Home Science & Nutrition shall be as under; (i) 35% for all the categories Provided that (ii) Candidates from Science stream shall be admitted first and remaining vacant seats will be filled up from HSC non-science general stream including arts, commerce, vocational stream in home science or Agriculture having passed the HSCE with English as compulsory subject or two years / three years diploma in Home Science after SSC (Std. X) or its equivalent with English as a compulsory subject, in Gujarat State (iii) The students who have passed two years Certificate course in Home Science after S.S.C. (Std. X) from Gujarat State or its equivalent with English as a compulsory subject or candidates from past/present batches with two years Certificate course in Home Science of SAUs with English as compulsory subject shall also be eligible. For the purpose of admission, a candidate should pass the qualifying examination from (A) the Gujarat Board or (B) The candidates who have passed from 10+2 pattern with Physics, Chemistry, Biology or Mathematics and English and who fulfill all the requirements shall be admitted on prorata basis/as per the decision taken by the Central Admission Committee for Under Graduate courses. (i) the Central Board of Secondary Education Board provided that, (a) the school in which the candidate has studied, should be located in the State of Gujarat; or (b) the school in which the candidate has studied, should be located in the Union Territories of Diu, Daman and Dadra Nagar Haveli and whose parents are origin of Gujarat; or (ii) the Council of Indian School Certificate Examination, New Delhi provided that, (a) the school in which the candidate has studied, should be located in the State of Gujarat; or (b) the school, in which the candidate has studied, should be located in the Union Territories of Diu, Daman and Dadra Nagar Haveli and whose parents are origin of Gujarat; or (iii) the National Institute of Open Schooling provided that, (a) the study centre/school, in which the candidate has studied, should be located in the State of 5.1 5.2 Gujarat; or the study centre/school, in which the candidate has studied, should be located in the Union Territories of Diu, Daman and Dadra Nagar Haveli and whose parents are origin of Gujarat; or (iv) International School Board. provided that, (a) the study centre/school, in which the candidate has studied, should be located in the State of Gujarat; or (b) the study centre/school, in which the candidate has studied, should be located in the Union Territories of Diu, Daman and Dadra Nagar Haveli and whose parents are origin of Gujarat; or (c) The students who are domicile of Nizar Taluka (Gujarat State) but have passed HSC examination from Maharashtra Board are considered eligible for admission subject to fulfillment of minimum requirements. The students have to bring the detailed mark sheet showing the separate marks of theory & practical. However, they must have appeared for GUJCET/JEE of the current year. A candidate whose parents are origin of Gujarat and are serving out of Gujarat in the service of Central Government or other State Governments, Military, Boards or Corporations owned or controlled by the Central Government or other State Governments or any nationalized bank and who has passed the qualifying examination from the State where parents are serving and appeared in the Gujarat Common Entrance Test/Joint Entrance Examination or any other test as decided by the State Government from time to time conducted in the current academic year, shall be eligible for admission and his candidature shall be included in the merit list. A candidate who has passed the qualifying examination and (i) has appeared in the Gujarat Common Entrance Test/Joint Entrance Examination or any other examination as decided by the State Government from time to time conducted in the current academic year and (ii) whose parents are serving in the category of service as shown below and (iii) who are transferred from other States to Gujarat and have resumed their duty in the place where they are transferred in Gujarat and shall remain so transferred in the State of Gujarat at the time of registration for admission, shall be eligible for admission and his candidature shall be included in the second merit list. Category of Services; (a) Officers or Employees of Central Government; or (b) Officers or Employees of Public Sector Undertakings of Central Government and State Government; or (c) Officers or Employees of nationalized banks; or (d) Officers or Employees of United Nations, UNICEF, World Health Organization and such other International Institutions located in Gujarat State; or (e) Officers or Employees of Indian Administrative Service, Indian Police Service, Indian Forest Service of Gujarat Cadre working in Gujarat or working in other States on deputation from Gujarat; or (f) Officers or Employees of Gujarat Government posted outside Gujarat State for administrative reasons. A candidate who has, (i) studied under Jawahar Navodaya Vidyalaya Scheme upto Standard VIII in any of the schools located in the State of Gujarat, (ii) thereafter studied in any of the schools located out of the State of Gujarat under the said scheme, (iii) passed qualifying examination from a Navodaya Vidyalay located outside