INVITATION TO BID
POOL CHEMICALS AND BULK TANK BID
Notice is hereby given that Okeechobee County, Florida, hereby requests sealed bids
for the supply and delivery on an annual basis of pool chemicals consisting of sodium
hypochlorite (liquid chlorine) and non-fuming Pool Acid to the Sports Complex
swimming pool located at 580 NW 27th Lane, Okeechobee, FL. Contractor shall also
include the installation of a 1,000 gallon minimum capacity High Density Polyethylene
tank for the Chlorine and a 165 gallon minimum capacity High Density Polyethylene
tank for the Acid. If the Contractor cannot supply a visual inspection as specified in
5240.44 of the South Florida Building Code-Hazardous Storage Section for the existing
tank.
The Agreement will be for a term of one (1) year, and may be renewed for up to two (2)
additional one-year terms, upon mutual written consent of the parties.
Bids should be submitted on the “Invitation to Bid” summary sheet. Detailed
specifications may be obtained from Albie Scoggins, Parks and Recreation Director,
1718 NW 9th Avenue, Okeechobee, FL 34972, (863) 763-6950.
Bids are due no later than Wednesday, April 22, 2015 at 3:00 p.m. and shall be
submitted in a sealed envelope and clearly marked “OKEECHOBEE COUNTY POOL
CHEMICALS AND BULK TANK BID, RFP #2015-03”. Proposals are to be submitted to:
Okeechobee County Board of County Commissioners at 304 NW 2nd Street, Room 222,
Okeechobee, FL 34972. Bids received after the deadline for submission will not be
opened or considered.

SPECIFICATION FOR 10.5% WT AVAILABLE CHLORINE
SODIUM HYPOCHLORITE SOLUTION

stated by U.S. Environmental Protection
Agency Pesticide Registration.

“Non - Fuming” Pool Acid, shall be delivered in bulk to prevent any handling of the
product. Any change to the container size, other than an emergency by your company
to deliver the product, must be approved by the County. The quoted price should be
based on the unit price of 2,400 gallons along with a 300 gallon containment.
Bidder shall include a copy of their pool acid product label; the label shall state the
strength of the sulfuric acid. Failure to submit the copy of the label shall result in the
bidder being disqualified.
SPECIFICATIONS
INSTALLATION OF BULK CHLORINE TANK & ACID TANK
SPORTS COMPLEX
Contractor shall include the installation of a 1,000 gallon minimum capacity High
Density Polyethylene tank if the Contractor cannot supply a visual inspection
certificate as specified in 5240.44 of the South Florida Building Code – Hazardous
Storage Section for the existing tank. In Addition Contractor shall include the
installation of a 165 gallon maximum capacity High Density Polyethylene tank.
If the existing tank is not certifiable, then:
Contractor shall supply and install an approved high density polyethylene tank with a
minimum capacity of 1,000-gallon sodium hypochlorite bulk tank complete with
containment vessel, fill port, 2” bulk head fitting and pass through containment vessel
bulkhead fitting.
Contractor shall supply and install an approved high density polyethylene tank with a
minimum capacity of 165-gallon “Non – Fuming” Pool Acid bulk tank complete with
containment vessel, fill port.
Piping shall be gravity feed to pool room location and shall contain a shut-off valve both
inside and outside the containment vessel.
Installation shall comply with all local and State codes.
All plumbing shall be Schedule 80 PVC and all valves shall have Teflon seats and
Vitron o-rings. PVC “flex-pipe” shall be connected from the bulkhead fitting to supply
valve to handle stress flex of the storage tank.
The tank shall possess all EPA, FDA and pertinent city, county and state approvals.
Sodium hypochlorite tank and Non-Fuming Pool Acid tank, shall be clearly labeled with
manufacturer’s name and sodium hypochlorite strength.
Sodium hypochlorite strength shall be at least 10.5% and shall meet or exceed
enclosed specs.
Contractor shall visually inspect tank two (2) times a year and shall supply visual
inspection certificate as specified in 5240.44 of the South Florida Building Code –
Hazardous Storage Section.
Contractor shall provide on-going maintenance/service on all supplied equipment
including the tank, valves, containment vessel, plumbing and connecting piping as part
of the monthly rental cost.
County shall provide an 8’ x 8’ concrete pad enclosed with a six feet high security fence
and double gate.

Pool Chemicals Summary Sheet
Annual bid for Okeechobee County, Florida. Contractor is to provide weekly or as needed delivery of liquid chlorine
to the Sports Complex pool (580 NW 27th Lane), commencing June 1, 2015 through May 31, 2016, including:
monitoring of chlorine levels so as to not allow the tank to empty, filling of chlorine tank with 10.5% sodium
hypochlorite, supplying in bulk gallons of non-fuming acid and providing individual bill of lading slips for each
delivery. Bid shall include the installation of an approved high density polyethylene tank with a minimum capacity of
1,000 gallons for the chlorine. In addition a Separate high density polyethylene tank with a minimum capacity of 165
gallons for the acid shall be installed. If the Contractor cannot supply a visual inspection certificate as specified in
5240.44 of the South Florida Building Code – Hazardous Storage Section for the existing tank. Tank shall be
plumbed, using Schedule 80 PVC pipes and fittings with Viton gaskets, directly to the automated chemical feeders,
as needed. In addition, a containment vessel shall be provided with a capacity not less than 120% of the sodium
hypochlorite tank and 300 gallon containment vessel for the acid. Okeechobee County will be responsible for site
preparation, pads and security fencing for tank.
The following estimated quantities are derived from past annual usage. These are not guaranteed minimum
quantities. The estimates are intended as a guide in submitting your bid and in no way obligates the County to
purchase these amounts. Quantities change according to weather conditions, bather load, mechanical breakdowns
or other unexpected occurrences. The actual quantities purchased under this bid may be more or less.

Routine weekly chemical deliveries should be covered by your unit prices shown above. However, Okeechobee County
may experience occasions when emergency deliveries are needed and would like to know what the response time and
