Terms of Reference
for
Foreign Demand Assessment for Nepalese Skilled Workforce
Background:
As per the CTEVT Act. 2045, the major objective of Council for Technical Education and
Vocational Training (CTEVT) is to prepare technical human resources, from basic to higher
level so as to address the demand of the labour market properly. However initiatives towards
preparation of higher level technical human resources is yet to be taken.
Regarding the production for demand-based technical human resources, labour demand should
be assessed regularly. Presently, because of globalization and economic liberalization, large
number the domestic labour force not only therefore responsible to observe and understand the
signal of the labour market. This type of labour market signal not only helps to identify the
emerging demands of but also provides enough grounds for updating the curricula of existing
training programs. The regular updating of curricula will contributes both to enhance the quality
of training and increases the employability of graduates.
Presently, remittance is becoming the backbone of Nepalese economy and it is widely believed
that 25% of GDP is contributed by remittance resulting from the involvement of almost 2 million
of Nepalese youths in foreign employment. Although, out-migration of human resources itself is
not an encouraging sign for any economy, the further disappointing fact is that only negligible
numbers of migrants from Nepal are involved in skilled-job. It is widely believed that alarming
number of migrant workers from Nepal are unskilled (69.1 percent) while corresponding figures
of semiskilled, skilled, and highly skilled are only 27.1%, 3.4% and 0.4% respectively (Gurung,
2007). On the one hand, it has been reported that foreign employment professionals are facing
scarcity of skilled workers to supply for foreign employment. On the other hand, negligible
numbers of migrant workers from Nepal are only found in skilled jobs.
Presently, substantial numbers of training institutions under both governmental and private
sectors provides vocational training programs related to different trades and sectors. In contrast,
the graduates of these training are not getting satisfactory job as per the skills and their
competency. Serious mismatch was found between the skill taught during training and the actual
need of job market. This type of skill-work mismatch is found further serious in foreign labour
market than domestic own. Identifying such mismatch is the basic requirement to prepare
demand based skilled human resources.

The objectives of the Study
The purpose of the study is to conduct the advertisement assessment to get the required
information regarding the employment opportunities from global market and to spell out the
general mismatch with the domestic supply capacity. The specific objectives of the study are to:



Identify the presently available demand of Nepalese skilled human resources for foreign
employment in term of quality and quantity;
Spell out the general mismatch between domestic capacity of supply and demand
received for foreign employment;
Identify the broader areas to improve the skills of existing human resources so as to
better address the foreign employers' needs;
Scope and General Approach
This study is based on Mixed Method. Demand information was collected from advertisement
published for foreign employment in the national news-papers. Door to door visit of foreign
employment agencies were also carried out to gather information regarding the existing supply
from the country. In addition, desk analysis of massive amount of literatures, FGD and Keyinformants' Interview will also be carried out to substantiate as well as triangulate the findings of
the primary survey as well as other qualitative information for the study. This focus group
discussion and key informant's interview deals with the general coordination between skills
training and foreign employment demand.
The data entry and collection of primary data from manpower agencies will be carried out by
CTEVT, Research and Information Division itself, however the consulting firm should design
the questionnaire, developed data entry format and prepare the analysis tables and prepare the
detail report. The detail task of the consultant is given as following topics.
Responsibility of consulting firm
The major responsibility of the consulting organization is given hereunder, however detail
responsibility will be agreed upon negotiation.
 Review sufficient relevant and reliable national and international literatures;
 Prepare inception report with the valid and reliable study design and methodology;
 Develop tools and instruments for collection of both qualitative and quantitative data and
information;
 Collect primary data and information from the determined sample size as well as gather
relevant information from secondary sources;
 Conduct personal interview and focus group discussions with key informants and other
stakeholder for qualitative information;
 Conduct interaction program with stakeholders as per the necessity;
 Develop data entry formats in any statistical package; (SPSS is preferred)

Process, clean and analyze the entered data;
Prepare draft report and submit to research committee;
Refine the draft report as per the obtained feedbacks and submit final report in the
seminar organized by the client.
Expected Outputs or Deliverables
The following are the major deliverables expected during the study.
Deliverable 1: Inception report prepared with detail explanation of methodology including study
design, time schedule and outline of report.
Deliverable 2: Finalization of information collection tools
Deliverable 4: Almost 5000 cleaned data data in to statistical Program named SPSS
Deliverable 5: Draft and Final Report
Experience and qualification of consulting firm
A consulting firm having experience on conducting similar research before is eligible to apply. A
multidisciplinary expert-team should be engaged in this research on behalf of consulting firm
which should comprised of at least three members as a key experts, out of them one from TVET
background, the other from statistical and econometric background and third one should be from
Labour Market Analyst having the under mentioned qualification.
Key Experts:
Training Expert
Minimum of master degree in any discipline and should have minimum of seven years of
experiences for conducting qualitative or quantitative research activities.
Migration Expert-1
Minimum of master degree in economics, sociology or rural development or equivalent with
specialization in labour market analysis. Involvement in TVET related studies or labour market
studies or working as a team leader would be additional benefit.
Statistician-1
Minimum of master degree in statistics or economics (econometrics) and minimum of five years
experiences in qualitative or quantitative research activities. Involvement in TVET related
studies or labour market studies or working as a team leader would be additional benefit.
Time line and budget
The upper celling of budget for the study is Rs. 300,000/. Consulting firm proposing lower
budget will be positively evaluated accordingly, however technical proposal has greater weights
in evaluation.
The study should be completed within 45 days since the date of agreement.
