The 2015 Tribal Council inauguration
was held on Tuesday January 6 in the Tribal
Administration building rotunda. Many Tribal
Members and special guests were in attendance.
Special guests included Flandreau Tribal
President Anthony Reider, Flandreau Tribal
Secretary Gordon Jones, Jr., State Senator Justin
Frerichs, and District 1 House Representative
Steve McLeery. After the SWO United Veterans
Association posted the flags and Chief Arvol
Looking Horse said the prayer. Outgoing
Chairman Robert Shepherd spoke. He thanked
the Oyate for allowing him to be the SWO
Chairman for two terms.
The guest speaker was Vern Donell.
The newly elected Council was sworn in by
Tribal Judge Michael Swallow and each of them
were given the opportunity to say a few words.
SWO Tribal Chairman Bruce Renville said,
“This is a day for great celebration, but let us not
forget the 11 children that lost their mothers
on November 22. Let us give these children
hope for a better future.” He spoke of the old
adage “it takes a village” and reminded us of
the importance of doing our part for the Oyate
youth.
Chairman Renville also stated his objectives
for the next two years, including the importance
of government transparency. One immediate
change will be that all Council meetings will be
broadcast on the Tribal radio station. The new
Council is going to “work hard to build trust
between Council and the Oyate,” he said. After
the speeches an honor song and a wopida song
were sang by Wahpekute, TZ boys, and many
other singers for the outgoing Council and the
No. 2
newly seated Council. Lunch was then served by
Dakota Magic Casino.

Sisseton’s World Fest Committee is preparing for
musicians from China to visit the area the first week in
February.
The public is invited to experience the joyful music
of the folk-fusion band Shanren at a free concert Friday,
February 6, at 7 p.m. at the Sisseton Performing Arts
Center. This popular group of four “mountain men”
from southwest China fuse indigenous folk music with
modern music styles from around the globe.
This will be the final of four residencies to visit
Sisseton in the past two years through a partnership
with Arts Midwest. Previous groups have been Le Vent
du Nord from Quebec, Baladino from Israel, and Paulo
Padilha and Group from Brazil.

Keystone XL project battle lines drawn
Battle lines drawn, yes, and made completely clear. On one hand we have even our friendly lawmakers aligned
with the corporate greed determined to destroy our people, our land, our water, and our skies. For their gain. And
they use obviously faulty reasoning that purports to create thousands of jobs and boost our economy.
And even if their reasons were legitimate – they are not – the cost of added destruction of our people and land
and water and sky is a tragedy heaped upon other environmental tragedies that we cannot bear!
Last week we received this news release from the office of our North Dakota Senator Democrat Heidi
Heitkamp:
Heitkamp on Senate Floor: Passing Keystone XL Pipeline Bill Long
Overdue
Washington, DC – Jan. 7, 2014 – U.S. Senator Heidi Heitkamp today took to the Senate floor, urging her
colleagues to support legislation that would approve construction of the Keystone XL pipeline. The project has
awaited a decision from the President for more than six years and this bill, of which Heitkamp is a cosponsor,
would sidestep the need for Presidential approval and enable Congress to grant a permit and authorize the project
to move forward.
“The Keystone XL pipeline is an energy transportation project, plain and simple – and we need to finally
approve it because it is in the best interest of our state and country,” said Heitkamp. “And North Dakota can be a
major force in building out that infrastructure in years to come. I will say this over and over again as we pursue the
debate on the Keystone pipeline: It is a pipeline and not a cause. We already have hundreds of thousands of miles of
pipeline in the U.S., yet for unknown reasons, this project has become a political rallying cry. Keystone is one piece
of our all-of-the-above energy strategy. Let’s pass it and then we can start debating that larger strategy as well.”
Heitkamp, a top Democratic leader in the push to approve the Keystone XL pipeline, has brought together
Senators from both sides of the aisle to build bipartisan support for the project. She garnered support from at least
six Democratic Senators as original cosponsors on the new bill so that it was introduced with a filibuster-proof
60-vote majority. And last April, Heitkamp recruited 10 other Democratic Senators to join her in calling on the
President to make a final decision on the pipeline.
In November, Heitkamp also took to the Senate floor to call for a vote on a bill in the last Congress that would
have approved the Keystone XL pipeline. While that bill did not pass the Senate, Heitkamp has remained a vocal
proponent of the project as a key piece of our nation’s energy transportation infrastructure.

