MERCER COUNTY BOARD OF EDUCATION Special Session – February 23, 2015 MCTEC Seminar Center The Mercer County Board of Education met in special session at 7:00 PM on Monday, February 23, 2015, in Mercer County Technical Education Seminar Center. Members present were Gregory Prudich, Mary Alice Kaufman, Paul Hodges, J.B. Hurt and Deborah S. Akers, Secretary. Absent was Gilbert Bailey. PLEDGE OF ALLEGIANCE Joe Turner, Assistant Superintendent, led the Pledge of Allegiance to the Flag. RECOGNITIONS / PRESENTATIONS None CITIZENS INPUT None APPROVAL OF MINUTES Mrs. Kaufman moved that the minutes for February 10, 2015 be approved, seconded by Mr. Hurt, and by a 4-0 vote, the Board approved the February 10, 2015 Minutes. UNFINISHED BUSINESS NEW BUSINESS Bid 838 Glenwood School HVAC Renovations Board Memo #152 On motion of Mr. Hodges, seconded by Mr. Hurt, and by a 4-0 vote, the Board approved an award to Dougherty Co Inc., Charleston, WV in the amount of $838,000 for HVAC Renovations, and an award to Nitro Mechanical, Nitro, WV for Duct Cleaning ($26,650) and Alternate I, Duct Sealing ($73,000) for a total award of $99,650. The majority of the ductwork is to be cleaned over Spring Break and ductwork sealing must be completed during evenings and on weekends. Work for the HVAC renovations is to begin no later than June 8, 2015 and must be substantially complete by July 31, 2015. Bid 838, Glenwood School HVAC Renovations, was issued to obtain bids for all work-related to renovating the HVAC systems at Glenwood School. This project includes cleaning and sealing the current ductwork. This project also includes replacing all rooftop units that provide air 1 conditioning to the kitchen, cafeteria, band room, library and classrooms and the controls that service these areas as well. A high efficiency boiler will also be installed to replace the electric heating coils currently in place. Bids were advertised in both the Bluefield Daily Telegraph and Charleston Gazette. A mandatory pre-bid meeting was held on January 30, 2015. Contractors could bid on ductwork cleaning, replacing the HVAC units and controls or on both areas of work. The bid was advertised in two newspapers. The substantial completion date is March 20, 2015. A mandatory pre-bid was held on February 12th and five vendors attended: DCI Shires, Claude Erps Construction, Appalachian Power, Lowe Brothers Electric, and Southern Air. Bid responses are as follows: Appalachian Power Company DCI/Shires $36,500 $55,000 Custodial / Cafeteria Supplies – SIPC Contract Renewal Board Memo #154 On motion of Mrs. Kaufman, seconded by Mr. Hurt, and by a 4-0 vote, the Board approved the contract renewal for JanPak. (The cost for these purchases during the 2013-2014 school year was $386,547.22.) Renewal pricing was requested from JanPak under the Schools of Illinois Public Cooperative (SIPC) locally negotiated pricing. This contract is for the purpose of purchasing cleaning supplies and products for the school custodial staff and cafeteria program. The SIPC contract is with AmSan, and Interline Brands company who is also the parent company of JanPak. 2 The pricing results in an overall 5.26% overall price increase compared to current proposal pricing. The primary drivers of the increase were paper and plastic prices related to increase labor expenses such as increased health insurance costs and minimum wage increases. The contract also includes a comprehensive annual training program for custodians designed to train custodians on proper cleaning procedures as well as safety procedures for Spartan chemicals. RFP #237 Physical Therapy Services – Renewal 1 Board Memo #155 On motion of Mr. Hurt, seconded by Mr. Hodges, and by a 4-0 vote, the Board awarded the contract renewal to Elite Therapy Services, Inc. Renewal 1 pricing was requested from Elite Therapy Services. The renewal price did not increase and is $75 per hour. Elite provides student physical therapy services to identified students. Renewal of Lease Agreement for “John Cooper Ball Field” Board Memo #156 On motion of Mrs. Kaufman, seconded by Mr. Hodges, and by a 4-0 vote, the Board approved extending the lease of “John Cooper Ball Field” for an additional year, effective February 24, 2015 through June 30, 2015. Pursuant to terms of the original lease agreement dated February 11, 2014, the Board may extend the lease of the “John Cooper Ball Field” for an additional period of one year upon the same terms and conditions. Ms. Kelly Eller has agreed to the renewal for the same consideration of $2,000 which was paid last year. The Montcalm High School baseball team will use the field for practice and games. Approval of Lease Agreement (Stanley Six, President of the Great Princeton Little League) Board Memo #157 On motion of Mr. Hodges, seconded by Mr. Hurt, and by a 4-0 vote, the Board approved the lease agreement with Stanley Six which allows the PikeView Middle School and Glenwood School baseball and softball teams to practice and play at the Anderson Field Complex at Gardner for a fee of $750.00. Employee Disciplinary Action Board Memo #164 On motion of Mr. Hodges, seconded by Mr. Hurt, and by a 4-0 vote, the Board approved the termination of Crystal Goddard’s employment due to willful neglect of duty and insubordination. Crystal Goddard has not been at work since January 16, 2015. On that date, she turned in her keys to the Assistant Principal and stated she would not return even though she had been informed by Dr. Akers that she would not be released from her employment until such time her position was filled and any subsequent positions resulting from transfer were filled. She was present at the Board meeting when the Board accepted her resignation under these conditions.
