Our lake is full and we had enough rain during the year to keep our trees and lawns healthy with only a minimum of extra watering. Rain is very important to us Lake residents but it can present some problems in the form of storm water runoff. This year the Association completed a major storm water project in the 800 block. There was some inconvenience to residents but the completed project now directs water in a much better way and protects our roadways from further damage. Another project planned will look at the erosion that occurs along the Green Hills entrance. Lake resident Mary Dwyer is working with the Association directors to find a workable and attractive plan. Other accomplishments of your association this year include a very successful 4th of July celebration, spring and fall cleanups, trailer park improvements, and adding walleyes to the lake. (the Men's Club added trout) There was also the usual dock inspections and Deed of Restriction letters. A new and sturdy stairway was built on the back of the community building . Thanks to the directors and the many volunteers who made all of this possible. A special thanks to Dana DeMasters and Cindy Law who worked many hours on the Zebra Mussels regulations. We will start training in January and a member of each family will have to show proof of taking it before they can pay dock fees. Our intent is not to overburden anyone but we want to make sure everyone knows how to protect our lake against this menace. We will make the training fun so watch for announcements of dates. Another special thanks goes to Tyler Koch who cleaned up the 100 block Community Garden as a project for his involvement in the Junior National Honor Society. My wish for everyone is that 2015 is a very good year for each of you and that each of us continues to find great joy in living at Lake Waukomis. LAKE WAUKOMIS NEWS by Mayor John Douglas Thanks to the generosity of many of you, the two families we adopted for Christmas this year were able to enjoy the Holiday with gifts and food they would not otherwise have received. Many of you purchased gifts, and contributions to the Mayor's Christmas tree fund were received from the Women's Club, Men's Club, and Retiree's Club, as well as cash donations from individuals. This made it possible to provide a nice Christmas for the families that they would not otherwise have experienced. Many thanks to Dale Lightfoot for identifying the families and facilitating delivery of the gifts. I had been involved in decorating the outdoor tree in front of the community building the past several years, but I really had no idea how much additional work was involved in preparing for the lighting ceremony, reception, and decorating the community building. Many thanks to Barry Sanderson and those Men's Club members who overcame several logistical problems to install the lights on the dam again this year, and to Dick Cull for providing a lift truck. Bill Massock and Gary Fiddler braved cold and wind to install the lights on the railing adjacent to the parking lot, as well as on the Christmas tree. Marcia Douglas and Janus Hinson co-chaired the entire event, and Marcia helped me decorate the tree in the courtyard again this year. Ed Landis picked out the tree and got it safely anchored in place. Barb Marsh assisted in getting the event on Santa's busy schedule, so our lake children were able to tell Santa what they most wanted for Christmas. Judy Simmons utilized her musical talents to lead us in singing and directing the children's choir. (We had a nice turnout, but we hope to have more children singing in the choir next year. It really adds joy to the celebration.) The lighting ceremony has been an annual event since 1992, so it probably meets the definition of a "tradition" in our community at this point. In addition, thanks to our Chief Donnie Hachman and the police department for making sure Santa was here and able to safely deliver candy to children of the lake on Christmas morning. It is possible many residents do not realize we have a celebrity living in our community. Even though he resides at Lake Waukomis, Daniel Jacobs was recently named as one of "The 25 Most Influential People in Kansas". That distinction was possible because the "Red Bag Charity Program", founded by Daniel over 31 years ago, reaches many needy families in Kansas, as well as Missouri. Thanks to his efforts, that program now benefits more the 1500 children and 60 families every Christmas. This year the Men's Club once again volunteered to assist Daniel in loading and delivering the gifts. Congratulations to Daniel, and thanks to everyone who assisted him this year!! Daniel always takes time to give credit to the many volunteers who make it possible for his program to be successful, but he is truly the catalyst of this incredible program. Thank you, Daniel, for all you do!! Your city council recently entered into an agreement with Sager Construction Management & Consulting, Inc. to assess the condition of our roads and