Adam Hamm
NAIC Past President
North Dakota Insurance Commissioner
Adam Hamm was appointed insurance
commissioner by North Dakota Gov. John
Hoeven in October 2007, elected to a four-year
term in November 2008 and re-elected to a
second four-year term in November 2012.
Hamm’s dedication to serve the public began
with his work as a prosecutor at the Cass County State’s Attorney’s
office. Hamm prosecuted personal crimes, including murder, rape,
robbery, assault, and child physical and sexual abuse. This work gave
Hamm an understanding of what it takes to protect the public. Hamm
also has worked as an attorney in private practice, advocating for
North Dakota businesses and individuals.
Additionally, Hamm is active in the NAIC. He is the immediate past
President of the NAIC, and chairs its new Cybersecurity (EX) Task Force.
He also serves on numerous NAIC committees, including the Executive
(EX) Committee, the Financial Regulation Standards and Accreditation
(F) Committee and the Government Relations (EX) Leadership Council.
Additionally, Hamm was selected by his fellow insurance commissioners
to serve on the U.S. Financial Stability Oversight Council (FSOC). In this
role, Hamm represents the interests of all the nation’s state insurance
regulators. His NAIC and FSOC work ensures that North Dakota has a
strong national voice in both insurance regulation and the security of our
entire financial system.
Hamm is a graduate of Sam Houston State University and earned his law
degree, with distinction, from the University of North Dakota School of
Law.

Keynote Speakers
Senator Ben Nelson
NAIC Chief Executive Officer
Senator Ben Nelson became the CEO of the
NAIC Jan. 18, 2013. He was selected based on
his unique combination of executive, legislative
and regulatory experience. Senator Nelson was
elected to the U.S. Senate in 2000. After his first
term, he was reelected with 64% of the vote in
2006. He announced his retirement in late 2011
and did not seek a third term in 2012.
In the Senate, he served on the Agriculture Committee and Armed
Services Committee. He also served as chairman of the Strategic Forces
Subcommittee. Working with Republicans and Democrats, Senator
Nelson forged agreements between the Bush administration and the
Senate on tax cuts, Medicare reform and homeland security. During the
first term of the Obama administration, he co-founded a bipartisan “Jobs
Squad” of senators that cut $108 billion in spending from an economic
recovery plan that ultimately became law. In the months following 9/11,
Senator Nelson was instrumental in gaining passage of the federal
Terrorism Risk Insurance Act (TRIA), which provided a “backstop” for
catastrophic insurance losses resulting from acts of terrorism. Earlier
in his career, Senator Nelson was governor of Nebraska. In 1994, he
was the first Nebraska governor to be elected to a second term in two
decades. His record of balancing Nebraska’s budget as governor was
an asset as he worked to reduce federal spending in a way that was
effective and fair. Senator Nelson started his career in insurance law.
He served as CEO of the Central National Insurance Group, as chief
of staff and executive vice president of the NAIC, and as director of the
Nebraska Department of Insurance.
Senator Nelson earned a bachelor’s degree, a master’s degree and a
law degree from the University of Nebraska.
