FELONIOUS HOMICIDES-I928
The following tabulation shows the total number of persons held to
the Grand Jury, either as principals or accessories, in connection with
murders and manslaughters committed within the corporate limits of the
City of Chicago, during the year 1928, and the di sposition of such holdovers by the Grand Jury and in the Criminal Courts.
.
These figures do not include the number of persons arrested as suspects, nor the number anested and booked, who subsequ entl y were exonerated by Coroner's Juries and discharged in the Municipal Courts for
want of sufficient evidence to warrant Grand Jury action. Of the latter
there were 44 such arrests.

DEPARTMENT OF POLICE
DRILLMA STER
Drills held during the past year were as follows: Departmental, 70,
and Police Train ing School, 112. Total, 182. The cause of a lesser number of departmental drills was due to the elimination of day shift men
from drill duty, and also due to the shortness of the drill season which
was curtai led on account of opening the Police Training School for probationary pat rolmen.

TRAFFIC DIVISIO N
Since April, 1927, we have been sign~lJy successfu l in what might
be termed one of the most important considerations of a police depu·tment, that being the preservati?n of h?man life Ilnd pr eventi on of
traffic accidents. The street Ilccldents disclose a marked decrea se in
"vehicular caused personal injuries." The accidents of this n.tlll'e
reported within the territory covered by the Traffic District .rea
wherein medical attention wa s given and which do not include property
damage, are as follows:
YEAR OF 1927
YEAR OF 1928
559
373
With the traffic constantly increa sing and with fewer men to
handle it the s uccess enjoyed in thi s respect is truly remarkable. but
further strenuous efforts will be made to . surpass this work. Pl'ac t ~al l y
all of the injuries received were of a mlllor nature, con s isting in mos t
cases of abrasion s and contusions which require little medical utter.tion.
It has been quite a difficult task to educate the pedestrians Unt it
is to their benefit and conducive to their safety to cross streets a ; the
intersections and with the traffic. .Th eil: failure to take advanta~e of
the protection thus afforded them 111 thiS respect has made them the
neglectful contributors of the accident record . Probably 50 per celt of
the accidents would have been avoided if it were not for this negl i ~ nce
as there have been very f e w mishaps caused by vehicles breaking thnugh
traffic ut the crossings.

TRAINING O F PERSONNEL
The m embers of the Traffic Di strict are carefully and specially
trained in their work. The schooling of its personnel is not spasmodic;
its studies are never terminated . The officer is constantly a student of
his many problems and there is no phase of traffic regulation that is
not compreh ensively gone into.
IMPROVEMENT S NEEDED THR'OUGHOUT TH E
ENTIRE CITY
A survey r ecently made of the traffic needs of th e entire city ' shows
Chicago far behind other large cities. Signal lights should be placed at
a ll busy intersection s and str eets should be properly marked .
The motorcycle section s hould be incl'eased to at least 250. Not
solely for the purpose of arresting speeders but to prevent a ll reckless
driving and regulate movable traffic in genera l.
.
During the past year we have been fortunate in having the cooperation of the various large teaming contractors in instructing their
drivers to avoid, as much as possible, passing through the loop district
and with the rigid enforcement of the "No Parking" Ordinance a great
improvement can be noticed. The latter regulation can a lso be construed
as a safety measure as it was practically impossible for the FIre
Department 01' any emergency vehicle to make any progress in the loop
while parkin g was permitted.
We are deeply indebted to all business interests in the Loop, particularly the Chicago Surface Lines and the Cartage Exchange of
Chicago, for their excellent co-operation during the year nineteen hundred and twenty-eight. We also wish to express our gratitude to tl-.e
Street Traffic Committee of the A ssociation of Commerce on Traffic
Regulation and Public Safety and we trust that our pleasant relationships will continue during the coming year.
