The Santa Barbara County Oral Health Summit will include presentations by: Dr. Fisher-Owens will be presenting, “The Critical Role of Oral Health in Optimal Health”. Susan Fisher-Owens, MD, MPH Dr. Fisher-Owens is Associate Professor of Pediatrics of Preventative and Restorative Dental Sciences at UCSF. She serves as a general pediatrician and faculty member working with and teaching medical students and residents to serve children from birth through 18 years, through well and sick child visits. Dr. Hilton will be presenting, “Integrating Oral Health and Primary Care Practice”. Irene V. Hilton, DDS, MPH NNOHA Dental Consultant Dr. Hilton is a staff dentist at the San Francisco Department of Public Health, and is the dental consultant for National Network for Oral Health Access (NNOHA), the national organization of Health Center oral health providers. Ms. Rehse will be presenting, “Santa Barbara County Wide Oral Health Statistics Update”. Mary Ellen Rehse, MSW, Oral Health Program Manager Santa Barbara County Education Office Health Linkages will be presenting Santa Barbara County State Preschool oral health screening statistics for the past 9 years. Learn how the integration of fluoride varnish as a part of the CHDP Well Child Exam has made a significant contribution in reducing dental decay rates for children in specific areas of our county. There are 2.5 Nursing CEU’s offered for the summit. Summit Registration Form on Page 9 of this newsletter Page 3 It Pays to Apply Fluoride Varnish Fluoride Varnish is a covered benefit for eligible children enrolled in the Santa Barbara Health Initiative (SBHI), San Luis Obispo Health Initiative (SLOHI), and Healthy Kids Programs. By applying fluoride varnish, medical providers have an opportunity to help prevent tooth decay which remains one of the most common chronic diseases of childhood. Tooth decay can contribute to a wide range of problems including poor nutrition, subnormal growth and unnecessary pain, and can require expensive dental treatment. Fluoride varnish is a new form of topical fluoride that is more effective in preventing tooth decay than other forms of topical fluoride. The application does not require special equipment and it is practical to use with young children. “To catch the reader's attention, place an interesting sentence or quote from the story here.” Billing for Fluoride Varnish Use HCPCS code D1206 (topical application of fluoride child) • To prevent • Benefit is limited to children up to 5 years. Page 4 Provider Information Notice (PIN) The CHDP Program Transition to the Use of the CMS (Children's Medical Services) 1500, the ACS X 12N 837P Electronic Transaction, and the Use of National CPT-4 Codes. Claims for CHDP services will transition to provide full compliance with the national standard health care electronic transactions and code sets required by the Health Insurance Portability and Accountability Act (HIPAA) for CHDP. The CHDP proprietary local procedure codes will be replaced by the national standard Common Procedural Terminology (CPT) 4 procedure codes. CHDP provider claims for reimbursement will transition to the paper CMS 1500 Health Insurance Claim form and the current version of the HIPAA standard electronic claim for health care professionals and suppliers, the ASC X12N 837P (professional), version 5010A1. CHDP providers will also be provided with online real-time functionality for submission and correction of CHDP claims, the ability to retrieve patient eligibility status and billing information, and access to assistance on-line through the Medi-Cal internet portal. The projected implementation date for this transition is June 30, 2015. CHDP providers should continue submitting the PM-160 and the PM-160 Information Only Confidential Screening and Billing forms until further notice. The MediCal Subscription Service is a free service that enables providers and other interested subscribers to receive links to Medi-Cal news, Medi-Cal Update bulletins and/or System Status Alerts via email. Providers can subscribe to MCSS by following these steps: • • • Go to the MCSS Subscriber Form Enter your email address and ZIP code Customize the subscription by selecting subject areas for NewsFlash announcements, Medi-Cal Update bulletins and/or System Status Alerts Subscribers may choose as many subject matters of interest as they wish. They may also choose to receive either NewsFlash articles or Medi-Cal Update bulletins, but it is recommended that subscribers choose to receive both. After subscribers submit a completed MCSS Subscriber Form, they will receive a welcome email from MCSS. [email protected] A summary of the recent food changes in the WIC program include: • Only 1% low-fat and nonfat milk will be choices for women and children 2-5 years old (2% milk is no longer offered) • Whole grain foods have an expanded list of approved brand names for the 16oz whole grain package. • Fresh potatoes including all types of potatoes: gold, purple, red, and russets are allowed on the Fruits & Vegetables check • Call the WIC Phone Center at 877-275-8805 if your patient would like to enroll in WIC. Page 6Page 6 CHDP Provider Update CA-MMIS Health Enterprise Systems Release The Department of Health Care Services’ (DHCS) partnership with the provider community ensures accessible and affordable quality health care services for Californians. To further this effort, development and implementation of a replacement California Medicaid Management Information System (CA-MMIS) is underway. The replacement system, referred to as CA-MMIS Health Enterprise (HE), will transition legacy CA-MMIS business operations gradually to the new CA-MMIS HE, providing additional capabilities and finally supporting all CA-MMIS business operations. CA-MMIS HE Release 2, planned for this summer, will allow providers who participate in the Child Health and Disability Prevention (CHDP) program to access an improved method for beneficiary enrollment via the web-based Health Enterprise Portal. Changes include: • CHDP providers will access HE Portal to register for a User ID and password. • CHDP providers will access HE Portal for improved CHDP beneficiary enrollment. Release 2.3, planned for this fall, will begin processing CHDP claims. Changes include: • CHDP Electronic Data Interchange (EDI) providers will be required to use Health Insurance Portability and Accountability Act (HIPAA) Operating Rules connectivity. • The proprietary electronic claim format (CMC PM 160) will be replaced by the national standard HIPAA-compliant ASC X12N/005010X222 (837P) transaction. • CHDP EDI providers will be required to perform a test claim submission in the new 837P file format. • The CHDP claim form (PM 160) will be replaced with the National Standard CMS-1500 claim form (version 02/12). • The CHDP two-digit local billing codes will be discontinued and replaced with national codes. The CHDP Remittance Advice will be replaced with the national HIPAA-compliant Adjustment Reason Codes (ARC), Adjustment Group Codes (AGC), and Health Care Remarks Codes (HCRC). Through the coming weeks and months, providers are encouraged to watch for CA-MMIS HE updates and news on the Medi-Cal website. These updates will inform and prepare providers to minimize unnecessary service disruptions. DHCS looks forward to collaborating with its provider community to embrace and realize the benefits of the new system in 2015 and beyond. CAPC is encouraging parents to take advantage of parent education classes offered in the community by the Family Resource Center. With the recent measles and pertussis outbreaks in California, this is an excellent time to remind expectant parents and families of infants and toddlers that they should schedule a doctor visit and get immunized against dangerous diseases such as: ο Measles Since December of 2014, there have been over 100 confirmed cases of measles in California. Now is an opportune time to remind parents that measles is still a threat to our children’s well-being and that vaccination is the best defense against measles. Whooping cough (pertussis) is highly contagious and potentially deadly. Santa Barbara County had the first recorded death from pertussis in a 25 day old infant. ο Remind expectant mothers that Tdap is recommended during their third trimester of each pregnancy, even if they got it before pregnancy. Getting a Tdap shot during pregnancy also protects babies until it’s time for their first whooping cough shot at 6-8 weeks of age. Please disseminate these materials to pregnant women in your practice: Expecting? Techniques to build and strengthen Motivation for Change ◊ Start with a warm and friendly greeting: Name, role, time you have today, agenda and ask permission. ◊ Explore use open ended questions and ask what a patient knows, has heard or would like to know more about.
