Historic Preservation awards The City of Appleton Historic Preservation Commission invites you to participate in the nomination of property owners of residential and non-residential property who have taken care to preserve the property or have undertaken restoration or revitalization projects that have restored, rehabilitated and/or preserved a part of the City’s historical resources. Two types of certificates will be given each year: one for Stewardship and one for Historic Preservation/Restoration. If you would like to submit a nomination/s for the Stewardship or Historic Preservation/Restoration Certificate, you may pick up a nomination(s) form at City Hall in the Community Development Department, or across from the cashiers (1st floor of City Hall), or online at www.appleton.org (under Department of Community Development/Quick Links/Historic Preservation). The Program exists to honor Appleton homeowners who have meticulously maintained or have made significant exterior improvements to their property that enhance the neighborhood and community. If you have questions regarding any aspect of the Program, please call 832-5996. terrace Planting information Thinking of landscaping the terrace (the area between the sidewalk and the street)? Special plantings in the terrace area require a “Street Occupancy Permit” so that safety and ordinance issues can be addressed. The permit must be requested for plants in excess of 3 feet in height, hedges, rocks, railroad ties, loose stone, mulch or sand surfaces and vegetable plants. The permit needs the approval of the Municipal Services Committee and the Common Council. For questions or to request a permit, contact the Department of Public Works at 832-6474. For tree planting and other terrace tree maintenance concerns, contact the City Forestry Division at 832-5580. mailbox Placement Proper mailbox placement is important for City crews as well as postal carriers. Snowplows, street sweepers and garbage trucks can damage mailboxes that extend over the road. Please check your mailbox to make sure that it is in compliance with Post Office guidelines. Mailboxes should be installed at a height of 42-48 inches from the road surface to the bottom of the mailbox or point of mail entry, and set back 8 inches from the front face of the curb or road edge to the mailbox door. Where there is no curb, the height of the mailbox should be 48 inches from the top of the ground to the bottom of the mailbox. The City of Appleton will not be responsible for any mailbox damaged in the course of City operations that does not meet the above requirements. rummage sale signs To help keep our city looking good and to comply with City ordinance, we would like to make you aware of proper sign placement. Advertisement signs, including rummage sale signs, are not to be placed within the terrace area, on the sidewalk or on telephone or utility poles. water Hydrant flusHing The Public Works Department will again be flushing hydrants this spring and fall. Water mains are the big pipes that bring fresh water to your home. Flushing removes natural minerals, like iron, which are harmless but can discolor your water. If you see crews working in your area, please try to use as little, or if possible no water for an hour. Allowing the water to settle ensures that you won’t draw discoloration into your water system. Please check www.appleton.org “My Neighborhood” for collection dates specific to your address. Place your City garbage container out for collection the night before your scheduled collection day (between 5 p.m and 3 a.m.) with the handle facing your house. Do not place your container within 5 feet of any object on the terrace or park your vehicles in front of a container. Because of safety concerns, never place a container in the road. Containers should be returned to their point of storage before midnight the day of collection. Please use plastic bags for items inside of City garbage containers. Any bags that cause the lid not to close on City garbage containers are considered overflow refuse (see next section). If your automated container is too small, too large or needs repair, call 832-5580. OVERFLOW REFUSE is defined as garbage or trash that would normally fit into the City-supplied garbage container. Because garbage container charges are based on volume, bagged garbage or trash that doesn’t fit in your container must be marked with a disposal tag. Bags should weigh less than 45 pounds. Up to 2 bags of overflow are collected each week with a $2 collection sticker. Put overflow refuse approximately 4 to 5 feet from garbage containers. Overflow stickers should be attached to bags so as to be visible to drivers. If you are moving or just cleaning out, you may request a special collection. A fee is charged. Call 832-5580 for details. FRee oVeRFloW ColleCtionS – MontHlY Collection will be on your regular garbage day during the following weeks: Mar. 14-18 May 9-13 July 11-15 Sept. 12-16 Apr. 11-15 June 13-17 Aug. 15-19 • Items collected free of charge: bulky overflow (described below), bagged garbage, carpet, lumber (description follows) and construction materials (description follows). • Items collected with a tag: appliances and tires. • Items not collected: hazardous waste, yard waste and electronics, including computers, TVs, monitors and DVD players (see electronics section). One truck will come for the automated cans and another for overflow. Recycling is collected according to the usual schedule and is not part of this collection. BULKY OVERFLOW includes items that are too large to fit into automated containers. • Items collected (no sticker required): furniture, toilets, bikes, grills (propane tanks removed) and lawn mowers (gas and oil removed). • Items collected (sticker required): major appliances and tires. • Items NOT collected: electronics, computers, monitors and DVD/VCR players (see electronics section). Many electronic items contain harmful materials including lead, mercury, cadmium, chromium, other heavy metals and chemical flame retardants that can leach into the environment where they can affect human and environmental health. Many of these electronic items also contain valuable reusable materials. To see options for disposal of E-Waste items and additional information, contact Outagamie County Solid Waste and Recycling at 832-5277 (option #3) or visit their website at www.RecycleMoreOutagamie.org. TIRES are picked up curbside on garbage da y. A tag is required. • Tire tags cost $1 each for tires 16 inches and smaller and $4 each for tires larger than 16 inches. • There is a limit of 4 tires per household. • Tires can also be brought to the Glendale Avenue Yard Waste Site. Fees are charged. FRee tiRe WeeKS apRil 16-23 & SepteMBeR 17-25 To participate, bring tires to the Glendale Avenue or Whitman Avenue Yard Waste Site during these dates. There is a limit of 4 tires per household. CARPET is collected curbside on your regular garbage day during free overflow weeks. • Cut carpet into 4-foot lengths and rollup; • Rolls to weigh less than 45 pounds; • Tie or tape rolls. CONSTRUCTION MATERIALS generated by a contractor should be disposed of by the contractor. Work done by the homeowner may be set out curbside in compliance with the specifications for overflow refuse (see page 7). If you are unable to meet the restrictions for placing items curbside, they can be taken to the Outagamie County Department of Solid Waste (landfill) at 832-5277 or the Glendale Avenue Yard Waste Site (see page 9 for fee information). NOTE: Construction items that are in good condition can be donated to the Habitat for Humanity ReStore. Call 830-8400 for information. GRASS CLIPPINGS are not collected curbside. They may be taken to the Glendale Avenue or the Whitman Avenue drop-off sites for $2 per bag. YARD WASTE, BRANCHES and BRUSH COLLECTION – Curbside pickup is offered in the spring and fall during designated weeks. At all other times, branches and brush should be taken to one of the two yard waste sites free of charge. YaRd WaSte, BRanCHeS & BRuSH CuRBSide piCKup apRil 18-MaY 6 Yard waste will be picked up curbside on the day following your regular garbage day. If your garbage collection is on Friday, yard waste collection will be done on the Monday before. For example, if your garbage pickup day is Friday, April 22, put yard waste out for Monday, April 18. Yard waste must be in containers, lawn and leaf paper bags or tied in bundles. • Containers should have handles, be 33 gallons or less and weigh less than 45 pounds when full. • Branches and brush must be cut to 4-foot lengths and bundled with twine. Bundles should be less than 2 feet around and weigh less than 45 pounds. • Lawn and leaf paper bags can be purchased at most hardware stores and home improvement centers. Please do not use plastic bags, boxes, tarps or 55-gallon fiber barrels or their liners. In the event of a major storm, storm pickup information will be distributed through Public Service Announcements on the TV, radio and in The Post-Crescent. The decision for storm pickup is determined on a storm-by-storm basis and is determined by evaluating the severity and widespread extent of the damage. HAZARDOUS WASTE – CLEAN SWEEP – Some wastes are too hazardous for landfills and require special disposal through the Outagamie County “Clean Sweep” Program. Hazardous wastes include: pesticides, herbicides, rodent baits, acids and alkalines, lead-based paints, batteries and Ca-49 appleguide spr/sum 2011.indd 8 some cleaning materials. This program is limited to households only. An appointment is required. For further information, call Outagamie County at 832-5277 (option #3) or check their website at www.RecycleMoreOutagamie.org. PAINT – Latex-based paint cans can be put in your garbage container after lids are removed and the paint has dried out. If you want to speed up the drying process, add sand or cat litter to the paint. Any oil-based paint or paint containing lead should be turned in to the “Clean Sweep” Program. MEDICAL SHARPS – Under Wisconsin law, sharps must be treated before