

FACILITY BACKGROUND:
Facility Address: 601 Thunn Blvd, Cape Canaveral, FL 32920, Brevard County
Program/ Permit Information: DW, permit issue date: 04/05/2012, expiration date: 04/04/2017
Treatment Summary: An activated sludge wastewater treatment plant with pretreatment system, a 5-stage
modified Bardenpho system with anaerobic basins, anoxic basins, and reaeration basins,
two chlorine contact chambers, a 1.4 million gallon substandard effluent storage tank, a
1.0 MG reuse storage tank, chemical feeds, and dewatering and belt filter pressing of residuals.
Permitted Capacity: 1.80 MGD
I. Permit: RATING - In-Compliance
1.1 Observation: A copy of the current permit was on-site. It expires April 4, 2017.
2. Compliance Schedules: RA TJNG- Not Applicable
3. Laboratory: RATING - Not Evaluated
4. Sampline: RATING - In-Compliance
4.1 Observation: Influent sampler - The Sigma 900 composite sampler was set to 16-hour flow proportional
composite samples. The temperature was 3.4°C. The tubing ofthe sampler appeared in good condition.
4.2 Observation: Effluent sampler (DOOJ)- The Sigma 900 sampler was set to collect 24-hour flow proportional composite samples. The sample aliquot was set at 250 mL' s. The test aliquot was 31 OmL's. The
tubing of the sampler appeared in good condition.
4.3 Observation: Effluent sampler (ROO!) - The ISCO 5800 sampler was set to collect 24-hour flow proportional composite samples. The sample aliquot was set at 250 mL ' s and a test aliquot collected was 245
mL ' s. The tubing ofthe sampler appeared to be in good condition.
4.4 Observation: Total Residual Chlorine (TRC) Meter- The HACH AutoCA T 9000 bench meter is standardized daily with primary standards . The daily meter comparisons between the inline and bench meters
appeared to be within 20% of each other.
4.5 Observation: pH Meter- The Accumet AR50 pH bench meter is calibrated daily with three pH buffers.
These buffers were within expiration. The comparisons between the pH bench and inline are performed
daily and appeared to be within 0.2 su of each other.
4.6 Observation: Turbidity Meter - The HACH 21 OON bench turbidity meter is verified daily with secondary
gel standards. The inline meter and bench meter comparisons were perfonned at least daily. The bench
meter and secondary standards are verified quarterly with primary standards as required. The primary
standards onsite were due to expire in September 2014.
4.7 Observation: Th ermometers- The temperatures of the composite samplers are recorded routinely and the
thermometers are replaced annually. According to onsite records they were last replaced on March 11,
2014.

4.8 Observation: D.O. Meter- The YSI field meter is calibrated with each use. Calibration records are kept as
required.
4.9 Observation: The facility keeps a sampler maintenance log, which includes aliquot checks and when the
tubing is replaced.
5. Records and Reports: RATING - In-Compliance
5.1 Observation: Entries in the operator log were clear, concise, informative, and relevant. The logbook was
bound with numbered pages. The facility has a logbook for day and night shifts. The facility is staffed 16
hours per day, seven days per week. Operators sign in and out of the logbooks.
5.2 Observation: Copies of the operator certifications were on-site and posted.
5.3 Observation: Operation and Maintenance Manuals were onsite as required.
5.4 Observation: A copy of the current laboratory certification was onsite. Samples are analyzed by the City
of Cape Canaveral Water Reclamation Plant Laboratory.
5.5 Observation: A copy of the current operating protocol was onsite. The protocol was last revised in October 2011 . The reject set-points for turbidity and TRC were verified at the time of inspection.
5.6 Observation: The Annual Reuse Report was last received by the Department on November 26, 2013 .
5.7 Observation: The Annual Reclaimed Water and Effluent Analysis DMR for 2013 was received by the
Department on November 27, 2013 .
5.8 Observation: A pathogen monitoring sampling event was conducted on February 19, 2014, both pathogens exceeded the form limits. A resample event was conducted on April 23, 2014. The data from these
sampling events were submitted to the Department as required.
5.9 Observation: Toxicity sample results were reported to the Department in January 2014.
5.10 DMR review: February 2013 - May 2014: All DMR ' s during this review period were received by the Department.

6. Facility Site Review: RATING - In-Compliance
6.1 Observation: The facility grounds were clean and well maintained. The facility grounds were secured
properly.
6.2 Observation: Headworks-This facility has one automatic bar-screen and one manual bar-screen. All
screenings are sent to a dumpster. The grit removal system was operational at the time of inspection.
6.3 Observation: EQ Basin- This area can be used as a reject tank if needed. No problems or deficiencies
were noted.
6.4 Observation: Fermentation Tanks- The contents in this tank appeared to be well mixed. The mixers were
operational at the time of inspection.
6.5 Observation: First Anoxic- The contents in this tank had good movement. No dead spots or excessive
foam was noted.
6.6 Observation: Oxidation Ditch- This area was receiving sufficient air. No excessive odors or splashing
was noted.
6.7 Observation: Second Anoxic- The contents in this tank had good movement. No dead spots or excessive
foam was noted.

6.8 Observation: Reaeration- This area was receiving sufficient air. No excessive odors or splashing was
noted.
6.9 Observation: Appropriate public access reuse signs were posted at the hose hibbs onsite at this facility.
6.10 Observation: Clarifiers- At the time of inspection the east and west clarifiers were on-line. The clarifier
surfaces were clean and the skimmer arms were operating properly. The weirs and troughs are scrubbed
routinely. They appeared to be in good condition at the time of inspection.
6.11 Observation: Filters- The facility has three banks of sand filters, each consisting of three pods. One bank
was offline for maintenance at the time of inspection. These filters continuously backwash.
6.12 Observation: Disinfection- The chlorine contact chambers (CCC' s) had no debris, no evidence of solids,
and the effluent was clear.
6. 13 Observation: Chemical Storage- The facility has two sodium hypochlorite tanks onsite. These tanks have
secondary containment. The disinfection pumps were operational at the time of inspection. Gas sulfur
dioxide is kept onsite for dechlorination. Gas cylinders were stored under roof, chained, and warning
signs were posted. Alum is used daily and the tank is stored in secondary containment.
6.14 Observation: Generator- The onsite generator is exercised routinely.
7. Flow Measurement: RATING -In-Compliance
7 .I Observation: According to onsite records, the influent flow meter, public access reuse flow meter, and
river outfall flow meter were all calibrated annually as required.

8.1 Observation: The facility grounds were well maintained. Some construction was noted at the time of inspection.

Recommendation for Corrective Action:
The mercury maximum has not exceeded in a year. According to the response received from the facility
on August 11,2014, the City continues to monitor local businesses for mercury. The January 2014 TRC
dechlorination and pH minimum permit limit exceedances were field meter grabs. According to the DMR
submitted these parameters were reanalyzed within one hour and both parameters were back within the

permit limits. These parameter exceedances have not reoccurred for over six months. The enterococcus
geometric mean has not exceeded since May 2014. A permit revision was issued by the Department at
the request of the facility in September 2014 that changed the monitoring location of this parameter. No
further information is needed at this time.
9.2 Inline meter: Turbidity(R-00 1/HACH # 1)-0.307 NTU, at the time of inspection.
9.3 Inline meter: TRC (R-001 /CL-17 #2)-4.97 mg/L, at the time of inspection.

10.1 Observation: D-00 1-The surface water discharge to the Banana River was not in use at the time of inspection.
10.2 Observation: R-001-The facility has two public access reuse storage tanks. The tanks appeared to be in
good condition on the day of inspection.
10.3 Observation: R-001- Public access reuse advisory signs were noted throughout the reuse distribution system. On the day of inspection appropriate public access signs were noted in the Canaveral Port Authority
distribution area.
11. Biosolids/Siudge: RATING -In-Compliance
11 .1 Observation: The one sludge holding tank is aerated and appeared in good condition.
11 .2 Observation: The facility has one belt press that dewaters the untreated biosolids. A polymer is injected at
this point. The wastewater from this process is returned to the plant. The untreated, dewatered biosolids
go into a dumpster.
11 .3 Observation: Waste-Pro Hauling then hauls the untreated, dewatered biosolids to the landfill. They haul
approximately 3 days a week. Hauling records were kept onsite and reviewed at the time of inspection.

13. SSO Survey: RATING - In Compliance
13.1 Observation: This facility does not have an Operation and Maintenance Manual for their collection system. They are currently working on completing some standard operating procedures (SOP's) for the collection system.
13.2 Observation: The City of Cape Canaveral reports all spills to the State Watch Office within twenty-four
hours of discovery.
13.3 Observation: Currently, the City of Cape Canaveral does not have procedures for the minimization of
sanitary sewer overflows within the collection system.

On November 8, 2014, the Brevard County Sheriff's Office presented the Second Annual Jailbreak
Adventure Race at the Brevard County Jail Complex, Cocoa. This unique event gave racers the experience
of breaking out of jail and incorporated a 5K on thick muddy terrain and obstacles where Deputy Sheriffs

and bloodhounds chased runners throughout the course trying to catch and return them to jail. The event
was a fundraiser for United Way of Brevard County, Brevard Children ' s Advocacy Center and the Pet
Posse, a nonprofit organization which supports animal groups in Brevard County.
This year' s event included more obstacles and traps along the way for those who were brave enough to try
and " breakout." Sheriff Wayne Jvey hosted the event and set runners off at the start of the course. The goal
was to complete the course without being caught.
