Cornerstone Christian Fellowship, which holds services for about 6,000 each weekend, has submitted plans to the City of Chandler to add multiple buildings on its nearly 24-acre campus on the east side of Alma School Road just south of the Loop 202 freeway. The plans also call for expanding the church’s current worship center from 1,300 seats to 2,400 seats. The project will feature a redesigned campus that will create a central gathering court surrounded by campus buildings, a design inspired in part by the layout at Tempe Marketplace shopping center, according to church officials and the architect who worked on the proposal. Project manager Craig Goldstone, an architect with Todd & Associates Inc., said “the look and feel’’ of the new, expanded campus will be similar to what visitors experience walking through Tempe Marketplace, where rows of shops and restaurants line a central walkway. The city’s Planning and Zoning Commission endorsed the plans at its Feb. 4 meeting, but with the stipulation that certain new signage colors are compatible with the campus. Plans call for infrastructure improvements as well as a new student section in one of the end zones. $60M in bonds and more than $5M in private donations are slated to be used for the renovations. On Feb. 6, the U.S. Occupational Safety and Health Administration (OSHA) rejected Arizona’s relaxed residential fall standards. OSHA requires Arizona to comply with federal standards but allows the state to skip the onerous federal inspections and allows state inspectors from the Arizona Division of Occupational Safety and Health to perform inspections. In 2012, OSHA standards required residential construction fall-safety protection for any workers above a certain height. USA Paradise Valley’s extraordinary mountain peaks and natural desert landscape are more than just a beautiful view. An upcoming town council meeting will discuss the unique challenges residents face when controlling floodwater and storm drainage brought on both those picturesque landmarks. The town’s drainage system consists primarily of privatelymaintained natural washes, Jim Shano, Paradise Valley Public Works director, told the Independent following major flooding last October. Underground drainage systems, bridges and culverts are limited. “The town has identified six drainage projects totaling approximately $17M within its current capital improvement program,” Shano said at that time. “The majority of these projects focus on improving the low-water crossings on major thoroughfares within town.” A town council presentation about storm water and future planning efforts is Feb. 26. Apple is not asking again for the $10M it was promised from a state business recruitment fund for the sapphire glass plant. That would be on top of Apple receiving property, data center, job creation and other tax breaks as well as job training grants from the state for its planned $2B command center in the East Valley. It is receiving a 5 percent property tax rate for the Mesa property because Arizona lawmakers quickly put the site into a Foreign Trade Zone. Apple is valued at $680B, according to Google Finance. No surprise here, but Paradise Valley Mall is still listed as a property in redevelopment. On the Job Paradise Valley Mall Redevelopment Owner – Macerich Co. For two years Macerich has not listed any information on Paradise Valley Mall because it lists the property as being in redevelopment. Architect – Not yet selected GC – Not yet selected Initially, Macerich said the redevelopment of PV Mall would cost between $25M and $40M and would be completed between 2014 and 2016. In this week’s report the size, cost and expected delivery date of the PV Mall redevelopment were listed as “TBD.” There are a number of projects in Macerich’s redevelopment pipeline, one listed with an expected delivery date of 2019. On that much, the City Council agrees. But the vision for what that housing should look like — in terms of location, financing and target demographics — is more than a little muddled. As light rail continues its march down Main Street, some officials argue a series of affordable-housing developments catering to lowincome families and young people will be critical. Those populations often use public transportation, they say, and could help foster a more constant hum of activity in the city’s core. Others support only a fraction of the affordable-housing proposals their colleagues endorse, insisting Mesa must be selective and hold off for more market-rate developments. If downtown becomes an increasingly desirable place to live, the city will regret having approved complexes with rent restrictions, they say. The tax breaks, issued through the Arizona Department of Housing, allow developers to charge lower rents and still make a profit. Council support for providing letters to La Mesita Phase III and El Rancho Apartments Phase II was unanimous — sans Mayor John Giles, who was in Washington, D.C., at the time. La Mesita offers social services through non-profit A New Leaf, while El Rancho focuses on families and the arts. Six private facilities across the state now house about one-sixth of the state’s roughly 42,000 inmates. Critics, however, in the past few days have voiced opposition to Arizona funding another private prison. Ryan, whose proposal has the support of Republican Gov. Doug Ducey, told the Senate Appropriations Committee that the state needs more prison beds to combat current overcrowding and accommodate a projected increase in inmates. The Grand Canyon Institute, a Phoenix-based centrist organization, projects the state will pay close to $1.5B during the next 20 years to operate the new private mediumsecurity facility. Read more at The Arizona Republic Ryan’s staff told lawmakers that despite a decline in inmates the past few years, more are now violating their probation and being remanded into custody. Ryan projects the state will house an additional 80 inmates a month for at least the next two years, so he is seeking another medium-custody prison. Ryan’s private-prison request is part of Ducey’s $1B fiscal 2016 spending plan for the state Department of Corrections. The proposed budget, which runs the entire state prison system, is $52M more than that of last year’s. Corrections is one of the few agencies that received a spending increase in Ducey’s austere budget plan, which must account for a decline in state revenue. The Dept of Corrections would go through a public RFP for a new prison, the design/ construction/maintenance/operations/finance all handled by the private prison operator. Based on Arizona’s seeming love-affair with private prisons, this budget increase is probably a good bet. Mesa Self-Certification Expedites Development Process By Luci Scott for Arizona Builder’s Exchange In an effort to save time and money for architects and engineers, Mesa has begun a self-certification program that lets the professionals certify certain projects’ compliance with building codes, standards and ordinances. The self-certification program applies to certain types of commercial tenant improvements and remodels and to projects involving single-family homes. The current average turnaround time for permits is 18 business days, and under the new system, self-certified permits will be issued within five days of application. and contractors also means city staff will have more time to work on other projects. “Self-certification is another way we are making business easy with the City of Mesa,” Mayor John Giles said in a news release. Phoenix, Surprise and Peoria are other cities using the program. Phoenix Construction Costs Expected to Rise in 2015 Source: AZRE Mortenson Feb. 5 released its quarterly Construction Cost Index report for Phoenix along with five other metropolitan areas in the U.S. According to the report, non-residential construction labor, material and equipment costs in the greater Phoenix area are forecasted to increase 3% in 2015. While costs fell in the latest quarter and there was 6% decline in local, non-residential construction employment last year according to data from the Bureau of Labor Statistics, Phoenix is expected to experience labor shortages due to the effects of healthy construction activity in California, Utah and Colorado. After recording flat growth throughout 2014, a dip in quarter four brought the Phoenix index two points below the national average.