disposal. They are also instructed on when, where and how to cross the street. A working traffic signal, miniature buildings and an outdoor riding course in the child-sized Safety Town create hands-on education. Each student is provided with a three-wheeled trike that is specially designed for young riders. Students are required to bring their own bike helmet. Parents are welcome to participate and are invited to attend class on Friday for graduation. The department offers youth an opportunity to participate in soccer, flag football, kickball, basketball, baseball, softball and T-ball throughout the year. SWiM leSSon ClaSS deSCRiptionS inFant & eaRlY CHildHood ClaSSeS Parent/child Designed for children 6 months to 5 years of age, this program builds swimming readiness by emphasizing fun in the water. Parents and children participate in several guided practice sessions that help children learn elementary skills, including water entry, bubble blowing, front kicking, back floating, underwater exploration and much more! Once children can perform basic skills without parental assistance and are 3 or 4 years old, they can advance to the Preschool Beginners class. Preschool beginners This class has been designed specifically for children ages 3 to 4 years of age that are ready for learning basic water skills on their own without the aid of their parents. Parents are strongly encouraged to have the child take the Parent/Child class prior to enrolling in this program. The child must be 3 years of age by the first day of lessons. Kindergarten intermediate This class is for children ages 4-5 who have already taken the Preschool Beginners class and are ready to further develop their swimming skills. This class is also geared for 5-year-old children who have no previous swim lesson experience and are not quite ready for the Level 1 class. Children MUST be at least 4 years old by the first day of lessons. Where it all begins! In this introductory class, students will learn basic water safety rules, how to use life jackets, submerging their mouth, nose and eyes, opening their eyes underwater and picking up submerged objects, swimming on front and back using arm and leg actions, recognizing a swimmer in distress and getting help, exhaling underwater and floating on front and back. Prerequisite: Children ages 4-5 must have completed and passed the Kindergarten Intermediate class. Children ages 6 & up may enroll in Level 1. Level 2: Fundamental Aquatic Skills Purpose: Give students success with fundamental skills. The next progression in the Learn to Swim program. In this level, students will be able to move in the water while wearing a life jacket, submerge their entire head, front and back glide, tread water using arm and leg motions, recognize a swimmer in distress and getting help, bobbing in water, jellyfish float and swimming using combined stroke on front and back. Level 3: Stroke Development Purpose: Build on the skills learned in Level 2 by providing additional guided practice. In Level 3, students will work on reaching assists, submerging and retrieving an object, front and back glide, front and back crawl, kneeling or standing dives (shallow dive progressions), rotary breathing in horizontal position, survival float, back float, butterfly kick and body motion. Level 4a: Stroke Improvement Purpose: Develop confidence in the strokes learned and improve other aquatic skills. Level 4a provides students with safe diving rules, diving from stride position or shallow dive, survival float, elementary backstroke, breaststroke kick, feet-first surface dive, treading water and front and back crawl. Level 4b: Stroke Improvement II Purpose: Refine and improve strokes learned in 4a while building swimming endurance. Level 4b will help students improve on skills learned in Level 4a while building swimming endurance needed for Level 5. Students will be required to perform front and back crawl, elementary backstroke, introduction to breaststroke arms, introduction to the butterfly, treading water, introduction to sidestroke and various safety skills. Level 6: Swimming and Skill Proficiency Purpose: Refines the strokes so students can use them with ease, efficiency, power and smoothness over great distances. Recreation | page 35 CeRtiFiCation CouRSeS The Appleton Parks and Recreation Department is an authorized provider of the Outagamie County American Red Cross certification courses and will continue to provide life-saving courses for the citizens of the Fox Valley region. All participants will receive a course manual with each registration. FIRST AID – r.07 Participants in this course learn to recognize and respond to emergencies including shock, heat and cold emergencies, sudden illnesses and poisonings. Additionally, participants will learn first aid for everything from cuts and scrapes to muscle, bone and joint injuries. Loaned course books are provided at the first class or may be purchased at the Red Cross. First Aid certification is valid for three years. Students must be 12 years of age or older.
