A special feature of this year’s Washington Briefing is the opportunity to visit with members of
Congress to discuss the important role that tolling plays in surface transportation in America. We
are dedicating the afternoon of Monday, March 30 for “Advocacy Day.” We will coordinate your
visit and prepare you with talking points to have a brief conversation with congressional staff.
It’s very important that members of Congress see and hear from you about the importance of

ABOUT THE LIBRARY OF CONGRESS,
MADISON BUILDING
The Library of Congress, Madison Building is the largest library structure in the
world and America’s oldest federal cultural institution. The Library has grown into
an unparalleled treasure house of the world’s knowledge and America’s creativity.
After spending the afternoon on the Hill, end your visit with your colleagues
networking in this historical landmark. Join us as we enjoy light fare and drinks
with spectacular views of the U.S. Capitol and the city. For those wishing to visit
the Thomas Jefferson Building before the reception, IBTTA will provide maps and
details at registration.
In 1957, Librarian of Congress L. Quincy Mumford
initiated studies for a third Library building. Congress
appropriated planning funds for that structure, today’s
James Madison Memorial Building, in 1960, and
construction was approved by an act of Congress on
October 19, 1965 that authorized an appropriation of
$75 million. Excavation and foundation work began
in June 1971, and work on the superstructure was
completed in 1976. The cornerstone, inscribed with
the date 1974, was laid on March 8, 1974. Dedication
ceremonies were held on April 24, 1980, and the
building actually opened on May 28, 1980.
