Introduction

Welcome to the 2015 ILEETA Conference and Expo,
Thank you for being part of the largest gathering of law enforcement trainers in the world. The conference is an opportunity to
gain and share knowledge, network with your peers and be re-energized. We encourage an open exchange, discussion and
even debate of ideas but please remember that our disagreements should be professional and not personal.
Security – Conference badges are required for admittance to classes at the conference. Please help us by politely
reminding anyone you see without such credentials that they are required. If that person looks like they might not like this
inquiry, please go to Conference HQ at the Oak Room, or find a conference staff member. Likewise if you become aware of
any other problem please contact conference staff or after hours, hotel security via the front desk.
Schedule Updates – The conference schedule is now a separate document for your convenience. You can find last
minute changes to the schedule in the pre function areas, Registration – Maple Room, and at Conference HQ – Oak Room,
and at www.ileeta.org. In the event of major changes, we will post an updated schedule for the day in the hallways. Watch the
monitor as you enter the conference center and you will also find a posting outside each classroom of the day’s courses and
activities for that room.
Safety - Please adhere to the safety rules in this book. If you travel to an offsite location for training you must also familiarize
yourself with any safety rules they may have. We are all safety monitors. Please bring your concern to the attention of the
instructor, conference staff, or after hours, the front desk.
Off Site Courses - Transportation to courses held off site including all live fire courses will leave from the hotel lobby at
the times indicated on the course schedule. Don’t be late or you might miss your ride. Maps to these locations will also be
available at Conference HQ- Oak Room. Firearms should be transported in an appropriate case or container.
Expo - Be sure to visit the Expo featuring the latest in technology and training. You will find in your conference badge case a
blue ticket. We suggest you write your name on one half of the ticket and place this half in the raffle drawing box to be eligible
for some great door prizes provided by our vendors at the Expo Raffle which will be held Wednesday at 10:30 am, (we’ll read
the number if there is no name). Must be present to win.
Reception/Hospitality - We will have a member reception from 8-10 pm, Sunday through Tuesday in Room 1501
(Look for the sign). Wednesday through Friday there will be hospitality from 8-10 pm held in Michigan A Ballroom.
Help? - If you have questions that you can’t find an answer to in these pages, or there is something we can do to help you
better enjoy the conference, come to the Conference HQ – Oak Room or find someone in a red conference staff polo shirt
who will be glad to help you. Have a great week and thanks for sharing it with us.

Special ILEETA Conference Information
Conference Schedule
The conference schedule is being printed as a separate handout so that any last minute changes can be made and so you
don’t have to carry around this program book. Daily schedules will also be posted around the hotel. Watch for last minute
changes on the TV monitors in the hallways, and the classroom itself.
Restaurant Discounts
Please check your conference bag for information on restaurant discounts. There are dozens of dining options within a short
distance of the hotel in addition to those inside the hotel. There will be breakfast sandwiches on sale by the hotel in the lobby
area and free donuts, coffee and snacks in the morning at stations around the hotel.
Opening Ceremony – April 20, from 8:30 am to 9:30 am
Michigan Ballroom
Please attend the opening ceremony where we will kick off the conference, as well as share important information and
updates. We request that you please wear your uniform to the opening ceremonies. There will be ample time to change
after the opening ceremony. If you don’t have your uniform, please try to wear your 2015 conference polo you received at
registration. For the media and others that will be present, let’s show them who we are!
Monday April 20, 7 pm – The Emerson Hour
The Emerson Hour is a dynamic, innovative 60 minute program featuring six of ILEETA’s premiere trainers with no Power Point,
video or even a flip chart, just content. This hour will enlighten and inspire and is the perfect way to start your training week.
We are keeping the participants a secret, but we will tell you the event will be moderated by ILEETA Deputy Executive Director,
Brian Willis. Sponsored by Calibre Press, with hospitality immediately following.
2015 ILEETA Expo – April 21-22, Ravinia & Botanic
A Ballroom
While attending the ILEETA Conference, please visit the Vendor Expo in the Ravinia and Botanic A Ballrooms starting Tuesday,
April 21 from 10 am to 6 pm and Wednesday, April 22, from 8 am to noon. Tuesday night join us for a beer in the expo hall
from 5 to 6 pm. Sworn law enforcement and ILEETA members not attending the conference are also welcome with their
credentials. It’s important to support the companies that support ILEETA. Remember to deposit your blue raffle ticket
which was given to you at registration in the drum inside the Expo. The drawings will be held Tuesday at 5:00 p.m. and
Wednesday at 10:30 a.m. Must be present to win. There will be some fantastic prizes given away!!!
Tuesday Free Competitive Events – Botanic
A Ballroom
Each year ILEETA features competitive events that help raise awareness and support law enforcement. This year the competitive
events held on Tuesday are dedicated to supporting the ILEETA Scholarship Fund. This fund exists to bring members whose
public agencies would otherwise be unable to afford to fund their attendance at the conference. This year’s events include the
ILEETA Cup sponsored by Milo Range and will offer a variety of challenges to both your marksmanship and decision making. The
ILEETA Challenge sponsored by FAAC Inc. is a unique event requiring you to think and perform under physical stress. Thanks to
the generosity of our event sponsors, this year there is no charge to compete in these events and participants can win firearms
and other great prizes. These events will take place in the Botanic A Ballroom. Advanced registration is not necessary however
pre-registration will be available on Monday during conference registration. Win or lose, every participant will be entered into a
drawing to win a special prize ranging from a one year membership/renewal to free conference tuition.
Tuesday April 21, 10 am to 2 pm - Meet and Greet the Authors
Meet ILEETA authors and ask that question that’s been nagging at you or get an autographed copy of your favorite book.
Participating authors provide a donation to the ILEETA Scholarship Fund. Meet and Greet the Authors will be held in the
Ravina Ballroom Pre-function area from 10 am to 2 pm Tuesday, April 21, 2015.

