COURSE DETAILS
Technical training on Microsoft products: In an effort to streamline delivery, lower costs and
make technical training available to all employees, regardless of geographic location in the county
the Employees’ University is embarking on a 6 - 9 month test phase of “online delivery only” for all
technical training. As a result you will not see any Excel, Word or PowerPoint courses on our
calendar. Instead, employees will be able to purchase a license for online access for any training
previously offered live in our computer lab.
Online Training: All Access Pass (SS) - CT-SS114 (all employees)
You may register at any time; the training is Independent Study, these are not instructor lead classes.
For the price of one full day course, you will have access to an entire suite of courses on all technical topics
(Word, Excel, PowerPoint, Access, Project Management, Crystal Reports, etc.) as well as an entire library of
courses on business topics (time management, conflict resolution, business etiquette, communication skills,
etc.) The license is an unlimited, EU E-learning “All Access Pass”, good for one year and can be used on any
computer* with internet access.
You may register for this license any time, by completing the normal EU registration form, getting the proper
approval in your department and forwarding the form to the EU.
*If you do not have access to a computer or a quiet location to do online training, you may
register to attend one of our “open learning labs” once you have your All Access Pass.

This fast paced workshop, getting rave reviews from public agency leaders is presented by leaders of the
States’ largest law firm (LCW) dedicated to representation of public sector management. With cinematic
assistance from the Corleone Family and Tony Soprano, they will share the management techniques that
LCW employs to provide its clients the best possible service at an excellent value and ensure its long term
health and success. These same principles can be adapted for use by public agency management.
The Art of Writing a Performance Evaluation (LCW) – LD-LCW135 (supervisors and managers only)

Supervisors sometimes fall into the trap of viewing evaluations as just another record-keeping requirement,
without appreciating the importance of evaluations and how they impact both the organization and the
employee’s morale. Well-written performance evaluations encourage improvement, support
discipline/termination, defend against litigation and help set a culture of fairness and openness in how
performance issues are addressed.

If you aren't operating at your optimum efficiency, perhaps you are missing one of the key pieces of your
puzzle. This class will help you identify areas and opportunities for increasing your productivity on all levels
and give you tools that you can immediately implement for a more efficient work day. This course will explore
file organization, desk space; your time and calendar; and your to-do list and tasks. Recommended for all
employees.

This course provides participants with a broad view of Federal and State court processes as well as the legal
procedures involved from arraignment to the sentencing hearing including:
 Roles of Trial and Appellate Court judges
 Criminal, civil, family court, and juvenile court cases
 Steps involved in preparing complaints, motions, and orders
 The constitutional principles that guide court processes
 Roles and responsibilities of court personnel
 Legal terminology used in every aspect of a case
 The rules and schedule of court services for Santa Barbara County Superior Court
This course is for anyone wanting to gain a better understanding of the legal system.
Introduction to SBC Accounting Principles & Practices (Schaffer) – OP-612
September 17, Santa Barbara – Employees’ University; 9:00 am – 4:00 pm
This class covers the specific methods/procedures and accounting systems used by Santa Barbara County
(SBC) to conduct business. The class begins with a quick refresher of some of the basic concepts of
government accounting as well as in-depth discussion of the County’s Chart of Accounts. You will learn SBC
accounting process by following transactions from the beginning phases of filling out accounting forms,
selecting proper accounting classifications, and procedures for submitting forms for posting. You will also
learn how accounting classification errors are corrected and the basic use of the County Financial Information
Network (FIN).
Introduction to Governmental Accounting (Topliffe) – OP-611
September 24, Santa Barbara – Employees’ University; 9:00 am – 4:00 pm
This class covers the governmental accounting structure and the fund structure developed by the
Governmental Accounting Standards Board. The class begins with a review of the basic concepts of
accounting and reports used by various customers. You will learn about governmental accounting structures
by looking at the County’s fund structure, modified and full accrual standards and elements of a fund. You will
also learn about fraud and internal controls, pension accounting, and cost allocation between governmental
units.

Need a grammar refresher? Today’s business requires clear, concise, as well as correct and professional
e-mails, memos, letters and reports. This course will provide you with practical grammar and punctuation
rules that you can apply immediately and will help you improve your ability to critique and proofread written
communication.
Introduction to the California Legal System (Lupo) – OP-511
October 06, Santa Maria – Workforce Resource Center; 9:00 am – 4:00 pm
This class will review the criminal justice system and the identification of each sub-system (law enforcement,
judicial, and corrections), including the roles and responsibilities of each and how they interact with each
other; criminal and civil laws, including the processing of criminal defendants from the original arrest through
court process and the judge’s sentencing options; comparison of criminal and civil cases, including the
different processes involved in each type of case.

