Tournament Rules and Regulations
1. “Tournament” shall refer to the Sri Sivan Temple – Youth 5-A-Side Futsal Tournament 2015.
2. “Participant” or “player” shall refer to each person who registers to play in the Tournament. The
collective term used shall be “Participants”.
3. “Organisers” shall refer to the Sri Sivan Temple, its employees, agents, servants or volunteers and the
Organising Committee of the Tournament and their authorised agents, servants or volunteers.
A. GAME PLAY / DURATION OF THE GAME
4. Each match played during the Tournament will last 10 minutes; there will be no half-time.
B. PLAYERS & SUBSTITUTIONS
5. There can only be a maximum of 5 players, including the goalkeeper, on the pitch at any one time.
6. Each team will need a minimum of 4 players, including the goalkeeper, at any one time for the match to
proceed.
7. Teams are allowed to make unlimited substitutions and at any point in time.
8. A player who has been substituted may return to the pitch as a substitute for another player.
9. Play will not be stopped for substitution of players to occur (except for goalkeepers). Referee’s consent
must be given before change is made.
10. Procedures of substitution (except for goalkeeper):
i.
ii.
Substitution(s) will occur at the entrance/exit of the pitch.
The incoming player can only enter the pitch when the substituted player has exited the pitch.
11. Procedures of substitution for goalkeeper:
i.
Substitution for goalkeeper can only be made when there is a stoppage in play.
ii.
Substitution for goalkeeper can only be made with a referee’s consent.
iii.
The incoming goalkeeper can only enter the pitch when the substituted goalkeeper has exited
the pitch.
12. A goalkeeper may change places with any other player, subject to the referee’s consent.
C. START & RESTART OF PLAY
13. Toss of a coin will decide the kick-off the match.

14. The ball is deemed in play once it has been touched; the kicker shall not kick the ball again until any
other player kicks it.
15. When a goal is scored, the opposing team will restart the match.
D. THROW IN/KICK IN & CORNER KICK
16. Kick in or corner kick will be used at all times whenever ball is kicked out of playing area.
E. FREE KICK & PENALTY KICK
17. A free kick shall be awarded to the opposing team if a player acts in a careless, reckless or excessively
forceful manner. For example, but not limited to, kicking, tripping or charging at an opponent.

18. A maximum of 3 fouls may be committed per team. The 4 foul onwards will result in a penalty
awarded to the opposing team.
19. In the event of a free kick, all opposing players are to stand at least 5 meters away from the spot of the
free kick.
20. The opposing team may form a wall to defend the free kick.
21. If a player commits an offence within his penalty area, a penalty shall be awarded.
22. The decision as to the award of a penalty kick shall solely be made by the referee of the match and will be
final and without appeal.
23. A player shall be identified to take a penalty kick and all other players are to stand at least 5 meters away
from the penalty spot.
24. The opposing team may not form a wall to defend the penalty kick.
25. A free kick shall be awarded if a goalkeeper uses his hand(s) to control a back pass from his team-mate.
26. In this case, the free kick spot shall be an imaginary spot, to be determined solely by the referee of the
match, half-way between the penalty spot and the kick off spot.
27. All opposing players are to stand at least 5 meters away from the spot of the free kick and they may form a
wall to defend the free kick.
F. PENALTY SHOOTOUT
28. In the event of a draw in the Knockout Stage after regulation time, a penalty shootout shall follow.
29. For avoidance of doubt, rules under this heading do not apply to the Group Stage of the Tournament.
30. 3 kicks shall be taken by each team and the winner will be the team with the greater number of goals.
31. If teams are still tied after 3 kicks each, additional kick(s) shall be taken on a sudden death basis by players
who have not taken a penalty shootout kick yet.
32. Players not involved in the match at the end of regulation time shall not be allowed to take a penalty
shootout kick.
G. YELLOW CARD & RED CARD
33. A yellow card shall be awarded to a player who acts in a careless, reckless or excessively forceful manner,
and any other manner that the referee deems to be disruptive to the progression of the match.
34. A player shall be awarded a red card if he:

