room five minutes before the session starts and report to the Session Chair.
2. Please do not exceed your allotted time. Please follow the instructions of the Session
Chair.
3. If the Session Chair(s) is/are absent from the session, the last speaker should serve as the
Session Chair.
Instructions for Session Chairs
Session chairs are kindly requested to do the following:
1. Calculate the time allocated for each paper in your session. The time allocated to a paper
may be different in different sessions, due to uneven distributions of papers in different
areas (the number to the left of a session in the “Conference Program” next page shows the
number of papers allocated to this session) and a small number of absentees due to visa
and other reasons.
2. Arrive at the room of the session five minutes before the session starts and identify each
of the speakers for the session.
3. Do not allow presentations or the subsequent discussions to run beyond the starting time
of the next presentation.
4. If the presenter of a paper is absent (“no-show”), please continue to the next
presentation. Please check again at the end of the last presentation whether the “no-show”
turns up. Best efforts have been made to reduce the number of no-shows; however, they
may not be eliminated.
5. Each oral presentation room is equipped with an LCD projector. If something is not
working properly, please contact conference staff.

Prof. Euston Quah, Ph.D
Short Bio:
Professor Euston Quah is presently Head, Division of Economics ; Vice‐ Chair , Sustainable
Earth Office and immediate Past Chairman of the Senate Committee on University Policy
Matters at the Nanyang Technological University (NTU), Singapore. He was formerly Chair,
School of Humanities and Social Sciences at NTU . Prior to joining NTU , Professor Quah was at
the National University of Singapore (NUS) where he was Vice‐Dean , Faculty of Arts and
Social Sciences ;Deputy Director of the Public Policy Program(now called the Lee Kuan Yew
School of Public Policy) ; and headed the economics department there . A prolific writer ,
Professor Quah had published over 100 articles including journals such as World Development;
Environment and Planning; Applied Economics; Journal of Economics ;Journal of Public
Economic Theory ; Journal of Environmental Management ; Impact Assessment and Project
Appraisal ; American Journal of Economics and Sociology; Bulletin of Economic Research ;
Education Economics ;European Journal of Law and Economics ; Theoretical Economics Letters
; and International Review of Law and Economics , among others . His most recent work is a
paper in an international publication on cost‐benefit analysis by Oxford University Press, 2013
, and a forthcoming paper in the journal , World Economy . Two books on Cost‐Benefit
Analysis was published by Routledge , UK in 2007(with E.J. Mishan) and 2012 .He was also co
‐author of an Asian Edition of the best- selling Principles of Economics Text with Harvard
Professor Gregory Mankiw (former Chairman, US Presidential Council of Economic Advisors)
published by Cengage (formerly Thomson , USA) , now a second edition in 2013. He has books
published by McGraw‐Hill , Edward Elgar(UK), and Longmans. He has a forthcoming book
(written with Jinhua Zhao) on the Economics of Transboundary Pollution to be published by

Edward Elgar ,UK , and was recently invited by Springer Verlag to be a Series Editor (with
Parkash Chander) for books on Sustainable Development . Professor Quah advises the
Singapore Government in various Ministries and was a Member of the recent Prime Minister’s
Economic Strategies Sub‐Committee on Energy and the Environment , and served on the
Committee of the Fare Review Mechanism of the Ministry of Transport. He presently sits on the
Boards of Energy Market Authority , the Energy Studies Institute at NUS ; and the Complaints
Committee of the Singapore Medical Council . He is also a Review Panel Member for the Bill
and Melinda Gates Foundation project hosted by the Overseas Development Institute , London ;
and a Technical Reviewer for the National Research Foundation (Singapore) , Humanities and
Social Sciences Research Council (Canada) , and the Australian Research Council . He has been
a referee for many economics and interdisciplinary journals including the Journal of Political
Economy, Environment and Planning (Series C and A), Journal of Environmental Economics
and Management, among others. Professor Quah is Editor of the ISI (SSCI) journal , The
Singapore Economic Review(since 2002) , and the President of the Economic Society of
Singapore (since 2009) . In 2014 , Professor Quah was elected as President of the Asian Law and
Economics Association . He has been invited by Stanford University , Princeton University , the
USA Inter‐Pacific Bar Association , WWF for Asia , UNESCAP , Earth Institute of Columbia
University (Asian Meetings) , ADBI and ADB to speak at their functions and conferences . He
was awarded the First Komai Fellowship by the Hitachi Scholarship Foundation in 1989. In
2014, Professor Quah was invited to give the World Economy Annual Asia Lecture at the
international conference invited by the University of Nottingham, and sponsored by Wiley‐
Blackwell. Professor Quah has consulted for PricewaterhouseCoopers ; Economica (Canada) ;
Gentings International ; Singapore Government; IDRC Canada ; World Bank and Asian
Development Bank . Professor Quah is often cited and interviewed by the local and foreign
media on news , and documentary shows including CNA , Channel 5 , BBC , Straits Times ,
Business Times , and foreign presses in France , Taiwan , Thailand , Malaysia, and Denmark .
He is one of the most highly cited and influential university economists in Singapore.

