Superintendent Robert Dufour will introduce the two candidates for the open seat on the Eldred Central
School Board of Education, at which time each candidate will give a brief position statement followed
by a question and answer period.

RULES OF ORDER/QUALIFICATION OF VOTERS.
2.01
The Board President introduces Frank Kean, Vote Chairman, who will review the meeting rules
of order and the qualifications of voters:
A.
Each speaker should identify himself/herself and residence.
B.
Speaking Procedure – questions to be asked when acknowledged by Chairman.
C.
Questions must pertain to the Propositions. If there are questions in other areas, the
Superintendent will be available to answer after the discussion.
D.
No repeating of similar questions.
E.
One question per person.
F.
Chairman reserves the right to close discussions.
G.
Voting will take place on Tuesday, May 19, 2015, at the Eldred Junior-Senior High
School in Eldred, NY, between the hours of 11 a.m. and 9 p.m.
H.
Qualifications for voting at the Annual Meeting:

Must be a citizen of the United States.

Must be 18 years of age or over.
Must be a resident of the school district for 30 days or more preceding date of the
vote.
Must be registered for general election and meet qualification #3 above.
Must have registered for permanent voter registration with the Eldred School.
I.
There will be two voting machines. Registration books will be divided by last names.
There will be information available pertaining to the use of the voting machines and
propositions.
J.
The closing of the voting will take place on Tuesday, May 19, 2015, at 9 p.m. Prior to
the close of the polls, the Chairman will inquire if all present who choose to vote have
voted. If no response, he will declare the voting over, polls will be closed, and he will
request the results.
K.
The Chairman will oversee the registration and voting. He will verify all results with the
voting inspectors.
As Chairman of the Vote, I will now read the Call of the Meeting:
NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Eldred Central
School District (the “School District”), a school district of the State of New York, located in the
counties of Orange and Sullivan, will be held at the Eldred Central Junior-Senior High School in the
Eldred Central School District, on May 7, 2015, at 7:00 P.M. (Prevailing Time), for the presentation
of the proposed budget for the following school year. The budget will be available for review on
April 30, 2015, and thereafter at both school buildings and the School District Office.
NOTICE IS FURTHER GIVEN, that the annual meeting of the qualified voters of the School
District will be held at the Eldred Junior-Senior High School, Eldred, NY, on May 19, 2015,
between the hours of 11:00 A.M. and 9:00 P.M. (Prevailing Time), at which time the polls will be
opened to vote by voting machine upon the following items:

The adoption of the following proposition:
PROPOSITION NO. 1 - SCHOOL BUDGET
The annual budget of the School District for the fiscal year 2015-2016 of
$16,597,985.00 is hereby adopted and the requisite portion thereof to be raised by
taxation on the taxable property of the School District is hereby authorized.
B.
The adoption of the following proposition:
PROPOSITION NO. 2 – SUNSHINE HALL FREE LIBRARY
The Board of Education of the School District is hereby authorized to levy taxes
annually in the amount of $14,500.00 and to pay over such monies to the Board of
Trustees of the Sunshine Hall Free Library.
C.
ELECTION OF BOARD OF EDUCATION MEMBER:
The qualified voters of the Eldred Central School District are authorized to elect one
candidate as a member of the Board of Education to serve a five (5) year term
beginning July 1, 2015 and ending June 30, 2020.
As Chairman, I call upon the Superintendent and District Treasurer to present information and
answer questions pertaining to the propositions.
