Dear colleagues,
Over the past decade, the frequency, severity and political significance of global
health problems have produced more awareness and action by countries, international
organizations and non-governmental actors on health issues than at any other time in
history. Multisectoral approaches are required to address the complex nature of
global health, achieve results and contribute to social stability. Foreign policy is now
being driven substantially by health to protect national security, free trade and
economic advancement. Global health diplomacy brings together the disciplines of
public health, international affairs, management, law and economics and focuses on
negotiations that shape and manage the global policy environment for health.
The Institute of Innovative Educational Programs in Healthcare of the Peoples
Friendship University of Russia in collaboration with the Global Health Programme
at the Graduate Institute of International and Development Studies in Geneva and the
World Health Organization hosts the first Executive course on Global Health,
Diplomacy and NCDs in the Russian Federation.
The course is designed for mid-career and senior professionals who could
share their experiences and perspectives in a focused, one-week intensive programme.
The course will focus on the cross-cutting issues, among others, involving
demographic challenges, the role of UN agencies in global health, global health
diplomacy, health and foreign policy, global health instruments, the interface of
health, trade and intellectual property, as well as health and human rights. A
negotiation exercise will be part of the course and the topics will relate where
appropriate to NCDs.
The interdisciplinary and multinational course faculty is represented by experts
from the Institute of Innovative Educational Programs in Healthcare (Moscow), the
Global Health Programme (Geneva) and WHO.

COURSE OBJECTIVES
Present a multidisciplinary field of global health diplomacy, which
consolidates achievements of international law, politics, economy,
public health and international relation, acquaints with its key
challenges and opportunities.
Explore the role of global health diplomacy in NCDs prevention
Discuss the interface of health and human rights, trade, intellectual
property and the impact of corruption on health.
Analyze experiences in negotiation processes at the national, regional
and global levels.
Identify and define the role of global health instruments in global
health governance.
After the course completion participants will be able to
Apply hard and soft law instruments in global health governance.
Estimate influence of global health challenges on issues of trade,
intellectual property, trade, human rights and security.
Understand bi- and multilateral health diplomacy.
Participate more effectively in negotiation processes.
Understand the role of global health diplomacy for NCDs.
Estimate the responsibility of pharmaceutical companies in access to
NCDs medication

Course price
The course price is $3,000, which includes educational material, lunches, coffee breaks, cultural event
and gala dinner. Visa procedures, transport and accommodation are not included. The price of the course
+ accommodation (29 March – 04 April) is $4,000.
Language
The official language of the course is English. All educational material will be provided in both English
and Russian.
Certificate
Participants who complete the course will receive a certificate of attendance from Peoples Friendship
University of Russia.
Location
The course will take place at the educational center of the Institute of Innovative Educational Programs in
Healthcare. The logistics for the course audience will be provided after the 01 March 2014
