Community Work Day
The community work day was help on April 25th.
Members from the community came together to help
clean-up the arroyo, pick up trash, and paint. We had a
wonderful lunch afterwards provided by Mickey Pitschke.
Some interest has been expressed in doing work in the
community throughout the year.

returnable damage deposit.
Clubhouse Renovation
The Board of Directors awarded a contract to AB Plumbing Company to replace the collapsed
underground ducting, the water heater, the air conditioner unit and furnace. The air conditioning
needed to be replaced, and since the underground ducting was completely closed, the AB
plumbing company installed new overhead ducting. The project was completed in April 2015.
Recent Graffiti
Call it graffiti, call it tagging, call it street art. No matter what name it goes by it is still vandalism,
property destruction, and a hand in your wallet that now has come into our community. Over
the past few weeks Hidden Valley as well as many of our neighboring communities have been
attacked, yes attacked by those that fancy themselves as artists with spray cans. Their canvas so
far has been benches, walls around our pool, sidewalks and the concert drain along 4 Hills Road.
Our homes could be next. It’s time to fight back. These punks and wannabes are not going to win.
If you see graffiti anywhere in HV or on any property around us, get the address and call 311.
The city will come and remove it within a couple of hours. If you see someone using a spray can
on any of our or our neighbors property call 242-COPS. If you see something do something. We
can only win this one if everyone gets involved.
Organizers needed
Our overall desire is to keep our Residents informed and create a strong feeling of belonging to a
large family. This is a desire now and has been for various Residents in the past.
What we are looking for is a person or persons who know how to organize a group of people to
accomplish a common goal. What is a common goal?
It is caring, doing things together, knowing each other, supporting each other or in other words:
Do not live in isolation or care only for your immediate friends, care for the community.
We can set-up a “Brain-storming” session. People who want to help come together and discuss
different ideas or suggestions. We listen to each idea or suggestion, discuss it and decide which
one should be pursued.

Singing Arrow Archeological Area

The site at Singing Arrow Park enclosed by chain link fence is a Spanish colonial village which is
of major historical importance. The site has been thought in the past to be a Native American
burial ground or possibly San Miguel de Carnue. Research of the history of excavation of the site
was submitted to the city of Albuquerque in 2000. The actual San Miguel de Carnue is believed
to be located approximately 3 miles east of the Singing Arrow site. A site map representing a
composite of three separate partial excavations is located inside the fence near the community
center
On May 14, 2015 Councilman Don Harris and staff along with two archeologists and several
community residents met to walk the perimeter of the site and discuss preservation and
protection of the area. Councilor Harris is eager to proceed with plans to create a museum
concept with markers indicating the historic importance of the site. The archeologists concur
with partial excavation, but indicated that the best way to preserve the structures is to leave them
buried in soil for future excavation, perhaps 100 years hence, when archeologic techniques
become more advanced. Decay of the structures begins from the time they are exposed. For a

Landscaping
Our landscapers work hard to maintain sprinkler heads, and irrigation lines, and parking on top
of these lines can cause damage to the system. Please do not park on any landscaped areas in
Hidden Valley, to include gravel areas on common or private property.
Also, please remember that water use and responsibility is important for us all. We are making
every effort to avoid conservation charges this year, and your help is greatly needed to reduce
our use. Our landscapers are trying to manage the grassy areas without water waste, and one
component of that is the careful monitoring of water needs. Adjustments may be made
throughout the summer months, so please let us know if you feel any area has not received the
needed attention. You can fill out a work request form at the clubhouse, or contact Pam Meyer at
Sentry.

