I
n the middle of the 19th century Revenue Taxes made up as much as one tenth of
all Government income in Finland. So the way to collect these taxes was important.
Stamped paper had already been used in Finland since 1661.
On November 24, 1864, a decree was issued to print adhesive Revenue stamps. The Printing
House of the Finnish Literature Society printed the stamps by lithography and the first
Revenue adhesives were issued in March 1865. The printed sheets were delivered to the
Charta Sigillata Office, where they were rouletted using the same rouletting discs then in use
for the postage stamps of the period.
The first issue consisted of 24 values from 20 penni to 80 marks. This issue had inscriptions
only in Finnish – an early official demonstration of the Finnish language. Even so, the Swedish
language was still dominant in those days in Finland. Therefore in April 1865, just one month
after the first issue, it was decided that both languages must be used on Revenue stamps. This
second issue contained 30 values from 10 penni to 500 marks.The Revenue stamps were
valid “for ever” and the latest recorded usages are from August 1895.
The Jussi Tuori Collection contains all the values with different roulettes, large strips, colour
and printing varieties. The collection also contains unused stamps. Those from the penni
values are rare, from the mark values even rarer. All the unused multiples are exceedingly
rare.
The documents with all the rates explained are an essential part of the collection, containing
more than 60% of all known documents of the 1865 issue and a significant percentage of
the mark values are included, as well as all existing Proofs of the first issue, many of which
are unique.
The Jussi Tuori International Large Gold and Championship Class Collection of Rouletted
Revenue Stamps of Finland contains a total of at least 117 items from the famous Agathon
Fabergé, the most important collector of Russian and Finnish stamps in the early years of the
20th century. The collection was the first collection of ‘Revenue Stamps’ ever published in
the EDITION D’OR series of books (Volume XV, 2009). This is a ‘once in a lifetime’ chance
to acquire the best collection ever formed of Finland’s Rouletted Revenue Stamps.