The Science and the Art of Facility Siting : The Issue of NIMBYs.
Abstract:
The issue of locating locally unfriendly but socially beneficial facilities such as airports ,
landfills , and power stations , is an important public policy concern in many countries . They are
even more acute as a rising concern in Asia where the need for sustain and secure energy as well
as increased economic growth requires such facilities to be built with minimal time . However ,
local residents in the areas where such facilities are to be located tend to exhibit strong
opposition , no doubt due to the asymmetric distribution of the costs and benefits of such

backyard (NIMBY) facilities . Known as the NIMBY syndrome , it has become a source of
conflict and frustration that seems destined to grow even more as local population becomes
increasingly suspicious of government intentions , and the recent unfortunate incidences
involving petrochemical plants , dams , and nuclear power stations add to this distrust of original
good national objectives . The purpose of this Talk is to evaluate the available conflict-resolution
instruments often used for the siting of a NIMBY facility . Economic analysis has a key role to
play in resolving issues entailed in the siting of these environmentally unfriendly facilities .
Some discussions on compensation auction mechanisms are presented and other alternatives
explored . Lessons are also drawn from some NIMBY facilities in Japan .

Jeff Webb, Ph.D
Short Bio:
Jeff Webb holds a Bachelor's degree in Applied Physics and a PhD in Photothermal Physics;
currently he is an associate professor at the University of Nottingham Malaysia Campus. He has
published more than 80 papers in international conferences and journals. He has given keynote
speeches in various places including Myanmar, Jakarta and Seoul, Korea. He has a broad range
of research interests encompassing quantum cascade lasers, graphene-based devices and
structures, and ferroelectric materials. Most of his work is concerned with theory and modelling.
He is a member of the Institute of Physics and holds Chartered Physicist status with this institute
(CPhys)..
Title:
Quantum Cascade Lasers: how to model them with simple, informative two and three level
systems.
Abstract:
This talk will discuss how relatively simple models utilising two or three quantum levels can be
used to give a good account of the behaviour of quantum cascade lasers. Various parameters
useful for characterizing the laser's behaviour and performance will be covered together with
some possible applications.

3. Prof. Jun DING, Ph.D
Short Bio:
Dr Jun DING obtained PhD from Ruhr-University Bochum, Germany in 1990. After working as
Research Fellow and Senior Research Fellow at University of Western Australia for 6 years, Dr
Ding joined National University of Singapore as a Faculty (NUS). Now, he is Professor at
Department of Materials Science & Engineering (NUS) and Visiting Professor at NIMTE,
Chinese Academy of Science. Dr Ding has been working in magnetic
He has published over 300 papers with > 7000 citation and H-index = 47. His current research
work focuses on nanomagnetics and magnetic nanoparticles for bio-medical applications..
Title:
Synthesis of Fe3O4 nanoparticles for biomedical applications
Abstract:
Magnetic nanoparticles are promising for bio-medical applications, including MRI contrast
enhancement, hyperthermia, drug delivery and separation. Superparamagnetic nanoparticles are
widely used in order to avoid undesired agglomeration. However, low saturation magnetization and
low magnetic susceptibility of superparamagnetic nanoparticles limit their performance. Recently,
we have successfully fabricated magnetic nanorings which can be well suspended in water with
suitable surfactant. Compared to superparamagnetic nanoparticles, these Fe3O4 nanorings exhibited
much higher magnetization and susceptibility, so that a relatively low magnetic field is able to
achieve a high magnetic flux. High R2* values have been obtained, demonstrating their great
potential for T2 MRI agent. More recently, we have tested hyperthermia performance of Fe3O4
nanorings and nanodiscs. The SAR values (the measure of hyperthermia performance) obtained are
much higher compared to those for reference (Fe3O4 nanoparticles). Our calculation for
hyperthermia also confirms large SAR values because of their Neel and hysteresis contribution. Our
work has shown the great potential of non-superparamagnetic nanorings and nanodiscs.
