DEWITT COUNTY MUSEUM
News Announcement
The DeWitt County Museum Association Board of Directors
announced a change in museum management. As of January 1, 2015,
Joey Woolridge, who has served as Assistant Manager since 2013,
will become the Museum Director. Larry Buss, who has served as
Resident Manager since 1996, will be acting as Tour Director.
As a DeWitt County historian, Woolridge has written a weekly
column on DeWitt County History published by the Clinton Journal
for more than 20 years, served as president and vice president of the
Lincoln Heritage Committee of DeWitt County, is a current member
of the DeWitt County Genealogical Society, authored several of the
county’s Looking for Lincoln wayside exhibits, has had articles
published in Civil War Historian Magazine, identified and
documented burials at and created signage for the Woodlawn
Cemetery Civil War Soldiers Plot, was awarded the Studs Terkel
Humanities Service Award in 2009 by the Illinois Humanities
Council, was named Grand Marshal of the Clinton’s
Quartoseptcentennial Parade by the Clinton Celebration Association,
and has co-hosted numerous “Walk Through Woodlawn” cemetery
walks with Buss.
A native of DeWitt County, Buss signed on as Resident Manager
of the museum in 1996 bringing with him a love of history and 19
years of teaching experience. Over the years, Buss has been the face
of the museum, making numerous promotional appearances on
television and radio, making appearances as guest speaker for local
organizations, and portraying the museum’s namesake, C.H. Moore,
at special events. In recognition of his many years of work with the
museum and community involvement, Buss was named Grand
Marshal of the 2013 Clinton Area Chamber of Commerce Christmas
Parade. In 2014, Buss was recognized by the Central Illinois Tourism
Development Office when named a finalist for the Illinois Governor’s
Conference’s prestigious Lincoln Award.
As Museum Director, Woolridge will oversee the majority of the
museum’s operations. She stated, “Larry has done an outstanding
job managing the museum through the years. During the past year
and a half, it has truly been a pleasure serving as the Assistant
Manager of the C.H. Moore Homestead DeWitt County Museum.
Larry has been a wonderful mentor and as his assistant I have learned
a great deal and feel confident going forward. I also greatly
appreciate the guidance and support provided by the DeWitt County
Museum Association Board of Directors.”
Buss, who will continue his residency and employment at the
museum, stated, “My time as Resident
Manager for the DeWitt County Museum
has been a joy; not a job. I have been
fortunate to have been associated with
some of the best people in DeWitt County
for the past 19 years. I will cherish every
memory and look forward to making
more in the years to come as Tour
Director. My wish is that the community
continues to support Joey and the
museum as they have supported me.”

llinois Clean Energy Coalition finds state report on nuclear power validates
industry’s key role in the state’s environmental and economic future
State Agencies find that possible closing of nuclear plants would cost billions to the
economy and add millions of tons of carbon pollution
Chicago, Illinois—January 8, 2015—A new state report on the impacts of nuclear power on Illinois shows the
industry creates enormous environmental and economic benefits to the state. The report underscores that nuclear
energy helps power the Illinois economy on many fronts and is a clean, reliable source that is vital to meeting
emission reduction goals.
The state report shows that premature closure of the Byron, Quad Cities and Clinton plants would cost Illinois
$1.8 billion in annual economic activity, almost 8,000 jobs and increase energy costs by as much as 16%.
Furthermore, the Illinois EPA finds that the societal costs of the resulting increased air pollution from closing
the nuclear plants would exceed $18 billion.
The Illinois General Assembly, in 2014, passed HR 1146 which required state agencies to conduct an
assessment of how the state’s nuclear plants contributed to these priority goals in our energy sector. The results
are clear.
According to an analysis prepared for the Illinois Clean Energy Coalition by SIU Emeritus Professor of
Economics Stanford Levin, PhD. (See Insert in this Newsletter), “the report demonstrates the importance to
Illinois and its environment of the six operating nuclear power plants in the state and the reasons to prevent the
premature closing of any of these plants.” Professor Levin specifically cites the state’s findings that closing
even one nuclear plant would decrease the reliability and increase the cost of electricity in Illinois. He also notes
the Illinois EPA findings that electricity lost from nuclear plant closings, “would will need to be replaced, at
least in part, by fossil fuel plants that generate carbon emissions.” This supports the findings of the Illinois
Clean Energy Coalition study of 2014 that analyzed the carbon emissions saved by nuclear power.

the use of a car, van, pickup or panel truck will be:
- 57.5 cents per mile for business miles driven,
up from 56 cents in 2014
- 23 cents per mile driven for medical or moving purposes,
down half a cent from 2014
- 14 cents per mile driven in service of charitable
organizations

