Abstract: The science of communications and automatic control systems in both machines and living things. The
study of human control functions and of mechanical and electronic systems designed to replace them, involving the
application of statistical mechanics to communication engineering. The main objective of Cybernetics Protector is to
provide a secure way of communication and transferring evidences in Secret Intelligence Agency of defence system
which has always uses undercover agents to solve complex cases and dismantle criminal organizations. We are
conceptualizing this software as a solution so that Secret Intelligence Agencies and their agents can communicate
through this Software for the exchange of evidences in a secure way. And maintain the details of Defence Ministry.

I.
INTRODUCTION
Cybernetics could be thought of as a recently developed science, although to some extent it cuts across existing sciences.
If we think of Physics, Chemistry, Biology, etc. as traditional sciences, then Cybernetics is a classification which cuts
across them all.
Cybernetics is formally is the science of control and communication in animals, men and machines. It extracts, from all
contexts, that may concerned with the information processed and controlled.
The major characteristics of Cybernetics is its preoccupation with the construction of models and here it overlaps
operational research. Cybernetic models are usually distinguished by being hierarchical, adaptive and making permanent
use of feedback loops.
Cybernetics in some ways is like the science of organization, with special emphasis on the dynamic nature of the system
being organized. The human brain is just such a complex organisation which qualifies for cybernetic study. It has all the
characteristics of feedback, storage, etc. and is also typical of many large businesses or Government departments.
The central feature of Cybernetics is that of artificial intelligence, where the aim is to show how artificially manufactured
systems can demonstrate intelligent behavior. There are also various fields of applied cybernetics where this same
decision can be shown to operate in fields like education, engineering, accountancy, and so on and so forth.
Pharmaco cybernetics (also known as pharma-cybernetics,cybernetic pharmacy and cyber pharmacy) is an
upcoming field that describes the science of supporting drugs and medications use through the application and evaluation
of informatics and internet technologies, so as to improve the pharmaceutical care[ii] of patients.[1] It is an
interdisciplinary field that integrates the domains of medicine and pharmacy, computer sciences (informatics,
cybernetics, interactive digital media, human-computer-environment interactions) and psychological sciences to design,
develop, apply and evaluate technological innovations which improve drugs and medications management, as well as
prevent or solve drug-related problems.

II.
PROBLEMS OF CYBERNETICS
We can, perhaps rather arbitrarily, divide the aims of Cybernetics into three classes as follows:1. To construct an effective theory, with or without actual hardware models, such that the various aspects of human
and other sorts of behavior can be simulated.
2. To produce models and theories of human behavior which present these functions of human beings and other
systems in the same manner in which they are performed by human beings or other such systems as are
considered. In other words, it is not enough merely to produce the same end result; we want to produce the same
end result by similar or even identical means.
3. Finally, to produce, or simulate, the whole of human or animal behavior by models which in their construction[iii]
are identical with human beings or animals. That is, they should in the end be chemical-colloidal[iii] systems, or
protoplasmic systems.
III. COMMENT
The above, with a few exceptions, is still very relevant to modern research domains. Indeed, it is very useful in
letting one see just what is and is not new about today's hot research areas.
IV.
APPLICATION OF CYBERNETICS AND CONTROL THEORY FOR A NEW PARADIGM
IN CYBER SECURITY
A significant limitation of current cyber security research and techniques is its reactive and applied nature. This
leads to a continuous 'cyber cycle'[i] of attackers scanning networks, developing exploits and attacking systems, with
defenders detecting attacks, analyzing exploits and patching systems.
This reactive nature leaves sensitive systems highly vulnerable to attack due to un-patched systems and
undetected exploits. Some current research attempts to address this major limitation by introducing systems that
implement moving target defense. However, these ideas are typically based on the intuition that a moving target defense
will make it much harder for attackers to find and scan vulnerable systems, and not on theoretical mathematical
foundations.
The continuing lack of fundamental science and principles for developing more secure systems has drawn
increased interest into establishing a 'science of cyber security'. This paper introduces the concept of using cybernetics,
an interdisciplinary[IV] approach of control theory, systems theory, information theory and game theory applied to
regulatory systems, as a foundational approach for developing cyber security principles.
It explores potential applications of cybernetics to cyber security from a defensive perspective, while suggesting
the potential use for offensive applications. Additionally, this paper introduces the fundamental principles for building
non-stationary systems, which is a more general solution than moving target defenses. Lastly, the paper discusses related
works concerning the limitations of moving target defense and one implementation based on non-stationary principles.
V.
APPLICATION OF CYBERNETICS AND CONTROL THEORY FOR A PHYSIOLOGY AND
BIOLOGICAL SCIENCES
The general aim of the course is that the students will understand how living organisms process and use
information in communication, computation, control and self-organization. Therefore the students first have to learn the
general principles of the theory and methods of cybernetics, such as information, complexity and control theories: they
should acquire an understanding of the essence and the universal and quantitative nature of information, of the general
principles of processes and information processing, and of the use of information for control and regulation.
They should learn how to apply the theory to simple cases. Through selected applications, they have to become
acquainted with the large variety of forms and mechanisms of information processing in cells, organisms and
communities.

VI. CONCLUSION
What starting points cybernetics renders to the solving problems of nearer and further future? Of course, it can’t offer
some exact perception of future; it can give the methodological starting points and the connected trends of development.
The results of global modelling show the impossibility of endless evolutional [VII]development. Theoretically is possible
to assume also the non-technological way of development. Lem consider the technological stage of civilization as
transient and assumes that under of pressure of many crisis (information, organizational, ecological) will be relieving by
qualitatively new form of development.
All these aspects should be taken into account by possible world government. Solving of these questions assumes the
substantial progress in cybernetic system theory. The present level of their perception doesn’t enable to do the more
definitive conclusions. The important could be the methodological and namely philosophical conclusions.
