AND BIKE RODEO!
May 29 – 31, 2015
(Wayne County Fairgrounds,
Palmyra, NY)
MARCH 14 & 21, 2015
Did you know that over 5000 Cub, Boy
and Girl Scouts participate in the Scouting for Food and Clothing service project every year? Did you know that
Scouts in our
Council collect
between 30 and
50 tons of food
and 15 - 30 tons
of clothing annually? Did you
know that without this annual
service project,
local food cupboards would not
have
enough
food to keep up
with the demand for food during the late
winter months?
Make sure your unit participates in this
year’s annual Council service project! If
this isn’t something you or your unit
have done in the past, please consider it
for this year. It is really VERY simple:
1.
2.
3.
Assign an adult in your unit to take
on the role of Scouting for Food and
Clothing Coordinator.
Contact your District’s Scouting for
Food and Clothing coordinator to
have your unit assigned to a collection route in your area.
Organize the boys and girls in your
unit to meet and cover the assigned
area…this will happen on two consecutive weekends.
 On the first weekend
(March 14th) youth and
adults will head out to their
assigned routes to drop off
door tags and bags at each
of the houses and post
lawn signs in their neighborhood. This usually
takes 3 – 4 hours.

we’re here to help out!

They’re simplifying the Cub Scout
Program, while also making the
adventures more exciting! Stay up-todate with all of the changes coming by
checking this site often!
1.
The Boy Scout Troop’s Program
doesn’t grab the Scouts’ or the
Parent’s attention.
2.
The Scout’s parents don’t feel that
the Boy Scout program is valuable/
it’s not a priority for them.
3.
Neither the Scout nor the Parents
feel engaged and welcomed by the
Troop (more than a “Hello and
welcome,” at the first meeting!)
Webelos to Boy Scout
Transition
Boy Scouts is a whole lot different than
Cub Scouts or Webelos Scouts. The idea
of graduating from a Cub Scout pack to
a Boy Scout troop may be intimidating
for some Webelos Scouts and their
parents. Some Webelos may not be sure
they want to cross over into Boy Scouts

parents to help lead them into Boy
Scouting with their kids: http://

NATIONAL YOUTH LEADERSHIP TRAINING 2015 (NYLT)
Scouts! Have you ever wondered how
some boys in your troop just seem to be
natural leaders? Would you like to know
their secrets and be like them? A great
place to start is a week-long training
course where you can learn leadership
skills with some of the most capable,
enthusiastic and skilled Scouts in Seneca
Waterways Council!
The 2015 course dates are:
3.
Course I – July 5-11
Course II – July 19-25
Course III – August 2-8
Course IV – October 9-12, 16-18
4.
5.
6.
7.
8.
NYLT is a leadership development
course developed by the Boy Scouts of
America to enable Scouting youth to lead
their Scouting organization. NYLT uses
the methods of scouting to teach
leadership skills. Scouts will experience a
“Boy led Troop” as the program is run by
youth staff.
NYLT participants must be at least
thirteen years of age and First Class
Rank or Venturing Scouts who are 1417 years old and be in a position of
leadership (Senior Patrol Leaders,
Assistant Senior Patrol Leaders, Patrol
Leaders or who will be leadership
candidates in the near future). 95% of
scouts who attend NYLT would
recommend it to their fellow troop
members!
You will come away from your NYLT
experience with exposure to the best of
the best of leadership techniques. You
will learn
valuable skills such as
creating a vision of success, setting goals
and making plans, how to listen and solve
problems, and how to teach and lead.
Most of all, you will learn the bigger
picture of how to put the needs of others
first in order to be a truly great leader.
The NYLT course simulates a month in
the life of a troop. It is a six-day course.
It reinforces and expands upon BeKnow-Do leadership. Scouts learn a
number of leadership skills and
concepts. The youth learn about the
stages of team development and how to
match the most appropriate leadership
style with the developmental stage of
the individual or team.
Seneca Waterways Council operates one
of the largest and most successful
programs in the Northeast Region at the
Walmsley Sawyer Training Center,
located at Camp Cutler.
The NYLT course has Eight Key
Elements:
1. A Month in the Life of a Troop
2. Four Stages of Team Development
This year Seneca Waterways Council will
hold 4 NYLT courses, 3 in the summer
and one on 2 weekends in October
allowing the participants a good selection
of dates to choose from. Each course is
limited to 48 participants to maintain the
quality of the program.