develop a roadway management plan. This assessment should be completed by early March. More to follow on this topic in the spring. So far we have received $44,525.44 from the County in road money since the ownership of our roads was transferred from the HOA to the City in December 2013. This won't be nearly enough to complete a major overhaul of our roads in future years, but it will be very helpful with regular maintenance. Right now we are "banking" these funds for future use. Our temporary levy for a fire suppression service agreement with K.C. expires in the spring. It will be on the ballot for renewal on the next election day, April 7, 2015. This temporary levy has to be renewed every three years, and it was last on the ballot in April 2012. The wording on the ballot will make it sound like a tax increase is being requested, but in reality, the new temporary levy to be requested will be at the existing rate. Lake residents get a reduction in home owner insurance rates due to this contract arrangement for fire suppression services, so it is important that it pass. More to follow on this subject between now and April. We recently received a very positive report from the MO Department of Natural Resources based on their inspection of our dam last fall. As a result, our dam registration permit has been renewed for another two years. The inspector was complimentary about the work that has been done to channel and control the seepage on the right abutment of the dam. We will continue to monitor this seepage to be certain it does not increase to an unacceptable rate. Many thanks to Sandy Massock, Steve Sanders, Ed Landis, and Stan Anderson for their continued diligence in this critical and ongoing program. Nominations for the lake "Hall of Fame" are due by January 2. Nomination forms can be obtained in the city office and turned in to me or Cindy Erich, city clerk. The selection committee is scheduled to meet on January 7. This honor should not be confused with the "Citizen of the Year" award presented by the Association. The Hall of Fame award is provided to recognize those individuals who have made a significant long term contribution to our community. The annual Citizen of the Year award is based on activities during the current year. Both awards will be presented at the annual HOA membership meeting on February 13, 2015. Please mark that date on your calendar and plan to attend. The spirit of volunteerism has been very visible in this Holiday season. So many people donate their time to improve the quality of life for everyone in our community. We are most appreciative. Marcia and I want to wish everyone on the lake a Healthy and Happy New Year. Please call or email by January 15, 2015. 4 by Chief of Police Donnie Hachman Office: Call 816-741-2071 Dispatcher (non-emergency): Call 816-858-3521 Emergency: Call 911 Email – [email protected] ACTUAL EVENT One cold February day, an empty nest couple decided to take a drive to see grandma, who lived just two hours away, for a couple days, so they packed a few things, bundled themselves up and off they went to grandma’s house. As this couple backed out of their garage on the snow-packed driveway, neither one of them noticed that the garage door opener was not able to completely close the door and its automatic safety reverse feature re-opened the garage door. Temperatures that night bottomed out around -2 degrees which froze several of the home’s water pipes that ran through the open garage and basement area. The next morning, a watchful neighbor saw the open garage door and the residents’ vehicle gone, so in an effort to be a good neighbor, he shut the garage door after clearing the snow which had prevented it from closing the previous day. Several hours passed and the home’s heating system eventually caught up and heated the home to a toasty 70 degrees which in turn defrosted all of the frozen pipes, spewing water everywhere and disabling the furnace. Several hours passed before a neighbor called police to report a possible water main break because she could see a large stream of water running between the houses and into the lake. On arrival, police quickly discovered that this did not involve a water main break but that the water was just pouring out of the neighbor’s garage. Looking into the garage windows, the officer could see busted water pipes spraying gallons of water throughout the home. The officer attempted to contact the home owners, but the only number he had was their home phone number and obviously they were not at home. The officer continued to seek information from neighbors as to the whereabouts of the home owners and any other contact phone numbers they may have provided, but all his efforts failed as no one was able to give any useful information. The city maintenance crew responded and shut the water off to the residence at the main line which solved the free flowing water problem; however the sun was beginning to set and with it the freezing temperatures would surely turn the