The Government of India has received loan from Asian Development Bank, hereinafter
referred to as ADB; towards the cost of Uttarakhand Emergency Assistance Project (UEAP);
part of this loan is being used for eligible payments under the Consulting Services named
above.
2.
The Project Implementation Unit (PIU) -the Implementing Agency (IA) is the
“Employer” headed by the Program Manager, PIU-Tourism (GMVN),UEAP acting for the
State Disaster Management Authority (SDMA), the Executing Agency-EA for UEAP invites
“Expression of Interest (EOI)” from reputed and experienced consultants having extensive
technical and working experience of specific or similar nature.
Interested consultant/firms can submit their EOI through hard copy at the office
address given below on or before 25.05.2015 17:00 Hrs. The details of Terms of
References (TOR) are available at www.uk.gov.in/tenders and www.gmvnl.com. The format
for EOI and TOR may also be collected from the office during office hours of working days.

TERMS OF REFERENCE
FOR
THE ASSIGNMENT OF ARCHITECT
I
INTRODUCTION
Government of Uttrakhand is currently implementing the Uttrakhand Emergency
Assistance Project (UEAP) for which a Financing Framework Agreement (FFA) was
signed by the Government of India and Asian Development Bank (ADB) on 5 Feb 2014.
There is a Design and Supervision Consultants (DSC) engaged to provide support to the
Garhwal Mandal Vikas Nigam (GMVN) & Kumaon Mandal Vikas Nigam (KMVN) - PIUTourism, the Implementing agency and The State Disaster Management Authority (SDMA),
the Executing Agency. The existing Design & Supervision Consultants will assist the
Government of Uttrakhand in overall Design and Supervision of the Uttrakhand Emergency
Assistance Project. This TOR covers the terms of reference for the Architect who shall
work individually/in tandem with the existing DSC for the design and supervision activities
and support the DSC / GMVN& KMVN to achieve the desired outcomes of the Uttrakhand
Emergency Assistance Project for Reconstruction and Restoration Tourism Sector.
II
BACKGROUND OF PROJECT
The cloud burst and torrential rains during June 15-17, 2013 has resulted in erosion of long
stretches of, major landslides and caving of roads and pathways, and complete disruption of
vehicular movement and road connectivity.
Large area in Uttrakhand had been completely cut of and more than 100,000 persons
including tourist and pilgrims were evacuated. The impact on the affected population due to
the loss of connectivity has been manifold. The food supply, Health care education Tourism
and the live hood of the affected population has been completely disrupted
The region of the disaster includes the holy pilgrimage circuit constituting Kedarnath,
Badrinath, Gangotri, and Yamunotri, and the road connectivity to these places has been the
worst affected and has completely disrupted the pilgrimage. Some of the popular trekking
routes in te3h hi9gher ranges of the Himalayas have also been affected and these trekking
destinations have been cut off. Besides the physical damages, the calamity has also
severely affected the livelihood of the people dependent solely on the flow of pilgrims and
tourists. The Government of Uttarakhand was extremely proactive in relief operations in the
immediate aftermath of the flood and also received support from GOI for this. It is four
month since the disaster and the process is gradually moving form immediate relief to early
recovery and planning for longer-term recovery and reconstruction. Opening of roads has
been initiated and is in progress.
India has applied for a loan from the Asian Development Bank (ABD) towards the cost of
Uttarakhand Emergency Assistance Project. Uttarakhand Tourism Development Board,
Government of Uttarakhand has identified the ‘Reconstruction & Restoration works for
Tourism Sector’. The project will support the recovery of communities form the flood event
in the disaster affected five districts of Rudraprayag, Chamoli, Uttarkashi, and Pithoragarh &
Bageshwar in Uttarakhand.
The Sub Projects Identified are:

Provision of Tents/Tourist Accommodation (FRP Huts) in five disaster affected
districts of Rudraprayag, Chamoli, Uttarkashi, and Pithoragarh & Bageshwar.