We find this especially disturbing coming from a Senator who has shown herself as an advocate for our Oyate.
Yet looking at her roots, she is deeply grounded in the business of the energy giants. Her push to shove this and
other disastrous energy projects down the throats of our people is a big indicator of what is wrong in Washington.
She calls the Keystone XL project “a political rallying cry.”
You betcha!
But it is about a lot more than politics.
It is about a lot more than economics.
It is about a lot more than “energy strategy.”
Keystone XL is an icon for what is wrong that in our supposed democratic nation we have misinformation and
campaign funding dictate destruction of our resources and the very web of life.
We must do all we can to prevent her from pulling others from the Democrat side of the Senate aisle to join
the Republicans in this planned continued plunder.
As we’ve already called, come to battle! Aho!

American people, or will he continue to stand for his far-left liberal allies?”

There is a Master Plan. There are Natural Laws
that run the universe. Everything on the earth has
a purpose. Change is constant. That which is built
is constantly being destroyed. That which is loose
is being used to build new things. Nothing can be
destroyed, only rearranged. Change will happen and
every setback is only temporary. In other words, the
Creator is in charge. We are not in charge. He designed
the universe. He runs the universe and He will change
what needs to be changed. As humans, it is easier for us
to participate in all of this if we are spiritual. We need
to be tuned in. Therefore, God gave us the spiritual
concept of acceptance. When things change, we can
change ourselves through the principle of acceptance.
Great Spirit, let me live today in acceptance of Your will.
Today let us do it Your way.

Politics is supposed to be the second oldest
profession. I have come to realize that it bears a very
close resemblance to the first. Ronald Reagan (1911 2004)
The golden rule is that there are no golden
rules. George Bernard Shaw (1856 - 1950), Man and
Faith Luverne Collier (LaRoque), age 79, of
Hastings, Minnesota (Formally Sisseton, South Dakota)
journeyed to the Spirit World on Saturday January 3,
2015.
She was born June 28, 1936 in St. Paul, Minnesota
the daughter of Robert Fayette LaRoque and Beulah
Mae Flute.
Faith was a free spirit, full of love and kindness to
all, especially children and animals. She loved reading,
art, paintings and nature, fishing, going to the Racetrack
in California, Arizona and Canterbury Downs.
She was formerly employed at many prominent
restaurants in Minneapolis, California and Las Vegas. In
the 1960’s she was co-owner of an office maintenance
business in Altadena, California. In 1980’s and 1990’s
she was a proud, Minneapolis woman cab driver. While
finishing her College education in the early 2000’s,
she worked at the College Book Store, and retired to
Sisseton, South Dakota. She carried with her a wealth of

We vacillate between throwing up our hands in
surrender at the exploitation of our people and lands
by elected political leaders and being a rallying cry for
warriors to come to battle.
Here is something written this past week:
What happens when you wake from slumber and
discover there’s a war raging outside your window. And
that those who govern you are in the camp of your
enemy. Well ... you could pull the covers back up and
close your eyes.
But no, we must not cover our eyes and sleep.
How can we sleep when our enemies have
purchased seats in our parliament and congress?
The Keystone XL pipeline is not the only travesty
being shoved upon us, but it has become an icon –
symbol of the war. Yes, war. Going on right here in our
homelands.

We appreciate the opening words of SWO Tribal
Chairman Bruce Renville’s term in office.
First, his calling our attention to the November
22nd tragedy. A stark reminder of the serious problems,
the challenges that we need to confront in our
community if the Oyate are to survive and thrive.
Second, his placing government transparency
among the priorities of his administration.
Broadcasting the Council sessions over our Tribal
radio station is one way. Another is to ensure that
proceedings are provided to the Sota as soon as they
are approved. We publish them when they become
available. Also, as per past Tribal Council resolution
we are to be provided quarterly reports from the Tribal
Court. Publishing these documents for our readers is
part of the “transparency.”
Third, calling Tribal Council to “work hard to
build trust between Council and the Oyate.”
Necessary especially considering recent criticisms
here on the Lake Traverse Reservation but also, looking
at Washington, DC, seeing how our elected political
leaders in Congress are betraying us and working for
forces that threaten our land and water. There is a divide
between citizens and their leaders in this country and
Canada. We can support Chairman Renville’s effort to
repair that divide here on the SWO’s homeland.

Social “helper” column dedicated to young generation Oyate –

Hello readers, It has been awhile since I have wrote
anything so I hope what I am about to share with you
all keeps you reading my column this year. 2014 was
not an easy year by any means and we have all had ups
and downs, including myself, so I understand mistakes,
misunderstandings, and hardships that anyone is going
through. With that being said I would like to share
a poem I
personally
wrote... I hope
you enjoy it.