A Walk in the Arroyo

We have lived here in Hidden Valley for about a year so far. We’re continually discovering new
things. For example, a couple weeks ago my husband, Phil Davis, and I were walking with our
dogs down the arroyo. From our house, first we walk to the clubhouse and then cross the bridge
over the pond. There to the left we saw a mallard couple who seem to have taken up residence in
the pond and surrounding grass. Soon we’ll probably see ducklings! To the right was what I
think was a Cooper’s hawk sitting on a rock drinking water. As soon as the dogs crossed the
bridge, the hawk flew up into a big cottonwood, keeping his eye on us the whole time. We then
walked to the arroyo. There we, or should I say our dogs, spotted a jack rabbit which they had
no hope of catching but tried anyway.
A little further on we spotted a group of three coyotes! They were quite calm though alert and
did not seem alarmed by our presence in the slightest. They moved a short distance closer to the
houses on the south side of the arroyo and then settled into the grass. Given their coloring, they
blended right in – if we hadn’t seen them on the move, we wouldn’t have spotted them at all.
We’ve certainly heard them howling at night and found plenty of evidence of their scat in the
arroyo. Further on we saw a kestrel, a small raptor which used to be called a prairie hawk.
As we were rounding the bend to return home, we encountered a two-legged creature with
wheels, a man on a bicycle. He was a volunteer with the Albuquerque Open Space Alliance. He
was most informative and told us that there were 40 miles of trails in our arroyo! He was riding
over all of them on the lookout for invasive plant species. Members of his group and he try to
eliminate these species and replant those areas with native vegetation. He also pointed out how
the rabbits in the arroyo are particularly water-stressed this time of year due to the drought –
their only source of moisture is eating cactus. He mentioned this as a caution to not let our dogs
(off-leash) chase them.
All in all, a most satisfying walk in the company of each other and our dogs, Red and Bella. We
saw a lot of things we didn’t expect to see and learned some new things as well. We would be
interested to read about anyone else’s experiences with the wildlife in our nook of Albuquerque
and also want to give thanks to the Open Space Alliance.
Resolution #12
Policy Resolution #12 has been revised to simplify description of parking restrictions and to
improve uniform enforcement of the regulations. The revised resolution was read at the Board of
Directors meeting on May 18, 2015, and in keeping with our governing documents, a hearing was
scheduled to be “not less than 30 days” hence, for the next board meeting at 6 PM on June 22,
2015.
Revised Policy Resolution #12 follows:
HIDDEN VALLEY COMMUNITY SERVICES ASSOCIATION, INC.
POLICY RESOLUTION NUMBER 12
VEHICLE PARKING AND STORAGE: RULES AND PENALTIES
WHEREAS, Article I, Section 3, of the Declaration of Covenants and Restrictions of the HIDDEN
VALEY COMMUNITY SERVICES ASSOCIATION, INC, describes the Book of Resolutions, to further
govern the Association; and
WHEREAS, Article VIII, Section 1 and 2, of the HVCSA Bylaws charge the Board of Directors with
powers and duties for the administration of the Association, it is the intent of the Board of Directors to
establish such procedures: and
WHEREAS, Article III, Section 1 and Article IV, Section 3, HIDDEN VALEY COMMUNITY
SERVICES ASSOCIATION, INC, Supplemental Declaration of Covenants and Restrictions provides
parking rights and restrictions upon use and storage of vehicles and/or recreational equipment; and
WHEREAS, Article I, Section 4, of the Declaration of Covenants and Restrictions describes the
definition and use of common areas; and Article IV, Sections 1, 2, and 3 (a) and (b) of the Declaration of
Covenants and Restrictions declares the obligation of the Association, describes the Members’ Easement
of Enjoyments, and Extent of Members’ Easement: and Article VI, Section 1, (a), (d), and (e) declares the
use of property, nuisances, rules and exceptions: and
WHEREAS, there is a need to establish penalties and enforcement procedures for violations of
said Articles, and there is a need to amend and reinstate penalties, suspension and enforcement
procedures.
NOW, THEREFORE, BE IT RESOLVED THAT the procedures related to all vehicles established
by the board of Directors be adopted as follows:
1. Vehicles parked anywhere in Hidden Valley, including driveways, must have current registration
and license and be in operable condition.
2. No vehicle shall be parked on any street in Hidden Valley overnight. Overnight parking is
defined as the hours from 11:00pm to 6:00am.
3. No vehicles parked in driveways shall overhang or block the sidewalk, curb or gutter.
4. The parking area in front of the Clubhouse can be used only if a member has business in the
Clubhouse and/or has reserved the Clubhouse for a function. There is no parking allowed in
front of the Clubhouse for use of the pool and/or the pond areas except for valid use of the
Handicap space.
5. The Clubhouse parking lot (at the end and off Cottonwood) is to be used by residents and their
guests who are using the pool and/or pond areas, or guests attending functions at the
Clubhouse under a valid reservation. No overnight parking is permitted.
6. No vehicle may be parked on the grass, gravel or any other landscaped area, whether on
owner’s lot or common areas. Vehicles in violation may be towed without notice.
7. Visitor Only parking spaces on Hackberry, Nandina and Meadow Green may be used only by
visitors and may not be occupied by residents of Hidden Valley.
8. Recreational vehicles are not permitted in Hidden Valley, including but not limited to motor
homes, boats, trailers. etc.
9. Vehicles shall not bear advertising in Hidden Valley
10. Special Temporary permits maybe issued at the discretion of the Board of Directors.
BE IT FURTHER RESOVED THAT the following penalties and enforcement procedures be
adopted as follows:
1. Any vehicle in violation of any of the foregoing polices of this Resolution will be subject to a
written notice of the violation which will also include an order of correction, placed on the
vehicle. The vehicle make, model, license plate and time and date of violation will be recorded,
and retained.
2. Vehicles with expired registration/license plates will be provided one warning notifying them of
10 business days to provide a valid proof of registration. If valid registration is not provided by
end of business on the 11th day a $25 fine will be assessed to the homeowner account. At the
close of business on the 12th day an additional $50 dollar fine will be assessed, and at the close
of business on the 13th day an additional fine of $100 will be assessed. With no further notice,
vehicle will be towed if 14 business days have passed and valid registration has not been
provided.
3. Vehicles parked on street after hours will be provided one warning to correct violation. If
violation is not corrected, or vehicle is parked in violation again, vehicles will be towed at
owner’s expense with no further notice.
4. A commercial towing company will be contacted and directed to remove the violating vehicle,
and/or recreational equipment, to a usual and customary storage facility in or around
Albuquerque, New Mexico. All costs related to such removal and storage shall be the sole debt
and responsibility of the resident/residence responsible, or vehicle owner. If the HVCSA or its
agents or employees should incur any expense in said removal and storage, said expense will
be added to the account of the homeowner. All copies of warnings and towing tickets shall be
filed and retained.
5. The BOD may enforce any provisions of the Governing Documents by using any and all
enforcement procedures provided by the Governing Documents.