Reconstruction & Rehabilitation of Damaged Tourism Assets in Rudraprayag District
III.
Improved connectivity to tourist attractions focusing on the improvement of last-mile
connectivity, improved connectivity to tourist attractions focusing on the
improvement of last-mile connectivity;
IV.
Enhanced quality of natural and cultural tourist attractions to ensure convenience
and safety for visitors;
V.
Greater participation by local communities in tourism-related economic and
livelihood activities;
VI.
Strengthened capacity of concerned sector agencies and local communities for
planning, development, management, and marketing of tourist destinations and
attractions; and
VII.
Promoting private sector participation and small businesses
The proposed construction work will involve use of modern equipment’s and construction
practices. As the construction activities are to be carried out in ecologically and
environmentally sensitive areas, environmental norms and guidelines developed for the
project needs to be strictly adhered to.
The services of the Architect for the reconstruction and restoration works for tourism sector
will broadly include furnishing engineering designs, supervision and quality assurance. The
services of the Architect shall necessarily include administering and supporting existing
DSC/GMVN & KMVN to insure successful and timely completion of construction works
packages of ADB assisted reconstruction and restoration works.
III
Program Organisation Structure
The State Disaster Management Authority (SDMA), Government of Uttarakhand will be the
Executing Agency (EA) and GMVN/KMVN will be the Implementing Agency (IA) for the
UEAP (Tourism Sector) for Uttarakhand.
IV
Objective
The prime purpose of the assignment of the Architect is providing direct and indirect support
to the existing DSC/GMVN & KMVN to ensure the effective coordination and
implementation of the Investment program. The existing DSC shall be responsible for
effectively leading and taking initiative to manage, execute and implement the Emergency
Assistance Project including carrying all necessary surveys and design the subproject plus
ensuring proper construction supervision. The existing DSC will work closely with the PIU
for sustainable capacity building of PIU and will assist in operational sing the procedures
and in implementing institutional development, capacity building, monitoring and quality
assuring the outputs of the PIU-Tourism (GMVN & KMVN).
The expected person month for the Architect is estimated at 6 pm. The Architect will
report to PMU and GMVN & KMVN - PIU Tourism and assist the existing DSC for overall
achievement of the objective of the UEAP. The assignment of the Architect shall be
immediate.
V SCOPE OF WORKS
The scope of services of the Architect shall be to support DSC / PIU for fulfilling the various
objectives of the Tourism Department will include but not necessarily be limited to the
following:

Preparation of Detailed Architectural designs, Manuals, Guidelines and Systems
(i)

Check, on behalf of the PIU and DSC/GMVN & KMVN , the line level, layout of the
construction to ensure conformity with the contract, propose and present for
approval any change in the plans that may be deemed necessary indicating any
effect the change may have on contract and prepare all change/ variation orders;
(iv)
Assess and enforce, on behalf of the PIU and DSC/GMVN & KMVN, the adequacy
of contractors’ inputs in terms of material, equipment’s, construction machinery,
workers, and construction approach and methodologies as per the Standard
Construction Management System;
(v)
Monitor and enforce, on behalf of the PIU, and as detailed out in Safety Manual, the
measures taken to ensure safety of the workers, other project personnel, general
public and works.
(vi)
Furnish detailed drawings, with revisions as necessary, to the contractor;
(vii)
Establish a process for third party inspections, attend third party inspections, if
required, and provide certification on the quality of the supplies based on such
inspections;
(viii)
Work as the engineer or employer's representative within the context of conditions of
the construction contracts;
After physical completion of contract, prepare planned maintenance procedures;
check installation and commissioning; monitor preparation of the “as built” drawings.
Assist the PIUs in disseminating information on the Investment Program, on aspects
such as design, cost estimates, role and responsibilities of various stakeholders, etc,
as per ADB’s public communication and other policies and the Government
procedures as prescribed by the relevant authorities;

Prepare standard specifications for all works, based on the approved Indian
standards, and use these to carry out the detailed design and drawings of the
subprojects ensuring the highest standards of quality in design and construction;
Supervise and monitor construction of all subprojects on behalf of the PIU and assist
DSC/GMVN & KMVN ;
(xi)
Assist in preparation of quarterly progress reports for submission on work progress
against the agreed timelines, compliance monitoring and other issues under the
contract to the PIUs and PMUs;
(xii)
Assist in conducting regular meetings with the key stakeholders of the Investment
Program, as advised by the PIUs, and a bi-weekly meeting with the concerned PIUs
and contractors working in the field to discuss progress and issues related to
implementation and prepare minutes for recording and circulation;
(xiii)
Participate in, and support the PMUs, PIUs and DSC to prepare all necessary
documents for, progress reviews and a comprehensive mid-term review, to be
conducted by the Government and ADB at various intervals according to the
agreements with the Government; and
(xiv)
Prepare all other reports as required by the PIUs.

A thorough understanding of the systems, procedures guiding the implementation,
management and administration of loan projects supported by the ADB;
Practical working experience in the management and administration of projects
supported by the ADB at the field level and project management and administration;
A thorough working experience of the management and administration of externally
assisted projects in India;
Have a demonstrated ability to work closely and effectively together with existing
staff of the DSC, counterpart staff of executing agencies and public sector
organizations in the State of Uttarakhand ; and
Have extensive in-country experience in undertaking design and construction
supervision contracts.