°THIS LIFE°
This life we live is not for the faint of heart... it
can bring us together but it can also tear us apart. This
life we live can be darker then a moonless night and
no matter what we do, nothing seems to be right...
Innocence, once cherished, is lost at young ages, daily
dealings with heartaches and undeniable changes..
Death and suicides have become more common than
graduations. Young girls are taught that pregnancies save
every situation, mothers and fathers so strung out, they
forget their children’s faces.
Lives being lost and stolen for no good reason...
people no longer hurt the same, its just like another
passing season... Tears being shed but they seem to be
from habit... while we wait for the next senseless tragedy
to happen... no, this life is not for the faint of heart …
but how do we change it and where do we start?
Will it be
from the parents
finally teaching
the children right
from wrong? Will it come from the tribal leaders who
have stayed SILENT for far too long? Will it come from
our community coming together, voicing an outcry, so
no more of our young have to die … no, this life is not
for the faint of heart but how do we change something
when we don’t know where to start?

I need to tell you frankly that trying to encourage
people to lose weight is like telling them they should
stop growing older or advising men going bald to stop
losing hair. Most heavy people would love to be thinner,
but it seems once the weight comes on, it is destined to
stay there.
People blame the American diet, excesses of
labor saving devices and the addiction too many of
our children have with video games. I believe that the
epidemic of obesity in our society has something to do
with the inactivity of our youth, but actually we don’t
know why some adults are heavy and some are thin.
I will even go one step further in stating that until we
truly understand why obesity happens, we will NOT
have an effective non-surgical treatment.
One thing is for sure; obesity is not due simply to
excessive eating alone. More than one study points out
that many thin people eat more than many obese. The
corollary is also true; simply deciding to eat less does not
solve the problem, at least in the long run.
The most successful of commercial methods, like
Weight Watchers or TOPS, apparently help only about
one third lose significant weight. What’s worse, only one
third of those are able to keep it off one year, and then
after five years, virtually all have regained their original
weight.
Here is the good news next to all the bad. There
is new data, which shows that heavy people, who are
able to significantly exercise gain in quality of life. These
exercisers who are heavy have the same chance for a long
and healthy life as do thin people.
We all need a new mindset. Instead of weight loss
as the goal, which for the most part is unachievable, we
should do all we can to bring people to exercise, and
that goes double for our kids.
This is not to speak against a healthy diet. But let’s
get off that couch and get moving, even if it’s limited
at first. And then we should love ourselves for doing it,
whatever weight we may be.

Service to
award 30
Scholarships
in 2015
The Foundation for Rural
Services (FRS) will be awarding
thirty scholarships in the year
2015, one in each National
Telephone Cooperative Association
region and one made available to
NTCA’s Associate membership.
The remaining 19 awards will be
distributed proportionate to the
number of applications received
from each NTCA region.
Venture Communications
Cooperative, as your local
telecommunications service
provider, is pleased to participate in
this scholarship program. Should a
student from the Venture’s service
area be selected to receive one of
the 30 national scholarships ($2000
each) Venture Communications will
make a $500 matching contribution
to the scholarship. Preference will be
given to individuals expressing an
interest to return to work in a rural
area following graduation.
Students may also be eligible
for four FRS Staurulakis Family
scholarships valued at $5,000
each or two TMS Scholarships
for $1,500 each. Students who
are majoring in math, science,
engineering, or medicine are given
preference for the FRS Staurulakis
Family Scholarships. Additional
scholarships include the Everett
Kneece Return to Rural America
Scholarship, valued at $2,500 and
the Colt Ford Scholarship awarding
up to $15,000.

Sisseton Winter Show
You can take a break from the
cold winter weather this month
by taking in the activities and
entertainment at the 2015 Sisseton
Winter Show to be held Jan.23-24
at the Sisseton High School Athletic
Practice Facility.
The two-day event, sponsored
by the Sisseton Area Chamber of
Commerce and the Glacial Lakes
4-H Rodeo Club, will include stage
entertainment and educational
programs. Hours for this year’s
show are 10:00 a.m. to 7:00 p.m.
on Friday, Jan. 24, and 9:00 a.m. to
2:00 p.m. on Saturday, Jan. 25. All
events and demonstrations are open
to the public. No admission will be
charged.
Vendor Area Entertainment
More than 60 exhibitors will
be on display around the practice
facility gymnasium. While browsing
through the various booths and
displays, Winter Show visitors will
be treated to entertainment on the
stage in the northwest corner of
the gym. The list of performers on
the main stage in the exhibitor area
includes the Runestone Rockettes
from Alexandria, MN (Friday,
12:00 p.m.), live animals from the
Bramble Park Zoo (Saturday, 11:00
a.m. and 12:45 p.m.), and a comedy
juggling show by Jason Huneke of
St. Paul, MN (Friday 6:00 p.m.)
Other stage performances include
“The Wing Its” from Sisseton, a Tae
Kwon Do demonstration by Tiger
Tae Kwon Do and a Computer
Safety and Identity Theft seminar.

