To address this issue CAIC is starting the year out with a new Human Resources Committee. It will explore options to meet skill shortages including a possible employer-driven regional partnership to train apprentices in targeted occupations. The Committee will review some of the extensive information now available regarding “talent supply chain management”. One of the resources available is an Apprenticeship Playbook, a “how to” guide to build a workforce-ready talent pipeline in communities across the country. The Alcoa, Dow and Siemens companies formed a coalition to build regional apprenticeship models and create an instructional playbook for other U.S.-based companies seeking to develop apprenticeship programs. The coalition developed a comprehensive apprenticeship playbook based on proven best practices and learnings across all three companies; the playbook includes sample tools, real company experiences, and covers everything from workforce planning to ensuring that the program remains relevant. This is available from the National Institute of Manufacturing at: http://www. themanufacturinginstitute.org/News-Articles/2014/12/11-Apprenticeship.aspx CAIC welcomes new staff person Thomas DuBois to assist with this work. In 1967, the Calumet Area Industrial Development Commission (CAIDC) was formed; it was incorporated in 1968 as an independent tax exempt organization representing heavy industry, maritime-oriented industries, service companies and financial institutions. Ken Brace was the first Executive Director of the organization, and its office was originally located in the historic Pullman Bank & Trust building at 111th & South Park. The organization later (1980’s) relocated to the new Pullman Bank, now US Bank, at 1000 E. 111th Street, where it remains located today. Original members included Republic Steel, US Steel, Continental Bank, Acme Steel, Sherwin Williams, Ingersol, Calumet Heat Treat and other large manufacturing companies. In the late 1960s, manufacturing, especially steel, was booming, and companies were very profitable and were able to set their own agendas. A survey of the 100+ members in the late 1970’s showed more than 56,000 jobs within a five-mile radius of CAIC’s office. Then hard times arrived, with the closing or downsizing of many member companies, including US Steel, Pullman Standard, Ingersol, ElectroMotive, Sherwin Williams, Wisconsin Steel and others. Several manufacturing facilities also turned into warehouse operations and membership dropped to about 50 members. Throughout these challenging times, the organization, now named the Calumet Area Industrial Commission (CAIC), continued to serve the changing needs of business and industry within the Greater Calumet Area. Currently with more than 130 members, it continues to initiate, promote and support programs directed toward industrial retention and expansion efforts in this area. 19 Special Service Areas Special Service Areas (SSAs) are local tax districts that fund expanded services and programs through a localized property tax levy. The enhanced services and programs are in addition to those currently provided through the City. The City contracts with local non-profits, called “Service Providers”, to manage SSAs. There are currently 53 active SSAs in Chicago. CAIC is part of a community-wide strategy to reverse many years of private disinvestment and quality of life issues within the Roseland community. Beginning in the 1970’s, with a number of stores leaving the corridors, the Michigan Avenue Corridor and the 103rd Street Corridor faced a number of increasing challenges, including criminal & drug activities, vacant lots, deteriorating storefronts and a limited number of shopping designations. Because of these conditions, many Roseland residents shopped outside of their community. As a community response, SSA #40 (the Michigan Avenue Shopping District) and SSA #41 (the 103rd Street Shopping District) were created with a mission to improve the competitiveness by maintaining a safe, clean, aesthetically pleasing, and culturally distinct environment for the benefit of its constituents. Due to its success in serving local industries under strong leadership and fiscal management, CAIC was recruited in 2006 by local Roseland community leaders to be the Service Provider for both SSA #40 & #41, and continues in that role today. Under CAIC management, the SSAs have identified and delivered services such as private security patrols, street cleaning and beautification services to create a more positive and stable business environment. In addition, CAIC’s SSA Manager conducts regular individual and group meetings with business owners, and twice a year, she surveys business owners about the quality of the SSA’s services. Like all not-for-profits, CAIC is faced with limited staff time and resources. However, collaborative relationships with organizations such as the Police District #5 CAPS office, Pullman Historic Foundation, Chicagoland Chamber of Commerce, Rosemoor Community Organization and the Greater Roseland Chamber of Commerce have led to additional resources, especially volunteers, so that services can be successfully completed within budget.
