Pacific Ocean Fisheries (POF) : Moratorium for ex foreign
vessel to be lifted on 1 April 2015 - POSITIVE FOR POF

Kompas.com, 25 March 2015, reported that Indonesia's minister for marine and fisheries stated
that the moratorium for ex foreign fishing vessel will not be extended beyond 1 April 2015. This
is positive for Pacific Ocean Fisheries. Thus far, POF has acquired additional fishing vessels
ex Thailand and has not been able to operate the vessels due to the moratorium. We expect with
the lifting of the moratorium, the additional capacity of POF will start to kick in on May 2015.
Indonesia's minister for marine and fisheries, Susi Pudjiastuti also stated that out of 1300 exforeign vessels, 870 vessels were found to have incomplete license. The strategy that has been
placed by Menteri Susi, that is to place a moratorium and re-evaluate the licenses provide benefit
for players that have complete license like POF. POF has currently been awarded with green
category, That is to have the highest group of completeness in license. The tighter regulations
reduce the number of fishing vessels that will be operating in Indonesia going ahead, reducing
competition level for likes of POF. The other benefits for players with complete license like POF,
not only that level of competition eases, the moratorium has significantly reduced fishing
activities during the past few months, allowing for higher supply of fish availability upon the
lifting of the moratorium.
In summary, while the moratorium has resulted in some short term pain for POF, we believe
that in overall basis, it provide a positive impact for POF in medium to long term basis,
particularly from the clear advantage of having lower level of competition for fish supply.
