Sustainability is:
“Development that meets
the needs of the present without
compromising the ability of future
generations to meet their own needs.”
Agriculture & local food
Choose local healthy food
- Bruntland Commission on the Environment and Development in 1987
What a difference a year makes!
Last year was the first full year of implementation following
the approval of Sustainable Peterborough’s Integrated
Community Sustainability Plan. Sustainable activities were just
starting to take off, as we had to beat the bushes to get 2 pages
of action items for our first report card. I still remember the
responses to the presentations to our partner municipalities.
They were justifiably proud of their accomplishments. In the
spirit of healthy competition, they vowed to do even better
in 2013. And just look at what our community accomplished
last year! There are 93 action items covering 6 pages! But,
this is just a sampling of the over 300 items recorded on our
website, which shows the depth and breadth of sustainability
initiatives across the region.
This year will be even more productive. We are preparing grant
applications for the development of a regional Greenhouse
Gas Reduction Plan. As a Partner in Climate Protection, we
intend to reduce local greenhouse gas emissions and increase
our adaptations to climate change conditions.
Sustainable Peterborough has come a long way. We’ve
forged a strong regional partnership of municipalities, First
Nations, organizations, businesses, and community groups.
We’ve adopted an Integrated Community Sustainability Plan.
And, now we are tackling one of the biggest environmental
challenges. This certainly bodes well for our 2014 report card.

The Heritage Preservation Office (HPO) is part of the City’s Arts, Culture & Heritage Division. The HPO is staffed by the Heritage Resources
Coordinator and the Heritage Researcher. It oversees all City matters related to the Ontario Heritage Act, including designation of heritage
properties, support for the Municipal Heritage Committee, administering the City’s archaeology policy and heritage incentive programs.
The Peterborough Architectural
Conservation Advisory Committee
The Peterborough Architectural Conservation Advisory Committee
(PACAC) is the City’s Municipal Heritage Committee established
under the Ontario Heritage Act.
The PACAC advises City Council on issues pertaining to heritage
conservation, establishes criteria for the evaluation of heritage
properties for designation, builds awareness in Peterborough
about heritage conservation, and undertakes heritage related
projects such as Doors Open Peterborough.
Heritage Property Tax Relief Program. The HPO, in conjunction
with the Clerk’s Office and the Planning Division, works to
administer the designation program. Individual properties can
be considered for designation at the request of the owner,
City Council, or at the recommendation of City staff or PACAC.
There are currently no fees or other costs associated with the
designation process. In 2014, the City embarked on its first
Heritage Conservation District Study. Conservation districts
are large areas of the city that share a common history and are
worthy of designation as a group of properties.
The Heritage Property Tax Relief Program
Doors Open Peterborough
Doors Open Peterborough (DOP) is an annual event that seeks
to celebrate, educate, and inform citizens and visitors about our
community’s architectural, cultural, and historical sites. During
the event the public has free access to participating properties
that are either not usually open to the public, or would normally
charge an entry fee. Many locations organize tours, displays, and
activities to enrich the visitor experience. In the past 14 years
DOP has grown from a grass roots heritage celebration to a
much-anticipated, city-wide tradition that brings heritage to the
forefront for several days each year.
Heritage Designation
Under the Ontario Heritage Act, municipalities can designate
properties which have “cultural heritage value or interest”. Since
1975, Peterborough City Council has protected nearly 130 historic
properties with heritage designation By-laws. The designation
process seeks to manage change to heritage properties so that
heritage features are protected. Designation can also make
property owners eligible for financial incentives such as the
A Newly Built War Canoe in Front of the William English Canoe Company on
Charlotte Street, c. 1890
A Display of New Cook Stoves-Campbell and Best Hardware. Hunter Street, c. 1910
In 2003, the City of Peterborough established the Heritage
Property Tax Relief Program (HPTRP) to provide ongoing property
tax relief for heritage properties. Under the HPTRP residential
property taxes are reduced by 40% and commercial taxes by
20%. The HPTRP is designed to encourage preservation and
enhancement of our rich historic landscape. The City recognizes
that well cared for historic buildings form a vital backdrop for
making Peterborough a vibrant and inviting place to be. The
program assists owners with the extra costs associated with
maintaining the historic features of their buildings. To be in the
program the building must be designated under the Ontario
Heritage Act, the property must have a heritage conservation
agreement registered on title, and the property must be located
within the central area of the City.