residence into a solid block of ice. There was nothing the city could do but to wait for the return of the home owners. I tell you this story because in my 30+ years in public service I have been witness to many situations like this where emergency personnel have an urgent need to contact residents about an emergency situation and have no way to reach them until they return home. I have included in this month’s newsletter an Emergency Contacts List which I fully support and hope that all residents will take the time to complete the form and to return it to City Hall. The information you provide on this form will only be used by the Lake Waukomis Police Department in its official duties of emergency notifications and will not be shared with any other parties. LAKE WAUKOMIS NEWS by Steve Burger, President Christmas Season started for 34 retirees on December 1st with a ham dinner and the Senior Barn Players’ Christmas Show. It warmed us up on a cold day. January’s meeting will be on January 5th with pot-luck lunch at noon, followed by election of officers. Program information is not available at this time. We welcome all retirees. Just come. by Donna Rhodus, Lake Waukomis Historian In 1963, Santa traveled around the Lake on Christmas morning for the first time, to deliver candy to all our little kids. He has been visiting us every year since. In 1965, he expanded his travels on Christmas morning to include Platte Woods, Park Forrest and other neighboring communities. After that one year, he devoted his time to only Lake Waukomis. Thanks, Santa and your helpers, for making our Christmas morning special. Now Ida Clayton will share some warm winter humor: Says Ida: Okay, good readers who expect something light & humorous from me - I hope you're not disappointed that I'm providing some words of wisdom, sort of, to begin 2015. The Story of Burnt Biscuits "When I was a kid my mom would fix breakfast-type food for dinner every now and then. I remember one night in particular when she had made 'breakfast' after a long, hard day at work. On that evening, long long ago, my mom placed a plate of eggs, sausage and extremely burned biscuits in front of my dad. I remember waiting to see if anyone noticed. Yet, all my dad did was reach for his biscuit, smile at my mom and ask me how my day was at school. I don't remember what I told him that night, but I do remember watching him smear butter and jelly on that biscuit and eat every bite!” "When I got up from the table that evening, I remember hearing my mom apologize to my dad for burning the biscuits. And I'll never forget what he said: 'Honey, I love burned biscuits.' Later that night I went to kiss Daddy good -night and asked him if he really liked his biscuits burned. He wrapped me in his arms and said, 'Your momma put in a hard day at work today and she's real tired. And besides, a little burnt biscuit never hurt anyone.'“ "Life is full of imperfect things....and imperfect people. I'm not the best at hardly anything, and I forget birthdays and anniversaries just like everyone else. But what I've learned over the years is that learning to accept each other’s faults - and choosing to celebrate each other’s differences - is one of the most important keys to creating a healthy, growing, and lasting relationship." We hope everyone is enjoying the Christmas Light display across the Dam. Installation of the lights is a Men’s Club project, but we wouldn’t have been able to accomplish it this year without the help of Dick Cull and Rob Slaton. Dick allows us to use his lift truck every year, but when a mechanical problem (flat tire with balky lug nuts) arose that morning, Rob answered our call for help and had us back on the job within an hour or so. Thanks Dick, Rob, and all the Men’s Club members that made this annual display possible. I feel the lights make our community look special. Way to go, guys.!!!! The Horse-drawn Sleigh Rides were held this year on December 7th after the Women’s Club Holiday Home tour and Bazaar to help everyone get in the Holiday spirit. Unfortunately, the weather didn’t co-operate (this is one time I would have rather had snow than rain) but we still had more than 50 people come over for a ride. Thanks to all who came out for a ride and made a donation to help those less fortunate during the Holidays. I hope all those who came out had a good time and will let those who didn’t make it this year know what they missed. Even though it was rainy this year, the firepit and hot cocoa had everyone ready for the Holidays to begin. A Very Special thanks go out to those individuals who helped sponsor the event this year. On December 13th, the Men’s Club once again had the chance to assist Daniel Jacobs and Ed Weiser with their “Red Bag” Project. We loaded and transported Christmas gifts and necessities for 2 families and over 100 “red bags” and at least 20 shiny new bicycles to help make Christmas a little brighter for these two families and many, many other children from around 50 other families north