TOWN OF ESOPUS REQUEST FOR PROPOSAL
TRANSFER STATION – WEST PARK, N.Y.
The Town of Esopus 284 Broadway Port Ewen, New York is soliciting proposals from qualified individuals
and firms to operate a municipal solid waste transfer station and recycling center off West Shore Drive
in West Park, New York.
PROJECT DESCRIPTION
The Town of Esopus wishes to explore the possibility of having a private sector Contractor operate and
manage the Town’s transfer station and recycling center.
TERM OF AGREEMENT
The initial Term of Agreement between the Town of Esopus and the private date entity or individual
operating the Transfer Station will be for a one year period.
SCOPE OF WORK:
DISTINGUISHING FEATURES OF THE POSITION
The work involves responsibilities for maintaining a Municipal Drop Off Center in a neat and orderly
condition and performance of a variety of work at the site. The work is carried out in accordance with
established procedures and NYSDEC Part 360 Regulations. Duties involve tasks related to care taking a
Municipal Drop Off Center, such as directing users of the facility to appropriate areas for dumping refuse
or placing recyclables, keeping the site as orderly as possible and performing heavy work requiring
physical endurance. The Contractor may be required from time to time to operate the scale and
therefore, the Contractor must be bonded.
Position Responsibilities - The typical work activities listed below, while providing representative
examples of the variety of work assignments in the title, do not describe any individual position. The
Contractor will be required to perform some or all of the following work related activities, as well as
other related activities which may not be specified below.
*Direct public and private users of the facility to designated dumping areas at the Municipal Drop Off
Center
*Perform routine duties to assist the operation of the recycling component of the Municipal Drop Off
Center
*Keep the Municipal Drop Off site neat by policing the area, picking up papers and trash, which may fall
off trucks
-2*Check that only authorized people use the Drop Off Site and collect fees if required
*Keep daily records and make reports
*Shovel and remove snow and ice from scale, equipment and walkways
*Maintain strict adherence to quality control by removing contaminants
*Maintain strict adherence to all safety issues
*Cut grass and remove weed as directed by the Town Board
*Perform unskilled work in connection with the painting and maintenance of signs
*Assist in ground maintenance activities
*Minor carpentry and building repair work
*Perform general cleaning tasks
*Occasionally operate a motor vehicle or any light construction equipment when available
FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Ability to understand and carry out simple oral and written directions, ability to secure the cooperation
of others, ability and willingness to perform simple manual tasks without direct supervision, ability to lift
heavy weights, willingness to work under adverse weather conditions, dependability, sobriety, honesty,
physical condition commensurate with the demands of the position.
EXPERIENCE
Experience in general labor or recycling. Must possess a clean, valid New York State Drivers License.
Must be familiar and have knowledge of NYSDEC Part 360 regulations and permit requirements related
to transfer stations, successful completion of training in OSHA regulations and transfer station
operations. Attend training meetings pertaining to job responsibilities when required. The Contractor
shall also make arrangements with t he appropriate authorities or entities to maximize recycling and
composting as appropriate.
INSURANCE
A certificate of insurance must be provided. The Contractor shall be required to provide general liability
policy in the minimum sum of 2 Million Dollars per individual and three Million Dollars per incident.
The policy must name the Town as additionally insured. In addition, the Contractor must maintain
Workers’ Compensation Insurance. Proof of insurance must be provided

annually, as evidenced by a paid receipt and an endorsement to the insurance policy and not merely
through a “binder” or “certificate” of insurance issued by the insurance agent. The Contractor will sign
a hold harmless agreement.
SELECTION PROCESS
Proposals will be reviewed by the Town Board and the Town Board may, in its’ discretion, choose to
interview one or more of the applicants or, in the alternative, the Town Board may dispense with
interviews. The Town further reserves the right to reject any and all proposals. Among the factors to be
used in evaluating the proposals will be:

*perceived capability to perform project
*relevant project experience
*qualifications of project team
*project approach
*references
*cost proposal; and
*capability to perform the work as required.
DAYS OF OPERATION AND HOURS
The Contractor must keep the facility open for business Tuesday through Friday from 8 AM to 4 PM and
Saturday from 7 AM to 3 PM. The only exceptions to same shall be that t he facility shall be closed on
New Year’s Day, the Fourth of July, the afternoon of Christmas Eve and Christmas Day.
RECYCLABLES
The Contractor shall be responsible to provide Transfer Station/Recycling Center and proceeds shall be
for the exclusive use and benefit of the Town.
SNOW REMOVAL
The Contractor shall also provide all necessary equipment to plow snow and remove snow from all
driving surfaces and to apply sand and salt as necessary so that the areas used by motor vehicles and
pedestrians shall, during all prescribed hours, be open for use and safe for vehicular and pedestrian use.

