Essex-Stembridge Baseball
PLAYING RULES: This league will use the Official MLB rules as the official reference with
the rules below being the exception.
FIELD: Bases will be 70 feet. Pitching 50 feet.
BATTING: The batting order will be continuous with free substitution for all positions except
the pitcher. All players must be placed in the batting order at the beginning of the game and will
bat that order during the duration of the game. Any player arriving late will be placed at the end
of the batting order, regardless of the time he or she arrives. The manager will have the choice
of free substitution in the defensive side of the inning. If a player leaves the game for any reason,
his next at bat will be an out (ONE TIME ONLY), except in the case of an ejection, which will
be an out each time his spot in the order occurs.
Bat diameter is a maximum of 2 5/8 inches with no weight restrictions.
PITCHING: Players will be allowed to pitch a maximum of three (3) innings per game (there is
no weekly limit). One pitch constitutes one (1) inning.
Pitches who hit two (2) batters in the same inning, or three (3) batters in the same game MUST
BE REMOVED from the mound. Any pitcher removed from the mound may not return to pitch
in that game. A pitcher may play any other position on the field once they are removed from the
mound; once removed from the mound they may not pitch again in that same game. Any
violation of pitching rules may result in a forfeit; the final decision will be made by the Essex
and Stembridge Commissioners.
Balks will be called in 11/12. First offense will be a warning.
PLAYERS: A team must start and finish with at least seven (7) players. However, if a team has
less than seven players, the opposing team will lend them players to bring their team up to at
least seven players and the game will be played but in the standings the game will be marked as a
forfeit. If a team knows that they will have less than 9 players for the game, they may bring up
any 9-10 player to play for that particular game; however, they must notify the Commissioners
and the opposing team.
A player who is injured and cannot bat when their spot comes back up in the batting rotation will
count as an out only one time.
PLAYERS MUST SLIDE OR AVOID CONTACT. Head first slides will not be allowed at any
base.
All players, arriving on time, must play at least three (3) innings defensively in a six inning
game.
EQUIPMENT: Catchers MUST wear a protective cup. Catchers must use a catcher’s mitt.
Batters must wear full batting helmets with earflaps on both sides. Players coaching any base
during play MUST wear a batting helmet. Players warming up prior to batting MUST wear a
batting helmet. Players warming up the pitcher between innings MUST be wearing a protective
cup and a catcher’s mask with cap.
No player may wear metal cleats or spikes. Plastic or rubber spikes only
Each team will supply one Little League or equivalent baseball to the umpire at the start of the
game. In the event that additional baseballs are required, the home team will supply the first and
then the visitor will be next (alternating replacements).
PLAY: Games will be seven (7) innings in duration. Forfeit time will be fifteen (15) minutes
after scheduled game time. Games will be official after five (5) innings or four and one-half (4
½) if home team is leading.
If a game is postponed before becoming official, make-up games will be on the schedule and set
for Fridays. Any disagreement regarding postponed games, should be brought to the attention of
their respective Commissioners and the two Commissioners will make the final decision
regarding the date of the make-up game. The game will begin where it left off and played until
completed. Games must be made-up or a forfeiture will be given.
If the game results in a tie, the tie will stand. However, if at the end of 6 innings the game is a tie
and there is enough daylight to play an additional inning in hopes of eliminating the tie, the game
may continue additional innings as long as there is enough light.
Umpires have been arranged and their payment will come from the respective concession stands
after the game is completed.
A courtesy runner will be allowed for the catcher to avoid delays while putting on equipment.
The courtesy runner may only be used after the second out and must be the player that may the
last out.
There is an infield fly rule in 11/12.
SLAUGHTER RULE: A ten (10) run slaughter rule will be in effect after the team behind in
runs has batted at least five (5) innings.
DARKNESS: No inning will begin after 8:30 pm. If a game is on a lighted field, due to the fact
that games are on school nights, the game must be completed by 9:00 pm. However, if they are
still in an inning at 9 pm, the inning will be allowed to finish even if it is after 9 pm.
The ability to start another inning due to darkness will be determined by the County field leader
in charge of the site. If the field leader is unavailable, then the determination will be made by the
managers and umpire.
PROTESTS: Every effort is to be made to resolve all protests at the game. Any disagreement
should be brought to the attention of the Essex and Stembridge Commissioners and the two
Commissioners will make the final decision regarding any protest.
REPORTING SCORES: Scores and standings will be posted on the Essex website,
www.essexdugout.com. Click on the link that says “Scores and standings”. (They may also be
posted on the Stembridge website at a later time.) All managers must verify the scores at the end
of the game. After scores are verified BOTH managers must text 443-642-0349 with the name
of the teams, age group, and the scores. If the scores do not match, the score from the text that
came in first will be deemed the correct score. If the game did not finish and needs to play on
the make-up date, this also must be texted with the score at the time the game is stopped.
AWARDS: Trophies will be given to 1st and 2nd place teams with the cost paid by both the
Essex and Stembridge programs.
ALLSTAR: Each team will send 4 players to the Allstar game on Saturday, June 6th at the
Stembridge field #1 (lighted field) at 8 pm. The players will receive a t-shirt. There will be an
MVP trophy for each team. Winner will be picked by the opposing team. Since Essex and
Stembridge have 3 teams each, it will be an Essex vs. Stembridge Allstar game.
MANAGER GAME: There will be a manager’s softball game for all coaches and managers on
Saturday, May 30, 2015, at Stembridge field. This is in appreciation for all of their hard work
and assistance during the season.
UNSPORTSMANLIKE CONDUCT: Unsportsmanlike conduct by players, managers,
coaches, or parents will not be tolerated at any time. The use of profanity, fighting, razzing, or
throwing equipment will result in the removal from that game of the players or people involved.
The removal of a player or coach from the game will immediately disqualify that person from the
next scheduled game. The “suspension” will only count if the player is at the next game, in
uniform and sitting on the bench for the duration of that game. This person will remain
disqualified until the “suspension” is performed. The manager who has been “suspended” will
not be allowed to attend the next scheduled game.
CONDUCT: Managers are responsible for their team, their team’s conduct, and the conduct of
the parents and fans. Failure to control the teams will result in a forfeit, by the umpire, after he
deems proper warnings have been issued.
NO SMOKING on the field.
Alcoholic beverages are not allowed on County property by anyone at any time.