Gujarat State and (iv) appeared in the Gujarat Common Entrance Test conducted in the current academic year shall be eligible for admission and his candidature shall be included in the second merit list as Explanation: “Jawahar Navodaya Vidyalaya Scheme” means the Jawahar Navodaya Vidyalaya scheme started during the year 1985-86 by the Government of India in accordance with the National Policy of Education. The scheme is managed by Navodaya Vidyalaya Samiti, an autonomous organization under the department of Education, Ministry of Human Resource Development. Candidates who have passed Higher Secondary School Certificate Examination with Vocational stream in Agriculture as well as from Higher Secondary Post-Basic stream with Physics, Chemistry and Biology subjects with English with the percentage of marks obtained, shall also be admitted in the courses of B.Sc. (Hons) Agri/ B.Sc. (Hons.) Horti./ B.Sc(Hons.) Forestry/ B.Sc. (Hons.) Home Science & Nutrition and B.Sc. (Agril. Biotechnology). Weightage of five percent of marks will be given to the students of Higher Secondary Vocational Stream in Agriculture as well as to the students of Higher Secondary Post basic Stream, who have passed Higher Secondary School Certificate Examination with Agricultural subjects for admission in B.Sc. (Hons.) Agri. / B.Sc. (Hons.) Horti. / B.Sc (Hons.) Forestry / B.Sc. (Hons.) Home Science & Nutrition and B.Sc. (Agril. Biotechnology). Weightage of five percent of marks shall be given to the Farmer himself/Farmer’s Sons/ Daughters / Brothers / Sisters / Grand Sons / Grand Daughters, subject to production of Certificate of 7-12 and 8-A, record of current financial year from competent authority for having agricultural land in Gujarat under cultivation by himself/ his Father/ his Mother/ his Grand Father (Paternal)/ his Grand Mother (Paternal)/ or his Brother/Sister, subject to the fulfillment of minimum qualifications required for admission in B.Sc. (Hons.) Agri./B.F.Sc./ B.Sc. (Hons.) Horti. / B.Sc. (Hons.) Forestry / B.Sc. (Hons.) Home Science & Nutrition and B.Sc. (Agril. Biotechnology). Eligibility for B.V.Sc. & A.H. Degree programme The candidate should have passed Higher Secondary School Certificate Examination in Science Stream with Physics, Chemistry, Biology and English as compulsory subject. The minimum requirement of marks obtained in the subjects of Physics, Chemistry, Biology and English in the theory papers at the HSCE examination shall be as under (i) For Schedule Caste (SC) Candidates 40% (ii) For Schedule Tribe (ST) Candidates 40% Minimum requirement for Schedule Tribe (ST) Candidates for College of Veterinary 35% Science, Navsari in HSCE shall be (iii) For socially and Educationally Backward Communities (SEBC) Candidates 40% (iv) For all other candidates other than those for which contrary provision has been made in 50% the rules (General) NOTE : 1. 2. 6.0 For the purpose of admission a candidate should appear in the Gujarat Common Entrance Test (GUJCET) conducted in the current year. Admission will be considered on the basis of aggregate marks obtained in GUJCET examination conducted in the current year. A Candidate will not be allowed admission to B.V.Sc. & A.H., degree course including those admitted under 15% reserved quota of VCI if he suffers disabilities in physical fitness as listed below. (a) Disability of total body including disability of chest/spine more than 50% (b) Disability of lower limb of more than 50% (c) Disability of upper limb (d) Visually handicapped candidates and those with hearing disability (e) Candidates with progressive diseases like myopathies, etc. (f) Disabilities which otherwise would interfere in the performance of the duties of a Veterinarian. Physically Challenged 3 It will be adjusted against respective category Children of defense personnel and Ex-service 1 ---man (Army) Provided that nothing in this regulation shall require the University to admit candidates larger in number or with academic and other qualifications lower than those prescribed. 7.2 General Conditions Regarding Reservation The reservation of seats for the various categories of candidates shall be subject to following conditions :1. No candidate availing any of reserved seats shown under the Rules, or enjoying any concessions in admission requirements shall, however, be eligible to get more than one advantage of relaxation in minimum qualification at the same time. 2. 7.3 In the event of some or all reserved seats specified under the Rules remaining vacant due to less number of applications or not eligible candidates, they shall be considered as open seats and shall be filled in, in order of merit from the general merit list of candidates. Schedule Caste (SC) and Schedule Tribes (ST) The total number of seats to be reserved for the Schedule Caste and Schedule Tribe candidates shall be as laid down by the State Government from time to time. The same at present is as follows :1 Twenty two percent shall be reserved for backward class candidates. Out of 22% seats, 7% shall be earmarked for the candidates belonging to scheduled castes and remaining 15 % shall be earmarked for candidates belonging to schedule tribes. 