help prepare them for post release reentry and employment,
while operating in a business-like manner at minimal cost

Prison Industry
Correctional Industries in Philadelphia has been in existence since 1933. The first
industry programs consisted of carpentry, printing, shoe-making and a farm at Holmesburg
Prison. During the depression, inmates produced clothes for the needy, provided sheets,
pillow cases and laundry services for city institutions.
In 1975, the City of Philadelphia granted the Philadelphia Prison System a one time
lump sum of $1,000.00 to initiate a revolving fund for the industry program. Since that time the
program’s revenues have been deposited into the revolving fund and it’s expenditures are
paid out of it. The program is not run with taxpayer dollars.
In 1988, Prison Industries was renamed Philacor in keeping with the state industry program
(PENNCOR) and the federal industry program (UNICOR).
In recent years, Correctional Industries has begun to recognize the importance of
preparing the inmate to reenter society. With emphasis on acceptable work habits, the inmate
workers in our shops are trained in the basic practices necessary to become good
employees; such as learning to follow directions, working as a team, and becoming
dependable . Many come to us having experienced little or no real success in life. In our
shops they have the opportunity to be successful at small tasks and build their skill level as
they remain employed with us. After a set number of hours on the job, the workers are given
a certificate of completion in recognition of their accomplishment.
Today, Philacor produces more than 40,000 items a year for the Prisons, various City
Department, local charter schools, non-profits that have a contract with the City and the
school district of Philadelphia.

Graphics Plant
The Graphics Plant has two main components, the Print Shop and the Engraving
Shop. There are an average of 32 inmate workers in the Graphics Plant, who produces
approximately 1.1 million impressions a month.
Philacor’s Graphics Plant runs a full service Print Shop with the capability for full color
copying, high speed black & white copying, single color and multi-color forms,
carbonless forms, brochures. We have
copied newsletters, annual
reports,
booklets, and catalogs. Our workers have
processed single color and gold seal letterhead, envelopes as well as single color
and gold seal business cards.

Furniture Plant
The Furniture Plant is divided into three main shops consisting of the Carpentry,
Finishing and Upholstery Shops. There are an average of 55 inmates who work in these
shops on a daily basis, producing over
200 items per month.
The casegoods manufactured in
Philacor’s Furniture Plant are made of
all wood with hardwood edging. We
build four different styles of casegoods,
use three wood species and five different finishes.
There are numerous fabric choices for
seating. We have hand crafted many
beautiful pieces of office furniture for
various city agencies. We would like the opportunity to handcraft your office furniture.
Custom pieces are available.

Culinary Arts Program
On average 3 inmate workers are assigned to the Culinary Arts Program and they
produce over 2100 items per month. Philacor’s Culinary Arts Program offers lunch sales
inside the lobby of the Philadelphia Industrial Correctional Center (PICC) on Tuesdays
and Thursdays and is available to the Prison staff, fellow city workers and the general
public. The program has also developed a very popular catering service widely used by
various city agencies. Catering menus are available in this catalog on pages 40 & 41.

hen Philacor first began, we started out by purchasing component furniture parts that was
put together by our trained inmates from the program. Over time we found that these parts were
sub-standard and began to break-down within a short period of time. It was then decided that we
should make our furniture from scratch using raw materials and therefore we began and created our
own line of furniture, beginning with Newman series. The furniture Plant consists of the Carpentry
Plant, Finishing Plant and Upholstery Plant.
Name after our famed carpenter Anthony Newman, he designed and came up with a beginning
basic line of furniture. Our furniture is Beautifully handcrafted in oak, walnut or cherry woods
using the finest cabinet grade plywood and solid hardwood edging. This furniture is designed to
last for numerous years of use.
WOODS &
Walnut wood is a hardwood that grows within North America. The wood
is a matte espresso brown with a dark purple cast. It features a distinctive
straight grain and a luster that develops with age.
Cherry wood is moderately heavy, hard, and strong, and it also machines and
sands to glass-like smoothness. Because of this, Cherry finishes beautifully. The
heartwood in Cherry is red in color, and the sapwood is light pink.
Red Oak features red-tinged brown heartwood and white tones that create a
subtle but resonant contrast that makes this wood uniquely enjoyable. A
consistent grain adds to the grace of the overall presentation of a Red Oak
Desk.

Custom Cubicles
These cubicles were custom designed for the Health Department out of cherry wood using a natural
cherry stain. The work surface was extended beyond the dimensions of the computer unit to create the
inside dimensions of the cubicle, two wooden file cabinets were added underneath and a privacy panel
was added above the work surface. With the addition of a small hutch the cubicle is complete.

Custom Reupholstery Work
The Upholstery Plant can reupholster your old furniture and make it new again. As part of the reupholstery
training, the furniture is stripped down to the frame and built back up again using new foam, springs if
required, cotton batting, canvas and whatever other materials were originally used to make the seating.
If necessary, our Finishing Shop will refinish the piece. Pictures of original furniture must accompany your
request for reupholstery work. Work available for city agencies, school district of Philadelphia, Non-Profits

edging. Inlaid in the 8’ center section is a Prison seal made of solid maple. All three sections of the table have
a three inch border of solid cherry wood that is stained a dark red mahogany color. The table top sits on a

In the Barricade Shop, inmate workers are taught to cut, assemble, and paint barricade A-frames
and tops.
In the General Products Plant, inmates are trained in the sewing cell sheets, pillow cases, towels,