Surviving Armed Encounters: Real Stories from Real Cops
Hear first-hand encounters experienced on both patrol and during SWAT operations. All the presenters were shot and
saved from death by their training, experience, mind-set and vests. A thorough examination of warning signs exhibited by
the suspects as well as the history of each suspect will be completed. Officers attending will be instructed on physiological
responses during a shooting, personal and family reactions as well as training needed to survive an armed encounter.

Thousands of dollars’ worth of merchandise are up for bid. The silent auction will close at noon on Thursday, April 23, 2015.
At that time, these items will be awarded to the highest bidder in the Michigan A ballroom. Mastercard/VISA/PayPal/Check/
Cash only. Winners will be posted outside the Oak Room and unclaimed items will be held until 1 pm Friday at which time they
must be picked up and PAID IN FULL. NO ITEM WILL BE SHIPPED by ILEETA.

Special Raffle Tickets: We are also selling raffle tickets to raise funds to help bring ILEETA members to the 2015 conference.
Tickets are $1 each or 8 for $5. We have firearms to give away as well other great prizes, (see a complete listing outside the Oak
Room-Conference HQ). We will hold the drawings at noon Thursday in the Michigan A Ballroom. All prizes must be claimed by Friday
at 1 pm in the Oak Room. You must have your winning ticket to receive your prize. Winners’ names and/or ticket numbers will be
posted in the pre function area by Conference HQ. A firearm prize may be sent to a holder of a FFL holder in your state. Note: If
unable to receive a firearm because you live outside the U.S., ILEETA will provide an alternative prize of equal value.

There may be a limited supply of some items, and only certain sizes are available, but you won’t see these special prices
offered on our website and there are no shipping charges. Located in the Ravinia pre-function area.
Conference Bulletin Boards
We have two bulletin boards at the ILEETA Conference. They are located in the Michigan pre-function area. One bulletin board
will be the “Official ILEETA Bulletin Board” and will include only material placed on the board by conference staff. The other is
the informal bulletin board and is for participants to freely use for posting.
Conference Photos and Video Needed
If you have a hi-quality digital camera or digital video camera please take photos/video of classes and conference events that
we may use to help promote ILEETA. Please ask the instructor for permission to take photos/video in the class. You should
also respect other individuals who may not want their photo taken. These photos are important to our archive and are used in
articles about ILEETA and the conference. If you can write an article for a national, state or local publication on the conference,
we will do our best to share photos with you. You can bring your camera’s data card to the Oak Room and we’ll download it
there or e-mail to [email protected].
Attendance Forms & CEU Forms
Attendance Form: Clearly print your name, agency, date, the name of the specific course and the instructor’s name. At the