of the river. The work that Daniel and Ed do for so many others is really extraordinary. Thanks to the City/Association for providing the needed space to hold the donations until they were picked up and distributed. The Club held our annual nominations for our board at the December meeting. Dale Crouch will be our new President and Bill Ruckman will be our Vice-President. Carl Croan and John Greenlee will continue as our Treasurer and Secretary, respectively. Jeff Jans was re-appointed as Membership Chair and I will become our Historian. I am confident that the Men’s Club will keep moving forward in serving our community in the very capable hands of these gentlemen. Men’s Club members off-loaded the Red Bags and bikes into the Community Building for later distribution (one member even brought his visiting relatives to help). LAKE WAUKOMIS NEWS by Tina Buckler, Co-President It’s the most Wonderful time of the Year! I hope you are taking the time to pause and enjoy the sights, sounds and smells that the holiday season brings! It is a season of giving and the residents of Lake Waukomis have been very generous! November was a busy month for the Women’s Club. At the membership meeting, items were gathered to send to lake resident Fawn Heitman, and fellow members of the armed services. Fourteen boxes were sent overseas. A generous $200 donation was made by the American Legion Post in Parkville to assist with the cost of mailing. Thank you to Rebecca Hart for heading up this project. In addition, 2 car -loads of coats and blankets were gathered and delivered to a collection site for the Kansas City Star’s Project Warmth. Thank you to Robin Banes and Amy Barrett for coordinating this project. The Women’s Club gifted $250 to the City for the Mayor's Christmas Tree families, $100 to Daniel Jacob’s Red Bag project and $50 each to our city employees: Cindy, Doug, Ed, Terry and Donna. Resident Judy Simmons once again directed a choir of children who sang Christmas carols at the Mayor’s Christmas Tree Lighting. Thank you for sharing your talent! On Saturday, Dec. 6, the Women’s Club hosted its annual Holiday luncheon for members and their guests at B.C. Bistro located in Platte Woods. Approximately 50 women were in attendance. A delicious meal consisting of 2 salads, 2 entrees, 2 sandwiches and cheesecake was served. Each person was asked to write a blessing on a Christmas tree cut-out; these were gathered and redistributed to the attendees. All of those in attendance were given a holiday mug filled with cocoa mix for 2 from Janus Hinson’s recipe collection, plus a candy cane. Members said they enjoyed the meal and were glad to support a local business. A big “thank you” to our Vice-Presidents Amy Barrett and Robin Banes for organizing this event. The Holiday Bazaar and Homes Tour held Dec. 7 was once again a huge success. Five residents graciously opened their homes: 359: Arthur and Pamela Kellogg; 763: Mark Schreiner and Judy Springer, 821: Tom and Karen Hay, 1097: Dr. Frank and Christi Gardner, and 1109: Dick Cull. Over 130 tickets were sold for the event, our largest participation ever! Thank you to Mickie Shroeder & Jeff Jans for hosting dinner for the Homes Tour participants on Dec. 6th. Many lake residents along with several other vendors sold a variety of items at the Bazaar. Thank you to Terry Hoog for spending the afternoon making home-made St. Louis style pizzas for all to enjoy. A special “thank you” to Laurel Hoog, Women’s Club treasurer, for all that she does for this event and throughout the year. A big “shout out” to Peggy Coriell and Patty Russell for chairing this event. Thank you to all who supported this holiday event by helping the Homes Tour hosts, baking cookies or pies for the Bazaar, or just by attending. There will not be a meeting in January but we hope to see you at the meeting on Feb. 5 at 7 pm. The theme will be “Minit to Win It!” Our hostesses will be: Mary Dwyer, Shirley Pugsley, and Mary Matthews. Come enjoy their tasty treats! At least we hope so. The idea is to make sure that watercraft that belong on Lake Waukomis can be properly identified. And perhaps more importantly, any that do NOT belong can also be identified. There's only one little drawback to getting these neat, new stickers: it's going to take a little work on your part. And by now you've no doubt guessed it, this related to Zebra Mussels. You may have already noted the insert in this paper about zebra mussel (ZM) rules. The rules are not really as onerous as you might think. And what you need to know is that we (meaning ALL of our lake community) need these rules. Those of you who have paid attention to these newsletters know that we've been writing about ZM's for months. And we've restricted access to boats and trailers at the boat launch for years. But there is still more to be done. Again, those of you who've read these articles well know the dangers of this plague and that a lot of volunteer effort has already been expended in hopes of keeping the little beasties