MAINTENANCE
The Contractor shall maintain the physical appearance and operational characteristic of the transfer
station/recycling center in a manner prescribed in NYCRR Part 360 and pursuant to any existing and
future Department of Health regulations or other State and Local regulations.
The Contractor shall also file, on a timely basis, all regulatory reports concerning the operation of the
facility. Failure to file said reports on a timely basis which result in any fines or penalties shall be the
sole responsibility of the Contractor to pay.
The Contractor shall also maintain all of the facilities and equipment at the transfer station/recycling
center in a safe and prudent manner and shall make all necessary and appropriate repairs in a good and
workmanlike manner.
RECYCLING/ MARKETING
The Contractor will provide all revenues to the Town for any recyclable or recovered materials, not
subject to the Solid Waste Agreement between the Town and the Ulster County Resource Recovery
Agency that are marketed the Contractor on behalf of the Town. The recyclables include:
*Tires
*Waste Oil
*Lead Acid Batteries
*Scrap Metals
*Magazines, Office Paper, Junk Mail, Cardboard, Newspapers
*Telephone Books
*Styrofoam Peanuts
*Wood Mulch
TRANSACTION RECEIPTS/RECORDS AND REVENUES
The Contractor shall collect, on behalf of the Town, all monies for user fees associated for the disposal of
materials brought to the Facility and the sale of stickers (printed at the Contractor’s cost) and bring the
receipts to the Town Clerk’s Office daily.
USER FEES
The Contractor does not have the right to raise the fees for materials brought to the Transfer
Station/recyclable for disposal. The Town reserves the right to raise or lower the fees charged at the

Facility. The Contractor shall submit to the Town Board a schedule of fees consistent with the
anticipated revenues to be generated at the facility. The contractor will follow the fee schedule as
prepared by the Town Board.
The Contractor must fulfill the obligations of the General Municipal Law as well as Part 360 of the DEC
rules and regulations. The Town Board reserves the right to review all RFP proposals and to accept or
deny the bid at the Town Board’s discretion.
ADDITIONAL SERVICES:
The Contractor agrees to fully cover the expenses for the following services to be provided at the
Facility.
Provide for the removal and proper disposal of Freon from appliances brought to the Transfer Station
for disposal.
The Contractor shall be required to maintain and provide at their expense an operating telephone at the
site with an operating answering machine or call forwarding to a central office on days the facility may
be closed.
The Contractor shall be required to provide at their expense heat, electric, drinking water, toilet facilities
and utilities necessary for proper operation of the transfer station.
The Contractor shall be required to dispose of tires brought to the facility by residential customers with
Town Board approval. The price used to determine the value of the tires shall be the price listed on the
facility fee schedule as established by the Town Board. Any tires brought to the facility by Town
Departments shall be documented and billed to the Town by the Contractor.
The Town shall assume all responsibility for the maintenance, repair and calibration of the scale at the
expense of the Town. The Town shall assume the liability of providing water and a portable toilet.
MEETING REPRESENTATION:
The Contractor will provide a representative to assist with financial input to the Town for annual budget
preparations.
The Contractor will provide a representative available for routine inspections and meetings with Town,
Ulster County Resource Recovery Agency and/or New York State DEC personnel.
The Contractor shall provide the above referenced representation, in Section 12, at the expense of the
Contractor.
PUBLIC EDUCATION/PUBLIC AWARENESS:
The Contractor will provide, at it’s own expense, to the Town a Public education and awareness program
designed to maximize waste reduction in accordance with the New York State Waaste Management Act
of 1988 and its updates and amendments.
The Town of Esopus reserves the right to accept or reject any and all bids.