2 Those candidates who are able to secure admission on open category merit shall not, however, be counted against the seat reserved for them. NOTE A B C If the need arises on account of vacant seats due to less number of applications in one group and shortage of seats due to more number of application of eligible candidates in the other group, reciprocal adjustment in the above specified 7 % and 15 % seats between the two groups will be made. If applications from backward class candidates are more than the reserved seats earmarked for them as above, admission will be given to them strictly on inter se merit within each of the two groups. The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of cast certificate by the authority empowered by the State Government in this behalf. In case the caste certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time. 7.4 Socially and Educationally Backward Communities (SEBC) Twenty-seven percent (27%) of seats shall be reserved for the Socially and Educationally Backward Class of Gujarat State as laid down by the State Government at present. The reservation shall be subject to the following conditions :1 A candidate availing him self of reserved seat as above shall be required to produce a Certificate that he belongs to a particular group of backward class (Caste) from the competent authority of the state. 2 The candidate belonging to SEBC should have been produce the Certificate issued from the competent authority, showing that he does not belong to creamy layer sections of the society. Such certificate should be issued on or after the 1st April of the academic year in which the candidate is seeking admission; otherwise he will not be considered under the SEBC category. 3 SEBC candidates, who are able to secure admission on open category merit shall not however, be counted against the seats reserved for them. 4 The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of cast and non Creamy Layer certificate by the authority empowered by the State Government in this behalf. In case the caste and non Creamy Layer certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time. 7.5 Disabled (Physically Challenged) Three percent seats are reserved for the disabled (physically challenged) candidates of Gujarat State which are adjustable within the respective category and subject to the following conditions :1 A candidate, having locomotors disability of one leg and partial arm, shall be eligible to apply for admission to course, subject to the submission of a Certificate to that effect from duly issued by the Civil Surgeon / Medical Superintendent of the Government Hospital based on the opinion of the concerned specialist, that the locomotors disabled candidate is in a position to undertake the course and perform the functions of the concerned field. The admissions will be on the basis of inter se merit only 2 Disabled (physically challenged) candidate shall have to fulfill the academic and minimum requirements of marks at the qualifying examination of his category as mentioned in the Rules. 3 The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of certificate by the authority empowered in this behalf. In case the certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time. 7.6 Reservation for the Children of Defence Personals and Ex-Servicemen / One percent of available seats shall be reserved for the children of Defence Personnel and Ex-servicemen subject to the following conditions :1 A candidate claiming admission against Ex-servicemen category shall be required to submit a Certificate to that effect duly issued by the Director, Sainik Welfare Board, Gujarat State or by the District Sainik Welfare Officer. In-service Defence Personnel shall be required to submit Certificate to that effect duly issued by the Commanding Officer of the respective unit in which they are serving. 2 The seats remaining vacant against the category of Defence Personnel and Ex-servicemen in case of candidates who have passed the HSCE examination from the Gujarat Secondary and Higher Secondary Education Board, shall be allotted to the children of Defence Personnel and Ex-servicemen of the CBSE or GSEB. The seats remaining vacant thereafter shall be filled up from the merit list of unreserved category candidates of merit list of the Gujarat Board. 3 The children of Defence Personnel and Ex-servicemen of Gujarat origin, shall be included under the reserved category specified in this rule, if they have passed the HSCE examination from the schools located in Gujarat State. 4 A candidate claiming admission against Ex-servicemen category shall have to fulfill the academic and minimum requirements of marks at the qualifying examination of his category as mentioned in the Rules. 5 The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of certificate by the authority empowered in this behalf. In case the certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time. 7.7 Parsi Community 1 7.8 One additional seat shall be reserved for Parsi Community, who is domicile of Gujarat State. This seat will be non-transferable. 2 A candidate seeking admission on reserved seat shall be required to produce a Certificate of Parsi Community issued from the competent authority. 