sponsored by Dacotah Bank and
Coteau des Prairies Health Care

Legislative Crackerbarrel
Legislators from Dist. 1 will

Roberts County 4-H Archery Program will begin
Monday, January 19 at 7 p.m.
ALL YOUTH ages 8-18 as of
January 1st are welcomed to be part of
the 4-H Archery program.
This signup night will be held at
the 4-H building in Sisseton. A parent/
guardian must attend with their youth as
a parent/guardian signature is required
on the paperwork. Youth do not have
to bring a bow and arrows as the 4-H

members will be cooking and
serving pancakes and sausages in
the SHS cafeteria from 5:00 p.m.
to 7:00 p.m. on Friday, Jan. 23.
Freewill donations for 4-H activities

our state since 1962. South
Dakota’s commerce and tourism
industries have flourished under
the construction of the interstate
highway system. Sioux Falls has
nearly tripled in size; two state
universities moved to division one,
competing in the highest levels
of academics and athletics; corn
yields have doubled and no-till
farming has made the plow and
cultivator obsolete. South Dakota

Doris C Heminger Burshiem born Doris was born in Flandreau, SD to Christian M. Heminger
and Lucinda M. (DeCoteau) Heminger on October 15, 1931. The family moved to the Big Coulee area
and Doris attended grade school in the Guild Hall of the Ascension Presbyterian Church until the Big
Coulee Day School was built. She then went on to high school and granduated from the Flandreau Indian
School, Flandreau, SD. Doris went on to Haskell, which is known as Haskell Indian Nations University
in Lawrence, KS and graduated in the field of Business Administration.
Doris’ maternal grandparents were Isaac DeCoteau and Jeanette (Renville) DeCoteau. Her paternal
grandparents were Rev. Albert Heminger and Ruth (Wakeman) Heminger. Ruth was a granddaugher
to Chief Little Crow. Doris’ siblings were Jeanette (Heminger) Schoenrock, Vera (Heminger) Weston,
Gerald”Little Joe” Heminger, Michael (who died as an infant). Virgil Heminger, Chris Heminger, jr. and
Shirley Heminger Isaac.
Doris met and married William (Billy) J. Burshiem on July 3, 1954 in Wheaton, MN. To this union
5 children were born. William, Jr. (who died as an infant). Yvette, Jenelle, Carole and Jennie. Doris
and Billy worked and lived in Winnebago, NE; Minneapolis, MN; Pierre, SD and then returning to
Sisseton area where she finished 25 years in the Bureau of Indian Affairs in the Realty Department. While
employed at the BIA, Doris had the opportunity to help many SWO members with their wills and how
they wanted their land and possessions divided up
Doris is a member of the Ascension “Big Coulee” Presbyterian Church and is currently one of the
ruling elders on the board of session. She also was a deacon, youth advisor, Christmas committee and
fund raising committee for various events through the years. She also worked with the Ladies Aid serving
as various offices within the ladies group. One of her favorite works of the church has been singing in
the choir. She came home for Christmas break when she was a junior in high school and went with her
mother, Lucinda, to choir practice at the home of Malinda Spider and there she surprised her mother
when she joined the “alto” section and has been singing ever since.
Upon retirement from the BIA, Doris started working in her home district, the Big Coulee district.
She served in various capacities. She served two terms as one of the council representatives, at that time
Big Coulee had two representatives Also while serving on council, she has the opportunity to travel as one
of the descedent’s of the SWO members whose remains were repatriated from the Smithsonian Museum
in Washington, DC. She also served when the birth of the gaming industry was created on the SWO
reservation. She served as the district chairwoman. She served on various committees such as SWCC
Board of Trustees, Alcohol Advisory Board, Human Services Board, Elderly Board and Gaming Board. It
was an honor to serve on the Human Services Board, as her mother, Lucinda, was one of the ladies who
created the first Health Board on the SWO reservation.
Doris has always opened her home to many of her relatives when they didn’t have a place to stay. Also
she has always taken children in her home. She has adopted many as her own. Many have grown up in her
home. For the sake of not forgetting someone, we will just say there was alot and still are being brought
up in her home
Doris is a cancer survivor. She beat breast cancer in May of 1983. She has always been a believer in
prayer and knows that was what helped her beat the disease. Since then she always been willing to talk
with those who have went through the same trial.
Doris enjoys going to bingo and casino. She is always helping with fundraising events and most of
the time is the one behind the scenes setting everything up and making sure it is done right. Above all,
her biggest joy is spending time with her family, not only her immediate family, but all her relatives and
friends. She especially liked being around her grandchildren and great grandchildren. There has been four
generations who have grown up in her home.
