JOB Description LOCATION: JOB TITLE: REPORTS TO: Employment Type: Salary: Addis Ababa, Ethiopia HR and Admin Manager Head of Finance and Administration Contract (Up to 31st October, 2016, with possible extension) As per scale of the organization BBC Media Action BBC Media Action uses media and communications to reduce poverty and promote human rights in developing countries. To achieve this, the BBC Media Action partners with civil society, local media and governments to: Produce creative programmes in multi-media formats, based on robust research, which inform and engage audiences around key development issues. Strengthen the media sector through building professional capacity and infrastructure. BBC Media Action delivers a portfolio of media projects in Ethiopia. It seeks to expand this portfolio of work, but also ensure that existing projects are delivered to time, to budget and to the highest standards, and in accordance with BBC editorial values as well as Media Action methodologies. Overall Purpose of Job Reporting to the Head of Finance & Administration, the HR and Admin Manager oversees all aspects of the HR and Administration functions of BBC Media Action in Ethiopia, including professional development and management, health and safety, procurement, compliance and office administration. Main Duties: Management, Training & Capacity Building 1. Supervising and providing line management for administrative and logistical staff within the Finance and Administration department. 2. Supporting the Head of Finance and Administration and the Country Directory to appropriately interpret, update, and implement HR practices in accordance with local labour law and BBC HR policies and procedures. 3. Maintaining and managing employee records, including contract terms, job descriptions, absence, disciplinary, grievances and sickness. 4. Monitoring employee satisfaction and identifying areas that require improvement. 5. Overseeing recruitment activity and campaigns, including on-going talent management, retention and succession planning. 6. Participating in the staff performance management process, both annual and ad-hoc. 7. Collating, tracking and analysing HR data and presenting information in understandable and meaningful way. 8. Maintaining and updating quality staff database 9. Coordinating with Finance colleagues on monthly payroll approval process, including keeping finance team updated on any change in employee contract terms. Administration, Legal and Statutory Compliance 10. Ensuring full compliance with Ethiopian law and regulations in office registration and operation. 11. Advising Head of Finance and Administration and other senior management team (SMT) members as appropriate on legislative changes that may affect BBC Media Action’s operations. 12. Negotiating and managing local insurance policies. 13. Undertaking other duties that, from time to time, SMT or the London project team might request. Procurement 14. Implementing and ensuring the BBC Media Action complies with organisational, donor, and Ethiopian procurement policy and procedures, acting as procurement officer, as defined in the office’s procurement manual. 15. Ensuring that supporting documents for procured goods and services are obtained and kept in order for auditing purposes. 16. Ensuring that BBC Media Action receives quality goods and services at the most competitive prices/rates. 17. Establishing a reasonable and appropriate lead-time for ordering and delivery of goods and services. 18. Maintaining relationships with key service and goods providers, including developing and updating preferred vendor lists. Required skills, knowledge and experience: Strong experience of managing HR and administration in Ethiopian office environment, with at least 3 years’ experience in a similar role. Proven management skills and the ability to operate effectively with middle management teams. Proven experience in managing HR and administrative functions, with evidence of developing and implementing HR and administrative systems and procedures. Proven experience in procurement-related functions, with evidence of overseeing procurement processes in transparent and efficient ways. Fluency in English and Amharic. Willingness and ability to take the initiative not only in identifying problems but also in suggesting and implementing solutions. Relevant higher education (at least B.A Degree holder) preferably in development studies, project/ business management, mass-communication or other relevant educational background. Computer (Word, Excel, PowerPoint) and internet user skills. Some experience of media work highly desirable. Understanding of the role of media and communications in development. Excellent interpersonal, communication and influencing skills.