3 The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of certificate by the authority empowered in this behalf. In case the certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time Reservation of seats for the wards of the Animal Owners. (a) In B.Tech (Dairy & Food Technology) course offered by Sardarkrushinagar Dantiwada Agricultural University, Sardarkrushinagar, weightage of five per cent of marks will be given to the wards of Animal Owners subject to the production of certificate from either of the authorities like Secretary/Chairman of Milk Co operative Society or Primary Agricultural Op operative Society, Sarpanch, Talati, M.L.A., or M.P. and fulfillment of minimum qualification required for the said degree. Reservation of seats for wards of Dairy Animal Owners. (b) In B.Tech.(DT) course offered by Kamdhenu University weightage of five percent marks will be given to wards of Dairy Animal owners/owner subject to production of certificate from any of the authorities namely Secretary/Chairman of Milk Co operative Society OR primary agricultural cooperative society OR Sarpanch OR Talati of the Village, provided that, he/she fulfils minimum qualification required for admission to B.Tech.(DT) course of Kamdhenu University. 7.9 Kashmiri Migrants Two additional seats are reserved for Kashmiri migrants subject to the following conditions :1 Students may be granted following relaxation while giving admission (i) Extension in date of admission by about 30 days. (ii) Relaxation in cut-off percentage up to 10% subject to minimum eligibility requirement. (iii) Waiving of domicile requirements. (iv) Facilitation of migration in second and subsequent years. (v) Relaxation from entrance test if any, 2 The admission may be considered to such student provided that the nomination is received from Agriculture and Co-operation Department, Government of Gujarat. 3 The student shall have to produce Certificate from Deputy Commissioner of respective state where he has been migrated from Kashmir along with Registration Number and ration card. 4 This will be applicable till the condition in J & K is normalized. 5 The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of certificate by the authority empowered in this behalf. In case, the certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled at any point of time. 8.0 ADMISSION TO NRI / PAYMENT SEATS Additional NRI / Payment seats shall be created and reserved by the University subject to following conditions The fees for NRI seat will be US$ 3500* for each semester + normal fees. 1 2 The candidate seeking admission on NRI / Payment seat shall have to pay fees for the first two semesters at the first instance. 3 The Admission under NRI quota will be given to the NRI ward strictly on merit basis on the marks obtained by them in the HSCE or its eqivalent examinations with Physics, Chemistry and Biology / Mathemetics with English as Compulsury subject will be eligible. Further, the candidate has to submit the required documents proving the NRI status of his parents. 4 The candidates on Payment seats will be selected for admission strictly on merit basis on the marks obtained by them as per the admission requirement of the course in the HSCE and they being medically / physically fit and passed the examination of GUJCET / JEE for the current year as decided as per relevant norms prescribed by the University for admission to other candidates as stated under these rules. No. of seats – as shown in available seats, reserved for NRI candidates. 5 If NRI candidates are not available, these seats will be converted as Payment Seats. 6 The Candidature of foreign students shall be considered only, if they are sponsored by their respective National Government and / or by Government of India / ICAR. The amount of fees can be revised by the University from time to time. 9.0 PREPARATION OF MERIT LIST 9- A Preparation of Merit List for the degree programmes of B.Sc. (Hons.) Agri., B.Sc. (Hons.) Horti., B.Sc. (Agri. Biotechnolog), B.Sc. (Hons.) Forestry, B.F.Sc. (Bachelor of Fisheries Science), B.Sc.(Hons.) Home Science & Nutrition, B.Sc.,(Biotechnology), B.Sc. (Microbiology), B.Sc.(Hons.) Food Safety and Quality Assurance, B.Sc.(Biochemistry), B.Tech.(Dairy Technology), B.Tech. (Dairy & Food Technology), B.Tech.(Agri.Engg.)., B.Tech. (Food Processing Technology), B.Tech.(Renewable Energy & Environmental Engineering)., B.Tech., (Agri.Information Technology), The merit list of the candidates who have applied for admission in the prescribed form, within the prescribed time limit and who are found eligible for admission under these rules, shall be prepared in the following manner, 9.A.1 Merit list shall be prepared considering 60 % weightage of the marks obtained in the Theory Papers (PCB/PCM subject) and 40 % of the marks obtained in GUJCET /JEE or any other entrance test notified by the State Government. 