Dear Friends,
Thank you for joining us at the Redefining Mobility Summit and the unveiling of the groundbreaking
GoMentum Station connected and autonomous vehicle (CV/AV) program. We are excited to convene this
Summit of industry and thought leaders to discuss the state of the art automotive technologies that will
take place right here in Contra Costa County.
On behalf of the Contra Costa Transportation Authority (CCTA) staff and our Board of Commissioners,
along with GoMentum Station’s industry partners, I could not be more proud of our work to redefine
transportation technology and the opportunity to create new and innovative jobs in our community.
As the largest secure test facility in the U.S., GoMentum Station will put Contra Costa and the Bay
Area squarely at the center of the transportation technology revolution. We are excited to leverage our
partners’ resources and assist them in incubating transportation solutions that will address today’s most
challenging mobility concerns. At GoMentum Station we’re going to see technology, innovation and
commercialization converge to define the next generation of transportation network infrastructure.
Since CCTA was formed in 1988, our agency’s goal has been to implement a balanced transportation
plan that creates an important link between plans for growth and development in Contra Costa County
with accompanying transportation planning and projects. It may be hard to believe, but this was a
revolutionary concept 25 years ago! The decision to invest in our local transportation system has paid
off in dividends, and benefits residents across the county. But we know there is still more to do, and
particularly as new technology continues to emerge, we look forward to harnessing these innovations to
improve safety and help keep our county moving.

Keeping Contra Costa Moving!
The Contra Costa Transportation Authority (CCTA)
is a public agency formed by Contra Costa voters in 1988
to manage the county’s transportation sales tax program
and oversee the delivery of a $1 billion transportation and
growth management program. In 2004, voters extended
the transportation sales tax for an additional 25 years—
a testament to CCTA’s successful delivery of the original
sales tax expenditure plan. This generated an additional
$2.7 billion to spend on the county’s transportation system.
CCTA is responsible for planning, funding and delivering
critical transportation infrastructure projects and programs
that connect our communities, foster a strong economy,
increase sustainability, and safely and efficiently get people
where they need to go. CCTA also serves as the county’s
designated Congestion Management Agency,
responsible for putting programs in place to keep
traffic levels manageable.
As a transportation leader, CCTA is working to create a
stronger economic future for Contra Costa County by
building partnerships that make transportation safer, more
reliable and increasingly efficient. Rather than exclusively
trying to “build our way” out of congestion, CCTA’s vision
centers around the use of emerging technologies and
public-private partnerships to meet transportation demands
and reduce greenhouse gas emissions in Contra Costa.

STRONGER economic future
for Contra Costa
GoMentum Station in Concord, California is where the Contra Costa
Transportation Authority leads and facilitates a collaborative partnership
among multiple automobile manufacturers; original equipment manufacturers
and Tier 1 suppliers; communications suppliers; technology companies;
researchers and academia; public agencies and other partners. These entities
converge in research development, testing validation and commercialization
of Connected Vehicle (CV) applications and Autonomous Vehicles (AV)
technologies to define the next generation of transportation network
infrastructure. The 5,000–acre former navy weapons station, featuring 20
miles of paved roadway, is the largest secure test facility in the U.S. and will
become the center of CV/AV research.

follow, with Randy Iwasaki, executive director of

infrastructure and transportation priorities. Learn
about the link between a healthy economy and
infrastructure investment, as well as the role
technology can play in improving mobility, including
