STATUS OF IMPLEMENTATION OF INTEGRATED CHILD PROTECTION SCHEME (ICPS) BY THE
STATE CHILD PROTECTION SOCIETY IN DELHI
The ICPS scheme was launched by the Ministry of Women & Child Development in the year 2009. The
scheme aims to provide a protective environment for all the children enabling them to lead a safe,
secure and well protected life. The State Child Protection Society (Department of Women & Child
Development) has completed 4½ years of its service to children in need of care, protection and
rehabilitation through various programmes of ICPS.
Main Programmes Initiated Under ICPS :

The Department has set up/ recognized the following Institutions:
a) 23 Government Run Children’s Institutions ( 4 OH, 1 SH,2 Place of Safety)
b) 02 After care Homes at Nirmal Chhaya complex for girls and Alipur Home for boys
c) 08 Child Welfare Committees( CWC)
d) 02 Juvenile Justice Boards (JJB)
e) 07 NGO run Shelter Homes
f)
12 NGO run open shelters for street children and children in dangerous/ difficult situations
g) 75 NGO run Child Care Institutions (CCIs)
h) 13 State Adoption Agencies ( SAA’s)

On an average about 6800 children are taken care of annually through institutional and
non- institutional care under ICPS scheme.

Financial support is provided under ICPS to NGO run open shelters, shelter homes and
specialized adoption agencies for up gradation and maintenance.

Data of children placed under institutional care in Govt. and NGO run CCIs are received and
submitted online in the M/O WCD website on quarterly basis in the prescribed format.
Regular monitoring of child care institutions is conducted by ICPS staff:
 Periodic monitoring visits of open shelters, shelter homes, adoption agencies, CCIs is
conducted by ICPS staff with the objective of reviewing the programme, status of
beneficiaries catered to through the services.

Night inspections of NGO run open shelters are also carried out by the ICPS team & DCPU
staff to ensure that the street, homeless children are provided proper shelter, beds,
beddings in the bone chilling winter weather and have access to all the basic / essential
services as per ICPS guidelines.

The District Child Protection Units have also been entrusted with the responsibility of
conducting regular monitoring visits of institutions

Training /Orientation / Awareness & Sensitization Programmes:
Regular orientation, training/ sensitization and awareness programmes are organized for
Chairpersons/ Members of Child Welfare Committee, Police Officers, Metropolitan Magistrates,
Doctors of Government Hospitals, Media Personnel, Welfare Officers, and Functionaries of Child
Care Institutions on:
 Issues of care and protection of children
 Various legislations, child mental health/ child psychology
 Protection mechanisms available for children exposed to vulnerable situations.

District Child Protection Units (DCPU’s) :
ICPS envisages setting up of District Child Protection Unit (DCPU) in each district as a fundamental
unit for the implementation of the scheme. The DCPU shall coordinate and implement all child
rights and protection activities at district level. To date, The State Child Protection Society has set

Mass awareness and publicity has been initiated through advertisement of
Public Notices in the leading National Newspaper on “PROTECTION OF A
CHILD FROM SEXUAL ASSAULT, SEXUAL HARASSMENT AND
PORNOGRAPHY
An informative brochure has been printed/ published for distribution and
circulation in Educational Institutions. The brochure carries the relevant and
salient provisions of POCSO Act.
Awareness/ sensitization programmes are organized by the District Child
Protection Units in communities, schools and NGOs on protection of children
from sexual abuse, “ good touch & bad touch” , child rights , education and
legislations for children
National Web Portal (Track the Missing Child) :
The State Child Protection Society, through a collaborative effort with National Information
Centre (NIC) has facilitated the process of online entries of missing and found children. Training
programmes have been organized by DWCD in this regard with the assistance of NIC. The State
Child Protection Society in collaboration with NIC has initiated the process of generating user
IDs and password for all the child care institutions.

State Adoption Resource Agency ( SARA): State Adoption Resource Agency (SARA) under Integrated
Child Protection Scheme (ICPS) has been set up for monitoring the Specialized Adoption Agencies
(SAA’s) and to support Central Adoption Resource Authority (CARA) in promoting In-country adoption
and regulate Inter-country adoption in the State of Delhi. At present, 13 Specialized Adoption
Agencies (SAA’s) are recognized under Section 34 and 41 of Juvenile Justice Act 2000. Of the 13 SAA’s,
8 SAAs are recognized by CARA as RIPAs (Recognized Indian Placement Agencies) for doing Intercountry adoption as well.

Programmes undertaken by SARA:







Regular monitoring of SAA’s to ensure that adoption guidelines are being followed
SARA has initiated the process of
conducting Home Study visits and accordingly
forwards the reports to other States in respect of Prospective Adoptive Parents residing
in Delhi and are interested in adopting from outside Delhi
Developed SOP (Standard Operating Procedure) for Child Welfare Committees for
declaring a child legally free for adoption
Receive and process the dossiers received from RIPA’s for Inter-country adoption and
act as a secretariat for the ARC (Adoption Recommendation Committee)
Awareness programmes on prevention of “Private / Illegal Adoption Through Hospitals /
Nursing Homes” is held for doctors and nursing staff of Govt. run hospitals .
Providing guidance and counseling to couples who are interested in adoption
Facilitate the setting up of Specialized Adoption Agency and maintain a comprehensive
list of such agencies