9.A.2 The Central Admission Committee shall prepare and publish three separate merit lists, namely:I The first merit list shall include the candidates who have passed the qualifying examination from the Gujarat Board. Merit list of reserved category candidates shall be prepared separately. II The second merit list shall include the candidates who have passed the qualifying examination from the Other Board of Secondary Education. Merit list of reserved category candidates shall be prepared separately; and III The third merit list shall include the candidates who have passed the qualifying examination from the Council of Indian School Certificate Examinations, New Delhi or National Institute of Open Schooling or International School Board. Merit list of reserved category candidates shall be prepared separately; Note : The available seats shall be distributed on prorata basis/as per the decision taken by the Central Admission Committee for Under Graduate programmes from time to time. 9.A.3 In case of two or more candidates obtaining equal marks, the inter-se merit of such candidates will be determined in order of preference by application of criteria as under :I Candidates obtaining higher marks in Biology/Mathematics II Candidates obtaining higher marks in Physics. III Candidates obtaining higher marks in Chemistry. IV Candidates obtaining higher marks in English. V Aggregate marks obtained in qualifying examination (Standard XII) VI Candidates older in age. 9-B Preparation of Merit list for B. Tech. (AIT) and B. Sc. (Hons.) Home Science and Nutrition Degree programme 9-C Merit list shall be prepared considering 60 % weightage of the marks obtained in the Theory Papers (PCB/PCM subjects) and 40 % of the marks obtained in GUJCET /JEE for the current year or any other entrance test notified by the State Government. Preparation of Merit list for B.V. Sc. & A. H. Degree programme For the purpose of admission a candidate should appear in the Gujarat Common Entrance Test (GUJCET) conducted in the current academic year. For Mansinhbhai Institute of Dairy and Food Technology (MIDFT), Mehsana fees chargeable for NRI and payment seats shall be US$ 3500 and `30,000/- respectively to be paid in each semester for B.Tech.(DT) degree course in addition to normal fees. INELIGIBILITY FOR ADMISSION ON PRODUCTION OF FALSE DOCUMENTS During verification of documents at reporting time at college, if the authority finds any certificate or testimony or information submitted by any candidate, incorrect or false The candidature of such candidate shall be cancelled for that year and Fees paid by the candidate shall be forfeited GENERAL INFORMATION OF STUDY The medium of instruction of education is English. The detailed information with respect of study, examination system, academic regulations, course contents etc., will be available form the Principal of the concerned college. The academic regulations are subject to changes as approved by the competent authorities of the university from time to time. The universities impart residential instructions for the graduate programme at their constituent colleges with the eligibility and category wise minimum admission requirements. Under the Semester system of education, all student are compulsorily to stay in University hostels, except otherwise permitted or non availability of accommodation in the hostel. 13.0 REPORTING AT THE RESPECTIVE COLLEGE: Registration of Students at the Time of Admission A candidate selected for admission shall become an enrolled student of the University only after he shall report at the college on the date fixed by the central admission committee in person which consists of the following steps :13.1 Payment of fees by chalan in any branch of State Bank of India 13.2 Production of the following documents in original along with photo copies of the same Copy of the Bank Challan for the paid fees. HSCE Marksheet and Certificate Certificate of bifercation of theory and practical marks is compulsory, if not given in the HSCE Marksheet. JEE/GUJCET Marksheet School Leaving Certificate Caste Certificate (If candidate belongs to Scheduled Caste/Scheduled Tribe and SEBC) SEBC Candidate shall also have to produce Non Creamy Layer Certificate of the current year issued by the competent authority, otherwise he will not be considered against SEBC reserved category. “7/12” and “8-A” Certificate regarding owing of agricultural land, issued in the year in which the admission is sought for, if applicable. Domicile Certificate of Gujarat to be produced, if required. Certificate of Physical Challanged, issued and duly signed by the Civil Surgeon/competent Medical Authority, in case the candidate is a Physically Handicapped. Certificate of Ex-Serviceman, duly issued by the Director, Sainik Welfare Board, Gujarat State or by the District Sainik Welfare Officer. A copy of certificate of Ex-Serviceman duly issued by the Commanding Officer of the respective unit in which he is serving. Certificate of physical fitness from Registered medical practitioner. The candidate may also be examined by the Medical Officer of the University, if required. Fisher men certificate from the Assistant Director of Fisheries. Animal Owners Certificate from the competent Authority Such other certificates as the Admission Committee deems necessary. Three passport size photographs. Orientation at the respective colleges Registration for courses at the respective colleges 13.3 Orientation at the respective college 13.4 Selected candidate shall report at the college for his first registration on the date mentioned in the admission memo. 13.5 The admission of any candidate who fails to report on the fixed date shall stand cancelled and another candidate on the waiting list may be admitted to the vacant seat so created. Provided that a candidate who is not in a position to report for the first registration, on the date fixed for him due to unavoidable circumstances may obtain provisional registration by paying fees by post or through messenger on or before the date fixed for his registration. Such a candidate shall be required to complete the remaining steps of registration within one week from the date of commencement of the semester, failing which his admission shall stand cancelled. 