out of our lake. The concern is this: how do we reach people who have NOT read or paid attention to all that's been done to keep us safe and clear of the mussels. The board has adopted procedures, the rules and training requirement, in order to reach EVERY HOUSEHOLD on the lake. And neighbors, it IS that important! That's the reason for the training and certification program. We will make available training related to ZM prevention, and (here's the work part) each household needs to access the training, and sign off that they have done so, in order to get their 2015 boat stickers. This will be made as easy and convenient as possible so please remember that this is necessary. The goal is to do everything we, all of us, can do to keep our lake, its future, and our property values safe. Stickers will be required for ALL watercraft, including kayaks, paddle boats, wakeboards and any others. It's really just an extension of the "No Gear but from Here" program. So please be ready and willing to cooperate and pass the word to your neighbors. The details of the training opportunities will be forthcoming. 8 CONSERVATION by Ed Landis, Conservation Committee Chair As winter comes, so do the migrating geese. You will at times hear loud sounds set off to move the geese off the lake. This is best done before they set for the night as they will move to another area off the lake before night sets in. All dogs and cats are required to have a license and it must be on the animal; this helps if your pet is lost or injured. All boats entering the waters of Lake Waukomis need to be inspected for zebra mussels paddleboats, canoes, anything that floats. Please do not allow your guests to bring anything that has been in any other waters than the waters of Lake Waukomis. Buy a minnow bucket & allow them to use it, or tell them to buy one & leave it with you. Limits are set to help maintain our fish population. Please respect the limits. Trout - 2 per person per day till April 1st, thereafter 4 daily. Bass - 6 daily, 12 in possession. You may keep fish over 15 inches in length. Channel Catfish - 10 daily, 20 in possession not less than 14 inches in length. Walleye - 4 daily, 8 in possession. MUST be over 15 inches in length. Crappies- 15 daily, 30 in possession. Bluegill- no limit, keep fish over 6 inches in length. Please, DO NOT FEED the animals. This is a City Ordinance. Support the Missouri Department of Conservation. Buy a fishing license. DOCK WAITING LIST PLACEMENT REQUEST by Herb Steffens, Dock Committee Co-chair 1. These requests are addressed on a first come basis by each block. 2. Home owners must apply for a Dock space within their block or adjacent block. 3. If there is not a Dock location available within their block or adjacent block, the home owner may attempt to share a Dock with a Dock owner in their block or adjacent block. 4. Upon finding a Dock location with the Dock Committee, in accordance to Dock Rule 4. L. A dock may be attached or anchored to seawalls only by the current seawall owner’s permission. Then you must get an ‘Application to Obtain a Temporary Dock Placement Permit’ from the Dock Committee. 5. A new Dock MUST be built and placed within 90 days of notification of space available, or forfeit that Dock location. 6. A home owner may decline a Dock location, but keep their original priority spot in the Dock Waiting List. 7. This waiting list does not guarantee a spot will ever become available for you. 8. Treasurer’s Report Ms. Church reviewed the current financial reports. Ms. Church moved to approve the bills for payment. Mr. Crouch seconded and the motion carried by unanimous vote. Adm. Coordinator Ms. Rhodus reported that liens will be filed with Platte County for nine past due Lake Waukomis Association Assessment accounts. After discussion, the Board agreed that watercraft and dock permits for 2015 will not be renewed for property owners with outstanding assessments. UNFINISHED BUSINESS: mended that the fee for cleaning the Community Building be increased by $20.00 per week. After discussion, Mr. Hoog moved to pay Patty Flavin $300.00 per month to clean the Community Building. Mr. Ruckman seconded and the motion carried by unanimous vote. Conservation Mr. Landis said he has a group of volunteers who will cut cedar trees for crappie beds this year. They have a source for the cedar trees and cedar crappie beds will last longer. Also he located a twenty-four foot pontoon boat with a 25 horsepower motor that is for sale. He said that if the Board approves the pontoon boat, it will be a work boat and the current boat will be sold. After discussion, Mr. Landis moved to approve up to $1500.00 for the pontoon boat, Mr. Crouch seconded and the motion carried by unanimous vote. Docks Mr. Steffens had no further report but he asked about the status of the dock belonging to Frank O’Neal. President Coriell said the attorney is preparing a letter for Mr. O’Neal. Liaison City: Mayor Douglas said there are gift tags left for the families we have