CENTRAL MIDLANDS COUNCIL OF GOVERNMENTS
Created in 1969, the Central Midlands Council of Governments (CMCOG) is a regional planning
organization, which provides a forum in which local officials can work to resolve issues that
transcend the political boundaries of local governments.

FAIRFIELD COUNTY
Census 2010 Population:
23,956
Fairfield County is the third largest county in terms of area in the Central Midlands region (696
square miles) and was established in 1785. It is alleged that the county name originated from a
statement made by General Cornwallis when he declared “How Fair These
Fields” during the British occupation of the area in 1780-81.
The County seat is the Town of Winnsboro, named for Revolutionary officer,
Colonel Richard Winn. The Town of Winnsboro was incorporated in 1832.
The most prominent architectural feature of Fairfield County is the Town
Clock in Winnsboro. South Carolina's General Assembly authorized
Winnsboro's town fathers to build a market house that "shall not be of
greater width than 30 feet" to allow 30 feet of wagon travel on either side.
The narrow building was modeled after Independence Hall in Philadelphia
and built on the site of a duck pond. A clock was added in 1837, and the
building has since been known as the Town Clock. Residents boast the clock is the longest
continuously running clock in the United States.
Fairfield County is primarily a rural county with excellent opportunities for outdoor pursuits. The
Sumter National Forest covers a portion of western Fairfield County and Lake Monticello and Lake
Wateree, two man-made lakes provide opportunities for both fishing and recreation. Agriculture
has been the primary economic activity until the early 20th century with cotton playing a
considerable role in the economy of the county until the early 1920s. Mining and quarrying has also
played an important role in the economy of Fairfield County. Winnsboro blue granite is mined
locally and used worldwide in buildings and monuments.

Lexington County is the second largest county in terms of area in the
Central Midlands region (717 square miles) and was established in
1804. The County seat is the Town of Lexington. Both the County
and its county seat were named in honor of the Lexington and
Concord Battles on April 19, 1775 in Boston, Massachusetts that
started the American Revolution.
The Town of Lexington had its beginning on January 24, 1820 with the purchase of two acres of
land from Anna Barbara Drafts Corley (Granny Corley) for establishment of a new court house and
jail for Lexington County. Previously the county seat of government had been the town of Granby
located where Cayce is today. Granby was a low area which was prone to flooding. Mrs. Corley's
land was selected for its central location and its healthy atmosphere among the pine trees. The
Town of Lexington grew up around the courthouse and was indeed called "Lexington Court House"
until 1900. Most of the town's early settlers were descendants of older area families mostly of
German ancestry. Prior to the Civil War, Lexington could boast of having a Lutheran Seminary, two
churches, two newspapers, a small textile factory, a carriage factory and the usual businesses
necessary for a courthouse town of that era. A municipal charter was issued on January 28, 1861.
In February of 1865, the town of Lexington was occupied by Federal troops under the command of
General Sherman. Many of the dwellings and businesses were burned during this occupation. By
1880, the business district had been rebuilt and a number of impressive new homes were replacing
those lost in 1865. In 1890 the Lexington Manufacturing Company built the textile mill with its dam,
pond and houses for the employees, all located on the eastern end of Main Street. Disastrous fires in
1894 and 1916 resulted in most of the business district structures being rebuilt of brick. In 1911
electricity for lighting was available and telephone service became available in 1916. By 1927 a
municipal water system was put into use. With post World War II prosperity Lexington has
expanded into a thriving business and political center for Lexington County. The construction of
the Lake Murray Dam in the 1930s added another key element to the quality of life in Lexington
County. Lake Murray’s 620 miles of shoreline in Lexington County are used for both recreational
and sporting purposes, and provide an attractive place to live for many county residents.
Today, Lexington County is a modern, fast-growing area with low unemployment rates, expansive
infrastructure and a superior quality of life. The Columbia Metropolitan Airport is located in
Lexington County allowing for easy transportation worldwide. Lexington County is served by 3
major interstates (I-26, I-20 and I-77), allowing first class connectivity with the rest of the US