i.
Receives a 2 yellow card in the same match.
ii.
Commits a serious foul play or shows violent conduct that is disruptive to play. For example,
deliberately charging at an opposing player with the intention of knocking him down rather than
attempting to win the ball.
iii.
Uses offensive, insulting or abusive language or gestures.
35. A player who receives a red card shall not be allowed to continue the match and shall be banned for the
next game.
36. If the offence committed is deemed to be excessively violent and/or unruly, and unnecessary, the
organising committee reserves the right to disqualify the player for the rest of the Tournament. The
expelled player may also be banned from future tournaments.
37. The decision to give a yellow card or a red card to a player shall solely be made by the referee of the match
and will be final and without appeal.
38. The decision as to disqualify and/or ban a player shall be made by the referee of the match in consultation
with the organising committee of the Tournament and will be final and without appeal.
H. WALKOVER & ABANDONING OF MATCH
39. Teams are expected to report to the respective pitches 5 minutes before their scheduled playing time.
Teams which failed to do so may result in a walkover.
40. Teams with less than 4 players, including the goalkeeper, on the pitch due to reasons such as expulsion of
player(s) and/or injured player(s), shall not be allowed to continue the match, and the match shall be
abandoned.
41. In the event of a walkover or an abandoned match in the round robin stages, a score of 3-0 and 3 points
shall be awarded to the opposing team.
42. In the event of a walkover or an abandoned match in the knock-out stages, the opposing team shall be
declared the winner of the match and progress to the next round of the Tournament.
43. In the event that both teams force a walkover or abandonment of match, both teams shall not be awarded
with any points and the match is deemed to be abandoned.
I. MISCELLANEOUS RULES
44. All players are allowed into the penalty areas.
45. Players are allowed to intercept a back pass by an opposing player to his goalkeeper.
46. Goalkeepers are allowed to handle the ball touched by an opposing player.
47. Opposing players are allowed into the penalty area, and no fouls shall be awarded if the opposing player
wins the ball fairly when the goalkeeper chooses to control the ball with his feet.
48. The D-area acts as a penalty box like in a 11v11 game (i.e. players are allowed in the D-area, goalkeepers
can leave the D-area but only handle ball within it, etc)
49. Opposing players are not allowed to challenge for the ball when it is in the hands of the goalkeeper.
50. Goalkeepers are not allowed to score from a throw, unless the ball touches another player en route to goal.
For example,
a. the ball deflected off his own player or an opposing player before it enters the goal.
b. the opposing goalkeeper, in his attempt to keep out the throw, deflected the ball into his own goal with
any part of his body, including his hand.

51. Time wasting will not be tolerated and offending player(s) may be given a yellow card by the referee.
52. Team captains are expected to ensure that their respective teams report on time and adhere to the rules
and regulations, and disciplinary requirements of the Tournament.
J. SAFETY & FIRST AID
53. It is compulsory for all players to wear proper turf footwear and shin guards.
54. All players are to remove all jewellery/accessories, such as watch, necklace, bracelet, prior to each match.
55. A player shall not be allowed to continue playing if there is a bleeding wound. The decision of the referee
will be final and without appeal.
56. A first-aid team/ambulance will be provided in case of emergencies.
K. TOURNAMENT FORMAT
Group Stage
57. Teams will be drawn into groups of 4 or 5.
58. Teams in a group shall play each other once.
59. 3 points will be awarded for a win; 1 point for a draw; no points for loss.
60. Top 2 teams from each group shall advance to the Knockout Stage of the competition.
61. In the event that there is a tie based on points accumulated, positions shall be decided in the following
order:
i. Goals conceded; and if a tie remains,
ii. Goal difference.
62. Points shall be totalled and the decision on the teams to progress to the Knockout Stage shall be made by
the Organising Committee of the Tournament and will be final and without appeal.
Knockout Stage
63. Lots will be drawn to determine fixtures within the Knockout Stage. The organising committee will draw the
lots and the decision will be final and without appeal.
64. Play will commence in accordance with the rules stated herein.
65. In the event of a draw in points after regulation time, a penalty shootout shall follow immediately. There
shall be no extra time and/or stoppage time.
66. Prizes shall be awarded to the 1st, 2nd, 3rd and 4th placed teams (subjected to changes).
Additional notes
67. The Tournament format is subject to change in our effort to include as many teams as possible. However,
teams can be assured that the revised Tournament format, if any, will be as close as possible to the format
stipulated here.
68. In the event that there is a change in the Tournament format, team captains/Team Manager will be
informed of the change.
69. Similarly, any other information that needs to be relayed to the teams will be done through the respective
team captains/ Team Manager.

L. DISCLAIMER
70. Each and every Participant, by registering for this Tournament fully understands and acknowledges the risks
involved in their participation in the Tournament and accepts full responsibility and assume all such risks.
71. Each and every Participant hereby represents, warrants and undertakes to the Organisers the following
with full knowledge that they shall be relied upon by the Organisers in accepting their registration: i.
Personal particulars disclosed in the registration form are accurate, full and complete;
ii.
Each and every Participant does not have any medical conditions that would affect their own safety
or physical well-being, or that of other Participants.
iii.
Each and every Participant is medically and physically fit and competent to participate the
Tournament; and
iv.
Each Participant shall dutifully and fully abide by these Rules and Regulations and any applicable
laws.
72. Each and every Participant confirms that the representations, warranties and undertakings herein are true
and accurate.
73. Each and every Participant (including their respective heirs, successors and assigns) undertake not to make
any claims or lodge any complaints whatsoever against the Organisers, Sponsors or officials of the
Tournament for any injury, death or loss/damage to property sustained during the Tournament/disputes
over any matter in relation to the Tournament.
74. Each and every Participant (including their respective heirs, successors and assigns) agrees to hold the
Organisers, Sponsors, appointed officials/suppliers (each an 'Indemnified Party') harmless and keep each
Indemnified Party fully and effectively indemnified from and against any and all losses, costs (including legal
costs on a full indemnity basis), claims, damage and expenses whatsoever which any of them may incur
(directly or indirectly) as a result of their respective breach(s) of any of these Rules and Regulations.
75. These Rules and Regulations shall be governed under Singapore laws and each and every Participant agrees
to submit to the exclusive jurisdiction of the Singapore courts.
76. Each and every Participant is agreeable to the Organisers or its appointed persons to call, sms or email
them on any service related updates with regards to this event purpose only.
