Like Russia itself, the country’s highways network is massive – in 2012 the system totalled 928,000 km. This figure includes more than 50,000 km of federal highways, plus nearly half a million km of regional public roads. However, development of the network has not kept pace with growth in traffic in terms of either its length or capacity, and an extensive new road construction programme is planned under the federal government’s transport strategy. Up to 2020 a target has been set to build 18,000 km of federal expressways and 7,000 km of regional roads. Toll highways are playing an increasingly important role in the strategy, and in 2013 plans were unveiled to introduce a payment system applicable to all vehicles over 12 tonnes using federal highways. In addition, by 2020 some 1,500 km of public toll roads are expected to be in operation and this figure is expected to rise to 9,000 km by 2030. In major cities modern traffic management technology is being used to tackle congestion, including provision of dedicated bus lanes and public transport priority schemes at intersections. Steps are also being taken to improve road safety, and automated parking systems are being introduced more widely.