NEWBERRY COUNTY

Newberry County is the smallest county in terms of area in the Central Midlands region (635 square
miles). European settlers (primarily German, Scotch-Irish, and English) began appearing in great
numbers in the area in the 1750’s. Newberry County, formed from the Ninety-Six District in 1785,
was once described as the largest tract of unbroken farm land in South Carolina. The origin of the
county’s name is still unknown although it is likely an alternate spelling for the English town
"Newbury.” Although cotton was the primary crop before the Civil War, today’s farmers rotate
crops such as corn, millet, wheat, and soybeans. In addition Newberry has dairy, poultry, and cattle
farms, as well as many acres of controlled reforestation.
The City of Newberry was founded in 1789 as the county seat. Its site was chosen because of its
nearness to the center of the county. With the arrival of the railroad in 1851, Newberry became a
thriving trade center. The Lutheran-supported Newberry College was established in 1856 and has
been an important part of the community ever since. Although the Civil War interrupted the growth
of the town and dramatically changed its social order, a stronger community emerged which
continued to thrive. Industry, in the form of cotton mills, was introduced to the town in 1881.
Although the face of the town has changed because of fires, storms, and former economic slumps,
the City of Newberry today retains diverse historic buildings and a revitalized downtown.
Today, Newberry County is experiencing somewhat of a “renaissance”. In 1997, the renovations to
the 122 year old Newberry Opera House were completed, bringing top class shows and musical
performers back to Newberry for the first time in many years. Newberry’s Main Street has seen the
opening of a number of antique stores, and restaurants, which help maintain the cultural appeal of
the area.
Newberry County also has an abundance of natural beauty. The northern half of the county is
covered by the vast Sumter National Forest, while the Enoree, Tyger and Broad rivers and Lakes
Murray, Greenwood and Parr provide some of the most unspoiled scenery in South Carolina.

Richland County is the largest county both in terms of area
and population in the Central Midlands region (748 square
miles). The County seat, the City of Columbia is also the
State Capital, and has a population of 129,272.
Richland County was established in 1785 and was named
for its natural assets: “Rich Land”. The City of Columbia
was one of the first planned cities in the US. Established in
1786, the city’s location was chosen to be a centrallylocated state capital to make the government of the state
easier as development moved inland, and away from the
coastal settlements.
The City of Columbia is home to numerous historic buildings, many of which were restored after
Columbia was burned during the Civil War. The State House, Governor’s Mansion, Trinity Cathedral,
Hampton-Preston Mansion, Mann-Simons Cottage, Woodrow Wilson Boyhood Home and the Mills
House, once home to Robert Mills, designer of the Washington Monument, are all notable historic
structures. Amongst the cities other most notable venues are the Columbia Museum of Art,
Riverbanks Zoo, University of South Carolina, Koger Center for the Arts, Township Auditorium, the
Colonial Center the State Museum, and the newly opened Edventure, Children’s Museum.
Being the State Capital, government accounts for the employment of a large portion of the labor
force in Richland County. Industry is also important. Amongst the largest employers in Richland
County are Blue Cross/Blue Shield, the University of South Carolina, Palmetto Health,
Westinghouse, Bose Corporation, International Paper, The State Newspaper, Richtex Bricks and
Intertape Polymer. Also of note is Fort Jackson, located on the eastern edge of Columbia; one of the
US Army’s primary training bases.
Despite being a large urban and commercial center, Richland County is also home to areas of
outstanding natural beauty. In the southern portion of the County, the Congaree National Park,
South Carolina's first National Park, is a 15,000 acre alluvial floodplain harboring the largest major
tract of virgin southern bottomland forest in the Southeastern United States. Sesquicentennial State
Park and Harbison State Forest are also popular with locals enjoying the outdoors.