Stress Management (Clark) – IP-103

How do you cope with stress and handle the effects of daily pressure from work and home? Does stress alter
your reactions and attitude toward your coworkers and family? In this practical guide to managing stress, we
will discuss the negative impact of stress on physical and mental wellness, healthy and unhealthy ways to
deal with stress, and some very useful strategies that will help you develop new attitudes and approaches to
change how stress influences your life.
Intermediate SBC Accounting Principles & Practices (Schaffer) – OP-615
October 15, Santa Barbara – Employees’ University; 9:00 am – 4:00 pm
This class will cover specific methods, procedures and accounting systems used by Santa Barbara County,
including an update of current government accounting issues, and the latest GASB pronouncement(s) that
may affect County accounting policy and procedure. Topics covered: the accounting side of the County
payroll cycle including the payroll system, and its links to FIN; as well as the County’s periodic
month/quarter/year end cycles, deadlines and department responsibilities. The final portion of the class will
be on FIN Web, the County's accounting system with training provided on reports (advanced options), tips
and tricks with templates and eForms, by getting the most out of the search page.
Advanced SBC Accounting Principles & Practices (Schaffer) – OP-616
November 05, Santa Barbara – Employees’ University; 9:00 am – 4:00 pm
This class will cover budgetary control, cost accounting, and financial reporting topics related to Santa
Barbara County (SBC). The class will demonstrate how SBC fulfills requirements promulgated by the Federal
Office of Management & Budget (Cost Principles), the State Controller’s Office, the County Budget Act,
GASB, GAAP, and the Government Finance Officers Association.
Preventing Workplace Harassment (Tuttle) – IP-100 (line staff only)
November 19, Santa Maria – Workforce Resource Center; 1:00 pm – 3:00 pm
The County of Santa Barbara is committed to maintaining a respectful workplace free of unlawful harassment,
discrimination and retaliation. Maintaining a harassment free workplace is a responsibility we all share. This
course is designed to raise employee awareness of behaviors and actions which may be inappropriate,
disruptive or illegal. The course will also remind employees of the options available to them if they believe
such harassing or unlawful practices have occurred. FOR LINE EMPLOYEES ONLY!

A wide variety of E-learning courses, on a multitude of topics (including certifications) are available through a
partnership with SkillSoft/Skillport. These courses can be accessed via the internet at a day and time that are

Practicum Classes
You may register for practicum classes at any time during the year.
These courses are Independent Study; they are not instructor-led classes.
After registering for any practicum class, you will receive a packet describing the objectives and
activities of the practicum. It will be your responsibility to complete the assignments during the
normal work day and within a specified period of time. After completing the assignments, email your
submission to the designated instructor, and CC: EU Registrar. Feedback will be provided.

Business Writing Practicum (Shapiro) – OP-391
Professionals must be able to communicate effectively in order to succeed in today’s business environment.
The purpose of business writing is to convey information to someone or to request information from and/or
action by them. This practicum will help you create effective business emails, memos, and reports.
Advanced Business Writing Practicum (Shapiro) – OP-892
This practicum focuses on more complex written material that will be used by others to complete their work,
such as reports, procedure manuals, or a proposal abstract. In every case, your writing must be complete,
concise, accurate, and written in a way that is easily understood by your reader.
Advanced Legal Practices Practicum (Shapiro) – OP-513
This practicum is designed to provide the student with insights into how processes and procedures affect the
function of County departments in a legal setting. Not only do county ordinances come into play, but specific
departments are also bound by state and/or federal laws which dictate how internal and external procedures
and services are performed. The current era of shrinking resources requires County departments to re-think
how they conduct business while honoring the ACE (Accountability, Customer-Focus, and Efficiency) values
for Santa Barbara County. You will be required to identify a needed process-improvement within your
department, any legal issues related to the change, and write a proposal for a new process/procedure to
rectify the problem.
Customer Service Practicum (Shapiro) – OP-311
Our three core values are: Accountability, Customer-Focus, and Efficiency (ACE). They are intended to
ensure quality service delivery. Understanding the needs and problems of your internal and external
customers is key in order to provide quality service that is courteous, consistent, accountable, efficient, nondiscriminatory, respectful, and responsible. This practicum will help you identify the steps you need to follow
to ensure that you are providing the highest quality service possible to your customers.
Registration
Step 1. Complete the EU Class Registration Form found online. Make sure all fields are legible and
complete. Obtain appropriate approvals and signatures.
Step 2. Scan and email the form to: [email protected] OR fax the form to: 805.884.8095 or
ext. 8095. You will receive an email confirmation when you are enrolled.
Step 3. Periodically check your email for registration confirmations, reminders, updates or changes to
classes.
Social Services and Fire Department employees must complete the class registration form and forward to:
[email protected] (DSS) or Diana Yanez (Fire) respectively. They will forward the form to the
EU.
Cancellation Policy
If you find you cannot attend a class for which you are registered, please cancel your enrollment as soon as
possible. This allows us to schedule someone from our wait-list. We want to make enrollment in EU classes
as fair as possible for all concerned.
If you must cancel, please do so in writing by sending an email to: EU Registrar
If you cancel with less than 72 hours (3 business days) notice, your department will be charged.
If the EU cancels a class, you will be notified immediately and your department will NOT be charged.
Please remember: “No Shows” will be charged the full cost of the class.

Your upcoming class got cancelled?
The most common reason for class cancellation is low enrollment. (In order for the Employees’ University to
make the most efficient use of its resources, there is minimum enrollment required for all classes.) So, if
there is a class you are anxious to attend, enroll as soon as you see it advertised and encourage your
colleagues who might benefit to enroll as well!
Fees
Santa Barbara County Employees: Live class training up to 4 hours: $37 per employee
Training from 4 - 8 hours: $75 per employee (Multi-day classes: # of days x $75)
Online All Access Training Pass: $75 per employee
Outside Organizations: Live class training up to 4 hours: $75 per person
Training from 4 - 8 hours: $100 per person (Multi-day classes: # of days x $100)
Online All Access Training Pass: $100 per person
Please Remember…in order for you to attend any class with the EU you need a
“Confirmation
Email” from the EU Registrar. This “Confirmation” is your assurance that the EU has received a properly
completed registration form signed by your supervisor, and that space and materials have been reserved just
for you.
Please do NOT travel for any EU class for which you do NOT have a confirmation email.
