UP-DREAM and DOST received the award on May 8 in the Geospatial
World Forum awarding ceremony held in Geneva, Switzerland
Geospatial World Excellence in Policy
Implementation for 2014
• The Geospatial World Policy Awards were presented to
organisations for exemplary formulation and implementation
of geospatial policies which directly or indirectly encourage
the geospatial industry.
• With its receipt of the recognition, the DREAM Program joins the
roster of other high-profile international science and technology
agencies, such as the National Aeronautics and Space
Administration (NASA) of the United States, Standards Agentschap
voor Geografische Informatie Vlaanderen (AGIV) of Belgium, and
Indonesia Geospatial Information Agency (BIG), among others.
• Dr. Paringit notes, “The award goes to show that the
international community acknowledges our local capabilitybuilding efforts to attain self-sufficiency when it comes to
dealing with natural hazards and disasters.” He adds that the
award will motivate the DREAMers to further their efforts in giving
timely and relevant information to the public.

“Noynoy” Aquino III stated Light Detection and Ranging
(LiDAR) technology as one of the main scientific tools in
the ongoing mapping efforts of the Philippines. He
underscored the benefits of using LiDAR maps
particularly in fostering stronger communities amid
climate change.

river basins through the use of LiDAR technology, which,
among others, will help us take a more science-based

Local Government (DILG), and the Office
of Civil Defense (OCD)
Objective
• In response to the echoing need to better prepare
the country and its people for such natural
disasters, the Disaster Risk and Exposure
Assessment for Mitigation (DREAM)
Program was formed in 2011. By producing upto-date, detailed, and high-resolution threedimensional (3D) flood hazard maps for the
critical river basins in the Philippines, it envisions
to make the DREAM of a more resilient Philippines
a reality.

• DTM and DSM will be used to present the impact of
flooding to man-made and natural features on the
floodplain. This component will establish a rainfallrunof response that can serve as input source for
flood forecasting and guide for disaster contingencies
during extreme rainfall events
• Filter the enormous amount of LiDAR data to
extract the Digital Terrain Model (DTM) from the
Digital Surface Model (DSM) essential in GISbased flood modeling
• Verify and validate LIDAR and SAR data for
quality control of target outputs
• Acquire a nationwide spatial dataset in threedimensions (3D) at sufcient detail and
resolution from which various base and thematic
map features can be extracted.
