Why support Hutt Valley Tennis?
Tennis is a lifelong sport played by all ages, abilities and fully integrated into the Hutt Valley community.
• Tennis has a strong following in the Hutt Valley community
– 9 tennis clubs, 1 tennis centre, 1200 affiliated members, 4000 school participants, 300 non‐affiliated players, 10 coaching businesses
• Mitchell Park Racquet Centre hosts 8000 matches p.a.
– 3000 interclub matches, 2500 junior coaching lessons, 1,000 players competing in 5 major tournaments, 1000 league matches, 500 school matches
• HVT has adopted a growth based strategy that will increase membership and place greater demand on our facilities

Who are we? Hutt Valley Tennis Association (HVT) is the overarching body for 9 tennis clubs and 1 squash club in the Hutt Valley.

Organisation function
The core purpose of HVT is to promote, develop, enhance and protect the sport of tennis and squash through its Clubs and the Mitchell Park complex.
• The Mitchell Park complex is a key Hutt Valley community asset servicing tennis and squash needs
– interclub, tournaments, clubs, schools, coaching, public access, and local businesses

Reason for submission
HVT and MPS operate a ‘shared’ financial model at the Mitchell Park facility and have done so for 50 years. This model will no longer be viable due to the new Sportsville development.
• HCC has ‘invited’ MPS (HVT sub‐committee) to re‐locate to the Fraser Park Sportsville development
• Squash have accepted and advised tennis of the intention to move upon the completion of the Sportsville complex in approximately 2 years • The squash move will result in HVT being unable to meet its financial obligations to operate and upgrade the building to be code/earthquake compliant

Impact of Council decisions
The Sportsville project has resulted in a significant component of HVT being removed from our organisation.
• Squash utilise 75% of the Mitchell Park building space and contribute 50% of the funds towards the facility operating costs
• The move will leave HVT with 5 redundant squash courts and a building needing expensive remediation or demolition so that a fit‐for‐purpose building can stand in its place

HVT response to Council decisions
HVT took this opportunity to review its sport and ensure steps were taken to secure the future of Tennis in the Hutt Valley.
• HVT formed a Steering Group supported by HCC via council employee Mike Mercer with parameters to
– find a financially viable model post squash move
– ensure solution meets Hutt Valley community needs and Tennis New Zealand goals and strategies

HCC Benefits ‐ building upgrade option
HVT has enjoyed a long‐standing successful partnership with HCC. Design changes to the building will strengthen the relationship and benefit the local community. • HVT will not operate the Squash Club in competition to the new council facility
• HVT operating costs reduced supporting HVT long‐term self sustainability goals
• Compliance with current building codes
• Provision for council owned garden toilets
• Increased parking and parklands integration
• Successful use by HVT of the HCC Mitchell Park designated recreational land

Long Term Communities Facilities Plan (LTICFP)
HVT acknowledges the Mitchell Park site may not be the ideal fit with regards to the LTICFP.
• Discussions continue to be sought with potential partner sports • Member surveys showed least popular options were to move to an existing club site or proposed multi‐use sport hub locations
• Cost of relocation would be prohibitive for HVT and HCC e.g. Upper Hutt City Council is constructing 4 new tennis courts at Maidstone Park (no club rooms) at a cost of $700,000 • Mitchell Park is the right location for HVT and the community
• Community Facilities Trust are informed of the project status

History of HCC partnership
Creation in 1963 of the Mitchell Park tennis/squash complex. A joint HVT /HCC initiative led by former mayor Percy Dowse. • Financial support from the HCC:
