Procedure, 1973
Whereas, report has been received from the
Sub-Division Police Officer, Porvorim, and P. I.,
Calangute Police Station stating that the
Management of the below mentioned establishments have designed their aid places in such a
way that the below mentioned establishments have
designed their said places in such a way that
maximum place of their premises is converted into
a sound proof dancing floor. Though the licenses
from the concerned authorities are obtained for
running a restaurant with bar, the actual activities
is of running a dance bar by charging entry fees.
The Management are indulging into illegal act by
keeping dancers to attract maximum customers and
to entertain them.
1. Rio Club, Gaurawado, Calangute.
2. Mehfil Bar and Restaurant, Umatawado,
Calangute, Bardez-Goa.
3. Moon Club, Umatwado, Calangute, Bardez-Goa.
4. Agni Bar and Restaurant, Sautawado,
Calangute, Bardez-Goa.
5. Da Baga, Sautawado, Calangute, Bardez-Goa.
6. Norms Club, Sautawado, Calangute, Bardez-Goa.
7. Christie Cafe, Sautawado, Calangute,
Bardez-Goa and
8. Revolution, Naikawado, Calangute, Bardez-Goa.
And whereas it has also reported by
Sub-Divisional Police Officer, Porvorim that the
operators of the above mentioned Dance Bars are
permitting performance of Dance in an indecent,
obscene and vulgar manner. Such performance of
Dance are giving rise to the exploitation of women,
it is derogatory to the dignity of women and is likely
to deprave, cause injury to the public morality and
morals. The same can be used as meeting point of
criminals, pickup joints for girls indulging in immoral
activities whereby bad name is earned to the
locality. Initially it was only one or two
establishments which started with this business
and over a period of years the numbers have
increased of such Dance Bars considerably. This has
brought in competition amongst themselves
whereby the Managements have employed various
marketing strategies to attract customers. One of
the primary strategy is by deploying agents/touts
at various destinations in Calangute and nearby
areas. These touts are paid hefty commission per
customer which they arrange and sent to these
Dance Bars. The touts goes to every nook and corner
to market these Dance Bars to get more and more
customers, the services provided at the Dance Bars
are told in exaggerated manner. Some tourist fall
prey and get carried away. Whereas some make a
adverse note of the same. As such some customers
and locals are irked on getting to know about the
activities which takes place in the said Dance Bars.
The local people from the Calangute feels that the
above establishments are bringing bad name and
fame to the Village of Calangute as the concerned
owners/operators had employed girls/ladies as a
dancer/waiters who serve liquor to the customers,
they even dance with them. The customers are
allowed to dance individually with a girl on
payment of money. The girl allow customers to touch
their bodily parts, which is normal circumstances is
not allowed or welcomed. As every odd vehicle
coming to the village with male persons ask for
these Dance Bars and the tourist looks at every

normal girl as that they are available for having fun.
As the Dance Bar activities is earning bad names to
the Calangute and Goa and it was getting a bad
name as a destination for sex tourism. The locals as
well as public representatives had raised their
voices to stop such establishments, however the
owners continued with their businesses claiming
that nothing illegal and immoral is taking place in
their establishments. Some of the owners of such
Dance Bars even Managed to obtain “Stay” by
approaching the Appellate Authorities on the
orders issued for closure by local Panchayat. As the
Dance Bars continued to function and no sign were
foreseen of these establishments being shut down
by the concerned authorities, the local MLA of
Calangute Constituency on 21-02-2015 led the mob
to such Dance Bars and got demolished fully/partly
the following below named establishments which
they were felling that these are the establishments
which are involved in the business of prostitution.
1. Christies Cafe, Sautawado, Baga, Calangute.
2. Agni Bar and Restaurant, Sautawado, Baga,
Calangute.
3. Norms Club, Sautawado, Baga, Calangute and
4. Mehfil Bar and Restaurant, Umtawado,
Calangute, Bardez-Goa.
After above incident of 21-02-2015 all the
establishments operating as Dance Bars have
stopped their operations and the local Calangute
people are happy about the same. Constant Police
watch is maintained and they are not allowed to
operate. It is further submitted that the owners of
the Dance Bars operating in the Calangute area are
noticed getting regrouped and are in the process
to restart their business. They have been taking
meetings among themselves and are exploring
various strategies to restart the Dance Bar business.
It is submitted that the locals and public
representatives are agitated with the Dance Bar
business and if these Dance Bars are re-opened
then there is every possibilities that the people of
Calangute may agitate and take law into their hands
which may lead to a major law & order situation.
Whereby destruction to public property and loss to
human life cannot be ruled out. The various cases
stand registered against their owners/employees
and other persons for carrying out immoral activities
and under other various laws as these places are
frequented by people having criminal back grounds.
Now, therefore being satisfied with the reports given
by the Sub-Divisional Police Officers and Police
Inspector Calangute Police Station, possible clashes
between the two groups which may result into

obstruction, injury to any of the person, danger to
the human life, health, safety and disturbance to
the public tranquility, riot and affray, I, Pundalik
Khorjuekar, Dy. Collector and Sub-Divisional
Magistrate, Mapusa in exercise of power conferred
under Section 144 of C.R.P.C. prohibit all the above
named clubs/restaurants to desist the respective
owners from re-opening the above named Dance
Bars and do hereby order Sub-Divisional Police
Officer and Police Inspector to maintain status quo
for 4 weeks i.e. from 29th April, 2015 to 31st May,
2015.
As the notice cannot be served individually on
all concerned, it shall be published for information
of public through press and also by affixing the
copy on notice board of this office. Mamlatdar, SDPO,
Porvorim, Calangute Police Station and Village
Panchayat, Calangute.
Any person contravening this order shall be
punishable u/s 188 of Indian Penal Code.

The above SPEED BREAKER shall be painted with
white thermoplastic fluorescent paint and fixed
with blinkers for better visibility.
Further, in exercise of the powers conferred on
me under Section 116 of the above Act, I also
authorise the erection of cautionary signboards
“SPEED BREAKER AHEAD” at about 40 mts. on
either side of the speed breaker in advance of the
speed breaker and traffic signboard showing the
sign “SPEED BREAKER” at the placement of the
speed breaker in order to regulate the motor
vehicular traffic.
The Secretary, Village Panchayat Durbhat, Ponda
and P.W.D. (Engineering Cell), is directed to publish
this notification through the Director of Information
and Publicity in newspapers and to make necessary
arrangements to erect the signboard at the places
indicated above as per the specification laid down
by the Ministry of Road Transport and Highways
and as published in the Official Gazette by the
Government of Goa and report compliance within
fifteen days time.