adopted this Christmas. He said the Hall of Fame Committee will meet on January 7, 2015. The Board of Aldermen will have a final reading of an ordinance to increase the building permit fees. Also, a final reading of an ordinance to address regulations for parking pads. After the City meeting the Aldermen and guests will sack candy for Santa to deliver Christmas morning. LWWC: President Coriell said the Lake Waukomis Women’s Club had another successful Christmas Bazaar and Homes Tour. She said 138 participated in the Homes Tour. LWMC: Mr. Croan said 61 rode the horse-drawn sleigh on December 7th. He said the Lake Waukomis Men’s Club will help with the Christmas Families Red Bag project on Saturday. They held their election of officers and Dale Crouch was elected President and Bill Ruckman was elected Vice President. Zebra Mussel Regulations President Coriell reported that the Zebra Mussel Committee met and clarified some of the language in the proposed regulations. The final draft was submitted to the Directors by email. After discussion, Mr. Marsh moved to approve the amended final draft of the Zebra Mussel Policy, Mr. Crouch seconded and the motion carried by unanimous vote. A copy of the policy will be published in the Lake Waukomis NEWS. Newspaper Ms. Wolff said the deadline for the next edition of the NEWS is December 13th. Garden Agreement Mr. Ruckman reviewed the 2015 agreement for the garden plots below the dam. Mr. Ruckman moved to approve the agreement as printed, Ms. Wolff seconded and the motion carried by unanimous vote. Dock Waiting List Placement Request Mr. Steffens submitted proposed regulations for dock waiting list placement requests. (Copy on file.) In the discussion that followed, some concern was expressed regarding rule #3. After discussion, Mr. Steffens moved to approve the regulations as presented, Mr. Marsh seconded. The motion failed by the following vote: 2 – Aye and 9 – Nay. Mr. Crouch then moved to approve the proposed regulations with the deletion of rule #3. Mr. Croan seconded and the motion carried by a majority vote. Silt Mr. Hopper reviewed his written report. (Copy on file.) With regard to the Stormwater Grant Project, he said the grates for the driveways will be replaced December 22nd. Also, he said he has a summary of costs for those interested. Discussion was held regarding landscaping and mailboxes that were moved at the site of this project. COMMITTEE REPORTS: President Coriell asked for committee reports. All written reports are on file and available upon request. Parkway Mr. Croan said the committee met to discuss landscaping for the entrance off of Green Hills Road. They are taking bids from three landscaping companies. Funding for the project was discussed. Trailer Park Mr. Crouch asked about our options if the residents using the Trailer Park do not comply with the rules and regulations. Discussion followed regarding this concern. Water Quality Mr. Marsh reported a Kansas City sewer line leak that affected our Lake. Kansas City will be sampling the lake water and will clean the area of the leak. Discussion followed regarding this issue and our notification process. Community Appearance Ms. Wolff reported that Tyler Koch volunteered to rake and clean up the Community Garden adjacent to 126 North Shore Drive. This project fulfilled the community service hours required for his Junior National Honor Society involvement. Ms. Wolff said he did a great job and raked a total of nine bags of leaves. The Directors expressed their appreciation for his hard work. NEW BUSINESS: Community Building Mr. Hoog reported that new stairs at the back of the Community Building are finished. . Mr. Hoog said the guttering has not been replaced on a portion of the building. He received one bid from Elite One, but was unable to obtain more than one bid due to the size of the job. After discussion, Mr. Hoog moved to approve up to $800.00 for guttering. Mr. Landis seconded and the motion carried by unanimous vote. Discussion was also held regarding the need to replace the lighting fixtures in the building. Mr. Hoog said that will be a project for the future. Mr. Hoog recom- Budget Preparation Ms. Church asked for budget requests to be submitted to her by December 19th. Election of Directors The deadline for candidates to file for election to the Board of Directors is December 31, 2014. Annual Meeting al Meeting. President Coriell asked for volunteers to help with the Annu- Fund Transfer Ms. Church moved to authorize the transfer of funds from the General Fund to the Special Fund at the end of December. Cell Tower Lease President Coriell reviewed a proposal from the management company for the cell tower. (Copy on file.) During the discussion that followed, the Board agreed to schedule a meeting with representatives of the management company to discuss this further. Special Assessment Mayor Douglas asked what the Special Assessment will be and President Coriell said this has not been determined. The current Special Assessment expires