Whereas, the Assistant Engineer, SD III, WD VI,
PWD, Baina, Vasco vide letter dated 20-02-2015 has
informed that due to bad condition of existing slab
near Cortalim School, their Office has proposed to
carry out urgent repairs to RCC slab culvert near
Cortalim School in V. P. Cortalim and requested for
closure of road for traffic in order to carry out the
above work and complete the same in time.
And whereas, the Superintendent of Police,
South Goa, Margao vide letter dated 09-03-2015 has
submitted no objection for closure of road for
vehicular traffic during execution of the above work.
And whereas, it is revealed that the work
mentioned above is of urgent nature and it requires
to divert the traffic for smoother movement of traffic.
And whereas, I am satisfied that the diversion of
traffic is essential during urgent repairs to RCC
slab culvert near Cortalim School in V. P. Cortalim.
Therefore, I, Sachin Shinde, IAS, District
Magistrate, South Goa, Margao do hereby permit
upon urgency of the work for closure of road for
vehicular traffic for a period of 45 days from the
date of issue of this Order in order to carry out
urgent repairs to RCC slab culvert near Cortalim
School in V. P. Cortalim.

Motor Vehicles Act, 1988 (Central Act 59 of 1988)
read with Government Notification No. 5/28/88/

satisfied that it is necessary in the interest of public
safety and convenience to temporarily divert the
traffic as per annexed plan and erect the signages
accordingly subject to compliance with the
conditions mentioned below:1. The applicant/contractor is directed to ensure
that the movement of vehicular traffic on the
above mentioned site is not disturbed/
/blocked.
2. The applicant is directed to ensure that no
annoyance is caused to the general public.
3. The applicant/contractor is directed to display
proper signages, indicating flash light for
diversion/closure/work in progress with flash
lights for awareness of the motorists,
pedestrians and other road users particularly
during night.
4. The applicant/contractor is directed to depute
security guards/traffic marshals with retro
reflective jackets for diversion of traffic.
5. The applicant/contractor is directed to inform
exact date of commencement of work to Traffic
Cell, Vasco well in advance.

prior permission from other concerned
competent authorities.
11. The repair work should not be carried out
during school hours and peak traffic hours,
and extra manpower should he engaged to
complete the work at the earliest.
12. The applicant/contractor is directed to hire
sufficient machinery and manpower and to
complete the desired work within the
stipulated time frame.
13. The applicant/contractor is directed to
ensure that there are no leftovers on the
road/shoulder of the road after the completion
of the work.
14. All rules and regulations in force should be
adhered.
15. The Senior Officer, PWD, National Highway,
Government of Goa not below the rank of
Executive Engineer should supervise the work.
16. The Senior Representative of the consultants
engaged in execution of the above work
should supervise the work at the time of
execution.
17. Necessary permissions and clearance should
be obtained from the owners of land Public
Works Departments, National Highways of Goa
State Government before commencement of
the above work.
6. The area around the culvert should be properly
barricaded and illuminated with red light,
glowing/reflective tapes to prevent accidental
falling of pedestrians, motorists, etc.
18. Absolute care should be taken that no damage
of any kind is caused during the course of
excavation. The Executing Agency and
Supervisory Agency should take precautions
in this regard.
7. The applicant/contractor is directed to
approach In-charge Traffic Cell, Vasco for
deployment of Traffic Police, if required, on
payment of requisite charges as per prevailing
Government rates.
19. A detailed report should be submitted to
the District Magistrate, South regarding
completion of the work successfully.
8. The applicant/contractor is directed to
publish an advertisement well in advance in
the local newspaper about the date of closure
of road for commencing the said work to create
awareness among the general public.
9. If any untoward incident arises due to poor
barricading/non-applying of glowing/
/reflective tapes then the concerned
contractor/PWD authorities shall be held
responsible for the same.
20. Extra care should be taken while carrying out
the above work and no damage should be
caused for the other utilities.
21. If the applicant/contractor fails to abide by
the conditions laid above or if the NOC issuing
authority feels so, the NOC is subject to
cancellation/revocation at any given time.

cable by open trench method arranging shoring
and strutting which was damaged while laying
underground sewer pipeline through National

The cable has been laid by the Electricity
Department at 3.50 metres depth, below the road
level.
And whereas, the Superintendent of Police,
South Goa, Margao vide letter dated 26-12-2014 has
submitted no objection for closure of road for
vehicular traffic during execution of the above work.
And whereas, it is revealed that the work
mentioned above is of urgent nature and it requires
to divert the traffic for smoother movement of traffic.
And whereas, I am satisfied that the diversion of
traffic is essential during execution of the above
work.
Therefore, I, Sachin Shinde, IAS, District
Magistrate, South Goa, Margao do hereby permit
upon urgency of the work for closure of road at
Navelim, Salcete for 10 days to repair the damaged
Power Cable at Navelim.

mentioned above is of urgent nature and it
requires to divert the traffic for smoother movement
of traffic.
22. The applicant/contractor is directed that the
original condition of the road including tarring
should be restored after the completion of the
work.
And whereas, I am satisfied that the diversion of
traffic is essential during execution of the above
work.
23. The applicant/contractor is directed to carry
out the work in phases and after completing
the work, the road may be asphalted for use
of vehicular traffic and after that the next phase
work may be taken up.
Therefore, I, Sachin Shinde, IAS, District

upon urgency of the work for diversion of traffic for
construction of underground sewer network from
Kunde Petrol Pump to Over Bridge and from