13.6 A student enrolled in the University will be given his registration number to be used along with his name in all the concerned academic documents. 14.0 ANTI-RAGGING Prevention and Prohibition of Ragging In view of the directions of the Honorable Supreme Court in SLP No. 24295 of 2006 dated 16-052007 and in Civil Appeal number 887 of 2009, dated 08-05-2009 to prohibit, prevent and eliminate the scourge of ragging including any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student, or indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in any fresher or any other student or asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student, with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student, in all higher education institutions in the country, and thereby, to provide for the healthy development, physically and psychologically, of all students. 14.1 What Constitutes Ragging Ragging constitutes one or more of any of the following acts: A B C D E F G H I Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student; Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student; Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student; Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher; Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students; Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person; Any act or abuse by spoken words, emails, posts, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student. 14.2 Mandatory Discloser : A B C D E F 14.3 Ragging is totally banned and anyone found guilty of ragging and/or abetting ragging is liable to be punished. The affidavit-I should be filled up and signed by the candidate to the effect that he / she is aware of the law regarding prohibition of ragging as well as the punishments, and that he/she, if found guilty of the offence of ragging and / or abetting ragging, is liable to be punished appropriately. The affidavit-II should be signed by the parent/guardian of the applicant to the effect that he/she is also aware of the law in this regard and agrees to abide by the punishment meted out to his/her ward in case the latter is found guilty of ragging and / or abetting ragging. A student seeking admission to the hostel shall have to submit another affidavit-III along with his/her application for hostel accommodation that he / she is also aware of the law in this regard and agrees to abide by the punishments meted out if he / she is found guilty of ragging and / or abetting ragging. The first year students should desist from doing anything against their will even if ordered by the seniors, and that they have nothing to fear as the institution cares for them and shall not tolerate any atrocities against them. A student securing admission to a particular institute shall have to submit concern affidavits to the principal of institute. Actions to be taken against students for indulging and Abetting Ragging in SAUs. A B C The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents. Every single incident of ragging a First Information Report (FIR) must be filed without exception by the institutional authorities with the local police authorities. The Anti-Ragging Committee of the institution shall take an appropriate decision, with regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging. 14.4 Depending upon the nature and gravity of the offence as established the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following, a Cancellation of admission b Suspension from attending classes c Withholding / withdrawing scholarship / fellowship and other benefits d Debarring from appearing in any test / examination or other evaluation process e Withholding results f Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc. g Suspension / expulsion from the hostel h Rustication from the institution for period ranging from 1 to 4 semesters i Expulsion from the institution and consequent debarring from admission to any other institution. j Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers. An appeal against the order of punishment by the Anti-Ragging Committee shall lie, A In case of an order of an institution, affiliated to or constituent part, of the University, to the Vice-Chancellor of the University; B In case of an order of a University, to its Chancellor. C In case of an institution of national importance created by an Act of Parliament, to the Chairman or Chancellor of the institution, as the case may be The institutional authorities shall intimate the incidents of ragging occurred in their premises along with actions taken to the Council form time to time. 15.0 HARASSMENT TO GIRL / WOMAN STUDENTS A women complaint mechanism cell is established for protection against harassment to girl/woman students. Anyone found guilty will be punished suitably. 16.0 DISCLAIMER The statements made in this Information Booklet and all other information contained herein is correct at the time of publication.
