Managing in a Chaotic Environment
The conference theme reflect the urgent demand that raised in the market
due to the rate of the change in the market place in one hand and researches
showed that previous and current success doesn’t guarantee future success
on other hand.
This is one of the challenges that contemporary organizations and leaders are
facing, it’s the chaotic environment, speed of change and uncertainty.
An organization’s environment is defined as set of elements existing outside
the boundary of the organization that have the potential to affect all or part
of the organization. According to “open systems model”, organizations
need resources from the environment, their products or services have
to be desired by the environment, and they need information from
the environment to monitor these other two needs. As long as
an organization can foresee its needs being fulfilled by the
environment, and predict the demands from the environment for its goods or services, it can continue to function in
the way that it always has. However as any part of the environment becomes more uncertain, the organization will have to
adapt to the new demands or contingencies.
What is a chaotic environment?
The degree to which organizations’ future cannot be anticipated and
accurately predicted, and highly uncertain, result more complex and less
stable. Thinking about the future is one of the leaders’ duties and tasks,
trying to position the organization in the future, forecasting the outcomes
and results that is the strategic role of leaders caring about organization’s
future. Unpredictable future is big challenge for leaders and managers, how
to lead the organization, manage people and achieve goals.
External environment has several elements, which impact the organizations.
Major elements of the environment are economic, technology, social, demography and political.
Needless to say that leaders now a day need to have the ability and skill to
manage their organizations in uncertain environment or chaotic world, as
this became the de facto. Managers should have the tools to measure.

Tun Dr. Mahathir bin Mohammad,
Fourth Prime Minister of Malaysia on 16 July 1981.
Dr. Mahathir has been active in politics since 1945. He has been a member of the United
Malays National Organization (UMNO) since its inception in 1946. Dr. Mahathir was first
elected as a Member of Parliament in the General Election in 1964. However, he lost his
seat in the subsequent General Election in 1969.
Dr Mahathir is credited of having turned Malaysia’s economy from agriculture-reliant to
industrial-driven and at the same time elevating Malaysia’s position as the 17th biggest
trading nation in the world.
During the Asian financial crisis of 1997/1998, Dr Mahathir resisted borrowing from the
International Monetary Fund and implemented Malaysia’s very own formula for economic recovery which, until today, remains a model for economic success apart from being a
subject of research and study.
Dr Mahathir, known for speaking his mind was also named Asia’s Newsmaker of 1998 by
the TIME Magazine.
In 2003, the Malaysian Government declared Dr Mahathir to be “The Father of Modern
Malaysia” in recognition of his contribution in turning Malaysia into a modern, advanced
and industrialized nation.
Following his retirement as Prime Minister Dr Mahathir was conferred the nation's
highest award, Seri Maharaja Mangku Negara which carries the title "Tun" in recognition
of his immense contribution to the country.
Tun Dr. Mahathir has also been conferred with numerous local and international awards.
Among them is the King Faisal International Prize for Service to Islam from Saudi Arabia,
the Jawaharlal Nehru Prize for International understanding from India and the Order of
Good Hope Class One and Grand Cross award form South Africa. Recent awards include
the Linus Pauling from the International League of Humanists for Peace and Tolerance
from Bosnia Herzegovina, the Gaddafi International Prize for Human Rights
Currently he serves as an Advisor to the national entities, namely the Langkawi Island
Development Authority, the Tioman Island Development Authority and the highly
successful National Petroleum Company, Petronas.
Dr Mahathir is today also the Chairman of the Perusahaan Automobile National Berhad
(PROTON), a national car project which has been very close to his heart from the time he
was the Prime Minister. He is also the Honorary President of Perdana Leadership
Foundation (PLF), a think-tank set up to preserve, develop and disseminate the intellectual heritage of past leaders; the Chairman of Kuala Lumpur Foundation to Criminalize War
(KLFCW) and President of Perdana Global Peace Foundation (PGPF). Both these organizations aim at promoting global peace and criminalizing war. He also serves as the Chancellors of the University of Petronas and Perdana University.

HE Mr. Abdulla Hamad Al Attiyah
Former Deputy Prime Minister of Qatar & Former Minister of Industry and Energy, has
served for over 30 years in the oil and gas industry. He was the Minister of Energy and
Industry and the Chairman of Board of Directors and Managing Director of Qatar
petroleum until 2011. He concurrently held the post of the Second Premier since
2003 and then the Deputy Premier in 2007. Mr. Al Attiyah played a significant role in
the energy industry both at the regional and at the international level through his
leadership and guidance roles in the OPEC and OAPEC organizations. He participated
regularly in global energy forums and conferences and was always a sought- after
keynote speaker at these events.
His Excellency Al Attiyah is equally devoted to the issues of global climate change and
sustainable development. He was elected as Chairman of the UN Commission on
Sustainable Development in 2006 and has led Qatar’s delegation to a number of
UNFCCC conferences. His Excellency was elected as the President of COP 18/CPM 8 in
2011 which was held in Doha, Qatar. He was instrumental in building consensus
among the parties on the key issues of climate change, particularly on the Kyoto
Protocol.
HE Mr. Al Attiyah was awarded a number of prestigious national and international
medals in appreciation of his long lasting and outstanding contribution to the development of his country of Qatar and his leadership role in the energy industry.

Dr. Saad Al Barrak is a distinguished engineer and businessman of international
repute. He holds a BSc in Electrical Engineering, an MSc in Systems Engineering, both
from Ohio University, and a PhD in Information Systems & Technology Management
from the University of London. He is also an alumnus of Harvard University. Since his
appointment in 2002 and under his tutelage, Zain’s (formerly MTC) In this period,
Zain's market capitalization on the Kuwait Stock Exchange has increased from less
than US$2.5 billion to exceed $10 billion by December 31, 2008.. he received the
Middle East’s ‘CEO of the Year’ award in the Information Communication Technology
sector, and in 2003 he received the ‘e-Businessman of the Year’ award in the region.
He was given the “Outstanding Contribution to Business Award" at the 2012 CEO
Middle East Awards held in Dubai. He is currently an Advisory Board Member of the
UNDP in Kuwait as well as a member of the International University of Africa,
Khartoum. Dr. Saad is at present the Executive Chairman of ILA Group, with offices in
Bahrain, Egypt and Kuwait. Early 2014, he was chosen as a member of the Supreme

He is a Lebanese poet, specialized in media. He has published twenty
books between poetry and prose. He prepared and presented numerous
television programs, the most famous “Khallik Bel Bet" and "Sit El
Habayeb" (through the Future channel) and “Bayt EL Quasid" (Al Maya-
din). He writes on a weekly basis in "Al Hayat" newspaper and “Zahrat AL
Khalij” magazine. The Grand Parisian “Salon d’ Automne” granted him an
appreciation shield, and he was selected by “Newsweek” and “Arabian
.Business” magazines as one of the most influential Arab figures
His poems were sung by Marcel Khalife, Ahmad Qaabur, Umaymah Al
Khalil, Hiba Kawas, Jahida Wehbe, Ali Nassar and others. His work
inspired various designers and artists, including Azza Fahmy, Hana
Sadeq, Hana Al Hanawi, Amin Al Basha, Maroun Al Hakim, Ola Hijazi,
