ArticleI–Preamble
TheInternationalAssociationofMaritimeUniversities(IAMU:ai‐ei‐em‐ju:)isthe
globalnetworkofleadingmaritimeuniversitiesprovidingMaritimeEducationand
Training(MET)ofseafarersfortheglobalshippingindustry.AllmembersofIAMU
sharetheunderstanding:
 thatglobalizationhasbeenprogressingrapidlyintheinternationalshipping
arena;
 thatSafety,SecurityandEnvironmentalProtectionarecrucialissuesforthe
maritimesector;and
 thatpassingonmaritimeskillsandknowledgetothefollowinggenerations
needstobeachievedonaglobalscale.
AllmembersofIAMUalsorecognizethesignificanceofmaritimeeducationand
trainingandnotethat:
 theshippingindustryisaserviceindustry,inwhichhumanresourcesarethe
criticalelement;
 itisonlyfeasibletosecureandtopreservehighlyqualifiedhumanresourcesin
themaritimeindustriesthrougheffectiveeducationandtraining;and
 effectiveeducationandtraininginthemaritimesectorderivesfromscientific
andacademicrigoranddevelopmentofaclearlinkbetweenpracticalskills,
managementtechniquesandafocusonquality.
Basedonthissharedunderstanding,ithasbeenmutuallyagreed:
 thatmembersshallcooperatewitheachotherinarangeofscientificand
academicstudies,developments,andpracticalapplicationsassociatedwith
MaritimeEducationandTraining;
 thatmembersshallendeavortoachievemeasurableandworthwhileoutcomes
forMaritimeEducationandTrainingthroughIAMUactivities;
 thatmembersshallpublicizetheresultsoftheiractivitiesasextensivelyas
possiblebothwithinandoutsideIAMU,andshallendeavortoaccumulate
scientificresultsforthebenefitoftheinternationalmaritimecommunity;and
 thatthemembersshalltherebycontributetotheenhancementofMaritime
Safety,SecurityandEnvironmentalProtection.
TheAssociationwascreatedin1999byagroupofmaritimeuniversitiesfrom
acrosstheworldasanon‐profitorganization.
ThisBasicAgreementestablishestheguidingprinciples,agreedtobythe
membership,andactsastheconstitutionofIAMU.

ArticleIII–Mission
TheMissionofIAMUis:
A. Tocreateandmaintainaglobalnetworkofmembersdedicatedtobuilding
humancapacityinthemaritimesector;
B. ToprovideopportunitiesfordevelopmentsinGlobalMETsystemthrough
scientificandpracticalapproach;
C. TodevelopandsupporteffectiveMETsystemsforpassingonmaritimeskills
andknowledgetofuturegenerationsofglobalseafarersthatensuresafetyat
sea,maritimesecurityandtheprotectionoftheenvironment;
D. TodisseminatetheresultsofresearchandscholarlyworkproducedbyIAMU
memberstointerestedparties;and
E. TocommunicatewithothermaritimeassociationsandtheUnitedNations
agenciessuchastheInternationalMaritimeOrganizationandthemaritime
industrytoensurethatHumanElementsandMETplaythekeypriorityroleto
supplyindustrywithhighqualityprofessionalstopromotesafe,secureand
efficientshippingoncleanoceans.
ArticleIV–Activities
TheprincipalactivitiesofIAMUare:
A. Topromotethecooperationofmaritimeuniversitiesacrosstheworld;
B. Tomaintaincommunicationandexchangebetweenmembers,interested
maritimeindustryplayersandinternationalorganizations;
C. TorepresentIAMUtotheInternationalMaritimeOrganization(IMO).
D. ToexecuteresearchactivitiesinMETandrelevantfields;
E. TodisseminatethebestMETpractices,researchoutcomes,andinnovations
amongmembersthroughpublications,newsletters,andconferences;and
F. ToholdanAnnualGeneralAssembly
ArticleV–Membership
TheIAMUconsistsofanetworkofmembermaritimeuniversitiessatisfyingthe
followingcriteria:
A. Maritimeuniversities/academies/institutions/faculties(hereinafter
“universities”)thatofferBachelordegreeorequivalentundergraduateMET
programsandpost‐graduateMastersand/orPh.D.programsrelatedto
maritimeaffairsarequalifiedforapplicationtobecomemembers.
B. Onanexceptionalbasis,theIAMUcanadmittomembershipamaritime
universitywithoutpost‐graduatecourses.
C. SpecialmembershipcanbeofferedtoaPartywhichisnotamaritimeuniversity,
butitisqualifiedformembershipbecauseitscontributionisconsideredhighly
significant.
D. TheNipponFoundationisapermanentspecialmemberoftheIAMU.
E. TheWorldMaritimeUniversityisaspecialandsignificantmemberoftheIAMU.
WMU'sstatusasaspecialmemberissubjecttorevieweveryfouryearineffect
asof1April2012.