On January 7, 2015, the Illinois Commerce Commission, the Illinois Power Agency, the Illinois
Environmental Protection Agency, and the Illinois Department of Commerce and Economic
Opportunity released a consolidated report dated January 5, 2015, “Potential Nuclear Power Plant Closings in Illinois: Impacts and Market-Based Solutions,” in response to Resolution 1146 in the Illinois General Assembly. Taken in its entirety, the report demonstrates the importance to Illinois
and its environment of the six operating nuclear power plants in the state and the reasons to prevent
the premature closing of any of these plants. Following is a summary of the key points and
concepts contained in the four main sections of the report.
Illinois Commerce Commission (ICC)
Nuclear power plants in Illinois may close prematurely because the wholesale market for electricity
in Illinois does not adequately recognize the zero emissions, almost always available nature of
nuclear power. The ICC report quantifies the significant increase in wholesale electricity cost that
will result in retail price increases for Illinois residents and businesses as a consequence of the
closing of any Illinois nuclear power plants. For the ComEd Zone of PJM, closing any single
nuclear power plant would cause its wholesale electricity cost to increase in the first year from .3%
to 6.8%. Closing the Byron, Quad Cities, and Clinton nuclear power plants would cause the
wholesale electricity cost for the ComEd Zone of PJM to increase in the first year by 8.1% to 9.9%.
This translates into a wholesale cost increase of $307-437 million. Wholesale costs in the entire
state would increase by as much as 11.9%. Closing only the Clinton nuclear power plant would
cause the wholesale electricity cost for Ameren Illinois in the first year to increase by 1.2% to
2.7%. These wholesale cost increases for the ComEd Zone and Ameren Illinois would cause
residential and retail prices to increase while at the same time the ICC notes that these nuclear plant
closings would reduce the reliability of the electric transmission grid.
Illinois Power Agency (IPA)
The IPA analyzes various scenarios regarding the premature closing of the Byron, Quad Cities, and
Clinton nuclear power plants and shows that in most cases electric system reliability would be
reduced as a result, with more days in which the daily peak demand exceeds the available capacity.
Illinois Environmental Protection Agency (IEPA)
One important advantage of nuclear power plants is that they generate electricity with zero carbon
emissions. The IEPA recognizes that any nuclear power plants that are closed will need to be
replaced, at least in part, by fossil fuel plants that generate carbon emissions. Under various
replacement scenarios, the IEPA estimates that the cost of additional carbon emissions to society
from the closing of one, two, or three of the Byron, Quad Cities, and Clinton nuclear power plants
in the decade from 2020-2029 would be significant, ranging from $2.5 to $18.6 billion.

Illinois Department of Commerce and Economic Opportunity (DCEO)
The DCEO clearly recognizes the importance of nuclear power when they state that “Illinois’ continued success depends on maintaining low and stable electricity prices – and those low and
stable prices depend on the continued operation of all nuclear generating stations located in Illinois
(p. 125).” The risk of premature nuclear plant closings results from prices in the wholesale market
that are too low to recognize the value of nuclear power. For example, the DCEO observes that
“nuclear power plant operators do not receive adequate incentives for the nearly uninterrupted flow of power that they provide – even though it was nuclear power plants like those in Illinois that
prevented blackouts during last winter’s polar vortex (p. 125).” Furthermore, the DCEO
recognizes that “(t)he negative economic impacts resulting from the early retirement of Byron, Clinton, and Quad Cities nuclear generating stations are considerable (p. 125).”
The final section of the report presents five market-based solutions designed to address the issues
identified in the report. These solutions are described, but the report does not make any
recommendations.
Rely on existing external or state-level initiatives, particularly initiatives to reduce carbon
dioxide emissions, which will increase electricity prices
Implement a cap and trade mechanism for carbon dioxide emissions
Implement a carbon tax
Put in place a low carbon portfolio standard or a clean energy standard that would require
wholesale purchasers of electricity to obtain specified percentages of their electricity from
zero or low carbon sources
Adopting a sustainable power planning standard that would include goals for reducing
carbon dioxide emissions
The report recognizes that solutions to keep all of Illinois’ nuclear power plants operating will require some government or regulatory action. “Illinois energy policy may not be able to address
potential [nuclear] plant closures and new environmental rules without legislative action. For
example, the Illinois Renewable Portfolio standard is not functioning as well as intended. The
restructured [electricity] market further impedes certain solutions such as traditional in-state
preferences. Energy efficiency programs are constrained by rate impact caps that overvalue short
term costs at the expense of long term benefits. Energy storage is an emerging technology not
currently addressed by policies in Illinois. Current levels of Illinois worker retraining programs
will not be able to absorb shifts in generation trends and minority participation in the green
economy is not keeping pace with expansion of this sector. Finally, Illinois does not have a
meaningful market mechanism to address carbon reductions (p. 4).”