Total Cost is $335 ($175 deposit at time

COMMISSIONERS TOOLS—UNIT KEY 3
by Council Commissioner Tools Champion, Don Hensel, [email protected];
(h) 723-1465, (c) 944-1225
The Unit Key 3
Key 3 gr oups appear in many of the
areas of scouting administration. You
are probably familiar with your District
Key 3 consisting of Distr ict Chair ,
District Commissioner and District
Executive. The Key 3 organization is
also present at the council level. The
Council Key 3, consisting of the
Council
President,
Council
Commissioner and the Scout Executive.
The Key 3 organization structure is also
present at the Unit Level. It was a new
concept that has not been discussed in
much detail previously but has been
part of the Unit Performance guide
since 2012.
http://www.scouting.org/filestore/
membership/pdf/522-025_wb.pdf
The Unit Key 3 was originally
developed to provide support for new
units. It was so successful; it has now
been expanded as the preferred mode
and the Unit Key 3 is now a very
important part of the Unit Service Plan.
An engaged, effective Unit Key 3 does
a better job of delivering the promise of
scouting.
Functional
Key
3’s
understand and agree on common and
individual goals. It also creates another
opportunity to further engage the
Charter Organization with the unit.
together toward continued unit success.
The unit commissioner meets with
them to support their efforts, to help
with problem solving, and to keep the
unit moving in sync with the district
and council calendars.
The following are some items the unit
commissioner should urge the unit Key
3 to review on a regular basis.
Ensure that a monthly program and
unit budget plan are in place and on
track. These items ar e cr itical for
unit success. Encourage long-range
planning for a positive experience for
all. This may need to involve the
district finance committee.
Support systems that will ensure a
well-organized unit ar e the monthly
unit Key 3 meeting, monthly
committee and leader’s meetings, and
regular parent meetings.
Encourage a unit wide
communication system.
Communication takes many forms:
newsletter, phone tree, email, website,
Yahoo group. Whatever fits the unit?
*The Unit Commissioner acts as an
advisor to this Unit Key 3.
The Role of the Unit Key 3
The unit Key 3 is a new concept to the
BSA and is a critical component to the
success of the unit.
The unit Key 3 consists of the unit
committee chair, the unit leader, and
the chartered organization representative.
The unit commissioner serves as an
adviser to the unit Key 3. This group
meets once a month to discuss the unit,
its challenges, coming events, and
progress toward completing their action
plan and Journey to Excellence goals,
just like any other Scouting Key 3. It is
a time for the unit Key 3 to learn how
to spot early warning signs and work
5
Encourage unit Key 3 training.
Encourage them to take This Is
Scouting and Leader Specific Training.
Be sure the unit Key 3 is aware of
training opportunities. Through the
district commissioner, enlist the help of
the training team to bring training to the
unit if necessary.
Help unit leaders get additional
training as needed. Thr ough the
district
commissioner,
request
progressive specialty training as needed.
Topics might include recruiting youth
members, information on Friends of
Scouting, advancement, etc. While it is
the responsibility of the district
committee, it may be necessary to
conduct sections of this training yourself
at a unit committee meeting.
Encourage participation in district
activities. Encour age attendance at
roundtable, district activities, and
camping opportunities. Keep the district/
council calendar in mind when helping
the unit Key 3 schedule unit meetings
and events.