at the end of 2015. Department of Public Safety: Chief Hachman reviewed his written report. Chief Hachman presented information on Nixel, a public notification software. There is no cost for the software and Chief Hachman will proceed. UNFINISHED BUSINESS: Zebra Mussel Prevention This topic was postponed, as no information regarding proposed rules or training have been presented by the HOA, therefore we are unable to write an enforcement ordinance. City Website Discussion was held on improving the content of the city website. Alderman Roepe volunteered to take the lead on the project. Engineering Road Study Discussion was held regarding the roads assessment contract. Dam: Alderwoman Massock reported the city was complimented on corrective measures on the south side of the dam. She will be attending a meeting on Tuesday December 16 regarding available grants. A discussion was held on priorities relative to the grant.Municipal Court: Written report was reviewed. 10 Sage Costs /Payroll Co. Discussion was held on the cost of our current accounting program. Our contract expires May 22, 2015 and the fees will be increasing next year. The City Clerk will contact Cheryl Cash with Cash Accounting to arrange a meeting to include Mayor Douglas and Alderman Roepe. TRAILER PARK RULE CHANGES by Dale Crouch, Trailer Park Committee Chair Dear Trailer Park Occupant: Effective January 1, 2015, trailer park spaces will be made available to Lake Waukomis residents under revised terms (no ‘grand-fathering’ for current trailer park occupants): 1. There may be only 1 watercraft (with its trailer) per space. 2. No commercial trailers or other items may be stored in the trailer park. 3. Pop-up campers will be allowed in the trailer park. 4. No mobile homes, mobile trailers or vehicles may be stored in the trailer park. 5. Boats/Trailers/Pop-up campers MUST be licensed with a current license and maintained in road-worthy condition at all times (tires inflated, etc.). Lot numbers must be legibly placed on each item. A special ID sticker will be issued by the City Office and must be affixed to the item so easily visible. 6. To avoid rain accumulation, boats should be covered with covers tied down and maintained in good condition at all times. 7. There will be only 1 space allowed per resident. 8. Spaces will not be pro-rated/residents may not sublet their space or allow other residents to use their space. 9. Travis Bowring caught this golden rainbow trout in our lake in late November (photo submitted by Travis Bowring). 11 LAKE WAUKOMIS NEWS HOLIDAY LIGHTING CONTEST RESULTS The annual Lake Waukomis Holiday Lighting Contest, sponsored by the Lake Waukomis Women’s Club, took place on Sunday, December 14th. The judges met at 4:30 pm at the Community Building to assemble plates of goodies for the 1st , 2nd and 3rd place winners. The winners also received $50 (1st place), or $25 (2nd and 3rd place) Visa gift cards. Once dusk had descended, the judges headed out around the lake to view the competition (decorations were judged from streetside only). This year, there were many participating houses and the competition was fierce. After much discussion and some Bailey’s, the judges agreed that 1st place should go to Rick Schupp, 469; 2nd place to Pete & Chris Godfrey, 237; and 3rd place to Narcisco Soriano & Rosa Leiva, 1048. ANDREW HOOG: EAGLE SCOUT COURT OF HONOR (article and photo submitted by Laurel Hoog) Boy Scout Troop 261 conducted a special ceremony on Sunday, Nov. 30 for 11 scouts who had received the honor of Eagle Scout at some point throughout the year. Andrew officially became an Eagle Scout on Aug. 25, 2014 after his Eagle Board of Review was conducted. One of the requirements to attain this rank was to plan and carry out a project in the community and he chose to prepare and paint 25 of the fire hydrants around Lake Waukomis. The project was completed this summer. Andrew began his journey through scouting in 1st grade as a Tiger Cub and has attended numerous campouts and participated in many hours of community service along the way. As a high school senior at St. Pius X High School, he is still active in the troop and has been accepted to Missouri S&T to study Petroleum Engineering in the fall of 2015. Andrew would like to thank Jim DeArmond for his monetary contribution towards the project and for supporting the Eagle Scout program. We are proud to have Andrew Hoog as a resident in our community. In addition, other unofficial dignitaries show up because they too are great people. We want to know about you, too, so come prepared to share where you came from and why you chose Lake Waukomis. The festivities start at 4 PM and finish around 6. We know there's NFL Football playoffs at this time so regular score updates will be provided. Remember to DVR the game! We make this a fun way to hear about lake policies, history, current issues (Zebra Mussels, etc.) so there's very little speech making. It's basically a party with a little structure, so come meet your neighbors!
