PERMIT ISSUED
On November 16, the U.S. Environmental Protection Agency
(EPA) sent revised Construction and Development Effluent
Limitation Guidelines (ELG) to the Office of Management and
Budget. The agency withdrew numeric turbidity limits proposed
in 2009. These new guidelines are based on new treatment
performance data and will set the first numeric limits for storm
water runoff.
The numeric limits will replace the technology-based ELG limits
currently used in EPA’s construction general permit. The agency
extended the expiration date for its current general permit to
February 15, 2012, to provide time to revise the ELG and offer a

Arkansas’ 2011 MS4 Conference. The Conference was held in Hope, Arkansas on
August 4, 2011. One hundred twenty (120) statewide businesses and vendors were
impressed with Oklahoma City’s Storm Water Industrial Program. Storm Water
Quality Management’s Industrial and Construction Units annually conduct