CUTLER CAMPING
CORNER
It is truly a winter wonderland down
here in the Bristol Hills. It is time to
come down to Camp Cutler for “Fun in
the snow.” Sledding, ice fishing,
snowshoeing, skiing, downhill and cross
country, hiking and any other snow
sport you can think of, can be done here.
If you attend scout night at Bristol
Mountain, rent a building and you will
not have to travel far. We have any type
of camping that you require; Heated
buildings with full kitchens and flush
toilets, lodges with woodstoves and
kitchens with refrigerators and stoves
and with outside latrines, lean-to’s with
latrines and fire rings and campsites. We
have limited cell phone coverage and
minimal internet service. This is perfect
for getting your scouts outside and
learning to survive without their social
media.
It is now time to make your reservations
for Cub Scout Adventure Camp for
2015-summer season. We already have
villages that are full. There are you tube
videos, information on our website,
www.senecawaterways.org, as well as,
calling Dorothy at 585-241-8545 for
more information and to sign up.
If you are looking to come down to the
Bristol Hills and spending a few
weekends a year interacting with
scouting youth and leaders from western
NY, then come be a member of our
Campmaster Corp. If this sounds like
something you might be interested in,
please contact John Dickson III: email
[email protected] or at the
council office.
The Trading Post is open during shortterm camping on Saturdays from
10:00am to Noon. Be sure to visit.

Bay Waters District
Chair: Christian Pappas
Executive: Bret Miller (585) 241-8530, [email protected]
Bay Waters is JTE GOLD
again in 2014!
For the third year in a row, your District is
a Journey to Excellence GOLD District!
In 2011, the Bay Waters District didn’t
qualify for JTE status at any level…what a
difference you all have made! How did we
get there?
At least 40 (73%) of our Districts units are
Bronze or better. The District retention
rate is over 80% again. We exceeded our
fundraising goal of $161,000 by more than
5% which puts us in the Gold category for
fundraising. We were the only District to
accomplish this and one of only 2 Districts
to exceed its Friends of Scouting goal! We
serve over 15% of the youth in our district
(Highest in the Council by more than 3%)!
The opportunity to join Scouting in our
District is exceptional compared to National / Area standards! There are several other categories from which we are measured
and we excel in just about all of them.
There is simply a lot to be proud of. So
thank you and congratulations to each of
you on a successful 2014 and here’s to
your continued success in Scouting!
Congratulations 2014 Journey
to Excellence Award Winners!
Commissioner: Carl Harder (585) 671-9107
40 of our 53 units have earned Bronze,
Silver or Gold ratings in 2014…with
some still left to report! Congratulations

Klondike Derby & Polar Panic
Jan 23-Jan 25
Seneca District Scouts are tough as
nails! Come out and join us over the
weekend of Jan 31-Feb 2 as we brave
the winter for our Annual Klondike
Derby and Polar Panic! Boy Scouts will
spend 2 nights thriving in the bitter
winter weather, while Cub Scouts will
come join the Boy Scouts for a Saturday
full of fun and exciting winter activities.
Troop 58 will be hosting in Ontario Ct.
Park at Gannett Hill in South Bristol this
year. Come take on the Challenge and
prove that not even a little snow and ice
can stop you! Please contact Laura
Walsh, ASM of Troop 58 with questions
about
the
Klondike
([email protected]) and Clint
VanDewark for the Polar Panic
([email protected]).
Leader Recognition Dinner
March 21
Seneca District would be nothing
without the generosity of volunteers.
Leaders at every level, from the
youngest newest Den parents to the
season veteran District Committee
members spend hours and hours leading
young men and women through the
Scouting program. Make no mistake,
these volunteers make Scouting the
greatest youth organization in the world.
Join us on March 22 to honor those
who’ve dedicated their time and energy
to the Scouting, whether at the Pack,
Troop, Crew, or District level. These
men and women are nothing short of
extraordinary, and now is our
opportunity to thank them for all they
have done and all they continue to do.
Please contact Liane Richardson
([email protected]) for more information.
Friends of Scouting
With the turn of the New Year, we begin
another Friends of Scouting Campaign.
Scouting doesn’t sell a “product”, nor
does it provide a services to be paid for,
rather- Scouting is a collection of
Volunteers coming together for the same
cause- We’re parents coming together to
help raise each other’s children. To do
that, it takes a lot of time, knowledge,
and support.
Every year, over 7,000 volunteers in the
Seneca Waterways Council make
pledges to support Scouting. Their
pledges go to maintaining the 3 beautiful
camps, providing a Service Center for
our area, and helping well over 4,000
Scouts attend summer camp. Without
Friends of Scouting, there would be no
way for all of us to help young people
learn the Scout Oath and Scout Law.
Thank you for all of the time,
knowledge, and financial support you’ve
provided to the youth of our community.
