FILM HUB NORTH WEST CENTRAL STEERING GROUP TERMS AND CONDITIONS Film Hub North West Central (NWC) is part of the BFI Film Audience Network (FAN), which is a groundbreaking new deal for UK audiences. HOME is delighted to be the Film Hub Lead Organisation (FHLO) for NWC working with the BFI and regional partners to bring more specialised and independent British film to UK audiences in new and exciting ways. As outlined in Film Forever, the BFI’s plan for 2012-2017, the FAN ambition is to encourage people to build a lifelong relationship with film, to help build audiences for a broader range of films across all platforms and ensure that film culture can be accessed and enjoyed by everyone across the UK. The Film Hub NWC region covers Lancashire, Greater Manchester, Merseyside, Cheshire, Derbyshire, Staffordshire and Shropshire. Film Hub NWC currently has over 90 members representing a diverse mix of organisations in our region. 1. FILM HUB NWC KEY STRATEGIC AIMS: Vision: Film Hub NWC will be effective and admired as a driver for growing audiences, increasing audience choice, and deepening their engagement with cultural film. Film Hub NWC works within the core strategic objectives outlined within the BFI’s Film Forever plan. These core objectives are: Reach: To increase and broaden audiences for specialised and British independent film Breadth: To considerably extend film choice for audiences across the UK Depth: To enhance opportunities for audiences to engage with and learn about film 2. PURPOSE OF STEERING GROUP: The Film Hub NWC Steering Group will represent the interests of the region’s Hub members, make decisions on future strategy (in consultation with the Film Hub NWC Management Team) and be an advocate for the Film Audience Network. 3. ROLES AND RESPONSIBILITIESTHE FILM HUB NWC STEERING COMMITTEE WILL: Provide industry expertise in relation to Film Hub NWC’s activities, especially in relation to the development of audiences for specialised and British independent film. Contribute to Film Hub NWC’s strategy through the development of the annual business plan. Contribute to the discussion that informs Film Hub NWC’s annual programme of activity and delivery. Consider strategic development opportunities to enable Film Hub NWC to broaden activities and provide insight into film programming and broader film exhibition sector issues. Read and provide comment on submitted Steering Group papers. Comment on, and ratify, recommendations for project investment made by the Management Team. Attend four meetings a year (dates to be confirmed). Recommend and table additional topics for discussion at the Steering Group meetings. Sign off meeting minutes. The Steering Group members will be committed to the aims of Film Hub NWC and the BFI’s Film Audience Network and be prepared to represent and champion the sector beyond their respective organisations. FILM HUB NWC WILL: Schedule Steering Group meetings. Prepare meeting’s papers, including all documents associated with investment and distribute them two weeks in advance of the meeting. Maintain contact with the members of the Steering Group between meetings, providing updates as required. Maintain Steering Group online portal. Co-ordinate and distribute Steering Group meeting minutes Feedback at Steering Group Meetings on UK-wide FAN strategy and activity. 4. FILM HUB NWC INVESTMENT DECISION MAKING PROCESS: Funds will be distributed to Film Hub NWC members via strategic commissions and accessible, competitive investment schemes. Open calls will be announced twice a year and applications invited from Hub member organisations. Film Hub NWC's Management Team will conduct an eligibility review of all applications by applying the criteria set out within the published guidelines. The Film Hub NWC Funding Panel (Hub Management Team, a Steering Group representative and an external assessor) will formally assess each eligible application. The Film Hub NWC Management Team will draw up a list of applications recommended for investment. The list and details of each award will be submitted to the Steering Group for discussion and ratification. Minutes from the Steering Group meetings will be a record of ratification of investment. Film Hub NWC will maintain processes such as declarations of interest to guarantee fairness and transparency in the decision-making process. As with the case of the FHLOs applying for funds, if any member of the Steering Group applies for funds, they will not be directly involved in that application’s assessment or approval. 5. APPLICATION PROCESS The Film Hub NWC Management Team will assess Steering Group applications and appoint the Steering Group that will consist of up to 8 members. The Steering Group will be representative of our region and will include an individual from outside of the film sector. We wish our Steering Group to be representative of the diversity of our Hub Members and will consider individuals from all range and size of organisation. We want to ensure that a broad range of interests are represented including film programming, curating, publicity, operations, education, event production, audience development and working with diverse content and diverse audiences. Meetings will be held at a mutually convenient location. Meetings will be chaired by Sally Folkard, Film Hub NWC Development Manager. DATE OF FIRST MEETING: 16 June 2015 (TBC) at HOME. TERM: Membership of the Steering Group will be reviewed annually. EXPENSES: Reasonable travel expenses (using public transport where possible) will be paid to members.