F. Associatemembershipcanbeofferedforaspecifiedtermtomaritime
organizations,associationsandcompaniesdeemedtobehighlysignificantto
IAMUactivities.SuchassociatememberswillbeentitledtoattendtheAnnual
GeneralAssembly.
G. Membershipmaybeterminated:
1. Whenamemberuniversity’sacademicprogramchangesandnolongermeets
membershipcriteriaspecifiedinthisArticle;
2. Whenamemberuniversityisdelinquentinthepaymentoftheannual
membershipfeefortwoconsecutiveyears.
3. Whenamemberuniversityvoluntarilyresigns;
4. Whenthereisjustcause
H. Representation:
1. MemberuniversitiesofIAMUarerepresentedbythePresident,Rector,
Principal,ViceChancellororDeanofamaritimefaculty(hereinafter
“President”).
2. IfthePresidentisunabletoattendaBoard,CommitteemeetingortheAnnual
GeneralAssembly,thenhe/shemaydesignateaseniorlevelstafffrom
his/heruniversityastheofficialrepresentative.Theproxy,includingthefull
nameandtitleofthedesignatedrepresentative,shallbedulysignedbythe
President,andbedepositedatSecretariatnotlessthanforty‐eighthours
beforethemeeting.
3. Theproxyrepresentativeistohavefullauthoritytovoteonbehalfofthe
memberuniversity.
ArticleVI–OrganizationandGovernance
IAMUistohaveanHonoraryChair,aChair,anInternationalExecutiveBoard,
StandingCommittees,anExecutiveDirector,anAnnualGeneralAssembly,andmay
haveHonoraryFellows.
A. HonoraryChair:
TheChairmanofTheNipponFoundationshallbetheHonoraryChairofIAMU.
B. Chair:
TheChairshallbethePresidentofamemberuniversityandresponsibleforthe
overallmanagementofIAMUandforcarryingoutthedecisionsmadebythe
InternationalExecutiveBoardand/orgeneralmembershipasdeterminedatthe
AnnualGeneralAssembly.
C. InternationalExecutiveBoard:
TheInternationalExecutiveBoard(IEB)istheprimarydecision‐makingbodyof
theIAMU,exceptformattersunderthepurviewoftheAnnualGeneralAssembly.
D. StandingCommitteesoftheIEB:
Standingcommitteesmaybeestablishedtoperformregularandongoing
businessand/oractivitiesoftheIAMU.
E. ExecutiveDirector:
TheExecutiveDirector,headingaSecretariat,isthechiefadministrativeofficer
ofIAMUandsecondedtoIAMUbyTheSasakawaPeaceFoundation(SPF)in
Tokyo,Japan.
F. AnnualGeneralAssembly:
ThereshallbeanAnnualGeneralAssemblytoreviewactivitiesofIAMU,
approveIAMUpolicies,programs,andbudgetasrecommendedbytheIEB,to

biannuallyratifythemembersoftheIEBandtheChair,andtopromote
collaborativenetworkingamongmembers.
G. HonoraryFellows:
ThedistinctionofHonoraryFellowmaybeawardedtodistinguishedpersons
fromIAMUmemberuniversitiesorfromtheinternationalmaritimecommunity.
NominationforanHonoraryFellowmaybemadebyanyIAMUmember
universityforconsiderationandapprovalbytheInternationalExecutiveBoard.
ArticleVII‐FinanceandAccounting
TheIAMUhastwomajorfinancialsources:
 TheNipponFoundationforannualoperationgrant;and
 contributionfromthemembershipfees.
ThemainpurposeoffinancialsupportbytheNipponFoundationistopromote
academicstudies,developmentprogramsandpracticalactivitiesworthyofIAMU
whichinvolvecollaborationamongthemembersandenhanceexchangesamongthe
membersatalllevels.Allmembersmake‘in‐kind’contributionsofresourcesto
IAMUactivities.Theoperationandtheaccountshallbeauditedeveryfiscalyear.

TheworkinglanguageoftheIAMUshallbeEnglish.
ArticleIXAmendment
AmendmentoftheBasicAgreementshallbeagreeduponbytheInternational
ExecutiveBoard(IEB)andmaybeproposedbyamemberuniversitytotheIEBfor
endorsement.AmendmentsrequireacknowledgmentbyIEBandsubsequent
ratificationbytwo‐thirdsaffirmativevotesofalltheIAMUvotingmembersatthe
AnnualGeneralAssemblyunderpresenceofquorum.