end of the course, go up to the instructor and have him/her initial the form by his/her name. Your agency or state may require
this information. Also, NRA certified law enforcement firearms instructors will receive continuing education credits with
this documentation. Course descriptions are included in the conference book. You may want to make copies of the course
descriptions to include with this form. Forms are available at Registration and the Oak Room.
Course and Schedule Changes
It is inevitable that an instructor may have to cancel after this book has gone to print. Check the Official ILEETA Bulletin Board
outside Conference HQ, monitors and the posting outside the classroom for the latest information. We will not be printing
new schedules unless there are so many changes that confusion dictates we must. In that event they will be available at
Conference HQ – Oak Room.
Social Networking and Hospitality
Social interaction and networking are an important part of the conference. Stop by Room 1501 for informal hospitality and to
say hello from 8:00 p.m. to 10:00 p.m. Sunday through Tuesday. Wednesday through Thursday we will have hospitality in the
Michigan Ballroom following the event for that evening, from 8:30 p.m. to 10:00 p.m. On Friday we will have hospitality and live
music from RicoQuinn in the Grand E & F ballrooms following the member appreciation celebration.
Conference Evaluations
Please share your thoughts about the conference. We want to improve what is already the best law enforcement trainers’
conference in the world. This year the conference evaluations will be conducted by Relias Training. Look for the link in your
conference E-bulletins and on the schedule handout you receive at the conference. You can also find the link at
www.ileeta.org. The evaluation is on line now and this year you can evaluate the courses quickly and easily whenever you like.
You will be able to evaluate the overall conference separately.
Lost and Found
All found property will be turned over to hotel security which can be contacted at the front desk.
Safety
Please review and adhere to the safety rules detailed in this program book. Your instructor may have additional restrictions
and will provide a safety briefing. Training at off-site locations will require additional safety briefings from site staff. Although
we are all instructors it is impossible for conference instructors to know what your experience and skill level might be. Safe
training is a priority and everyone is a safety monitor. Please help us keep the conference safe for all.
Security
Please wear your conference badge to help keep our training safe from the opposition. Report suspicious activity to the front
desk, or to Conference HQ in Oak Room. Wheeling P.D. will have extra patrols of the conference site. Please remember
to use appropriate caution and to use your room safe and not your glove box for valuables. Please don’t ask ILEETA Staff/
volunteers to watch your belongings.

Your handouts are available as a download directly from the ILEETA web site. Visit the Conference Handouts page behind the
member gateway. We will also be sending conference attendees an e-mail with a link to these files.
Final Comments
This association and conference is about you. Our goal is to provide you an experience that will inform and inspire you. One of
the greatest features of the conference is the ability to network with your peers. This week, make an effort to meet someone
new. Just as importantly, think of someone who needs to be here and tell them about ILEETA and the conference.
It is my hope that ILEETA and this conference will help you in your effort to continually improve, as well as share your own skills
and abilities. Thanks for being a part of the 2015 ILEETA Conference and please let us know what we can do to make your

Instructor Bio: Jeff Chudwin served 38 years and retired as Chief of Police for the Village of Olympia Fields, Illinois. Jeff is a founding
member and president of the Illinois Tactical Officers Association. For over 35 years, he has worked with and studied the AR-15 / M-16
system in the law enforcement role and in competition . He designed the first patrol rifle instructor training program certified by the Illinois

Course Description: SIG’s new P320 striker fire pistol. This hands-on program focuses on the mechanical functioning, complete

Course Description: The American Heart Association Heartsaver First Aid course provides a framework for learning basic
skills that may save a life or prevent further injury. Students will learn first aid skills, and how to perform CPR on the adult, child

if an emergency arises. Material covered includes: Auto-injectors, tourniquets, bandages, dressing, wound management, CPR

Course Description: Below 100 is an officer safety program focused on changing law enforcement culture and saving lives.
It’s already making a difference: Between 2002 and 2011, an average of more than 165 line-of-duty deaths (LODDs) occurred
annually. Below 100 was launched in 2011 and hit full stride in 2012. At the end of 2012, we had lost 126 officers, the lowest
total in more than 50 years! And in 2013, the LODD total was 105! No one wearing a bagde today has seen a total that low.
Below 100 targets areas under an officer’s control that have proven deadly. Participants will become certified instructors.
Instructor Bio: Roy Bethge is a Commander with the Buffalo Grove (IL) Police Department. He has an extensive background
as a leadership development, adult learning and use of force instructor. Roy travels nationally as a Below 100 Core Instructor.

Course Description: CSAP provides candidates methods to teach civilians effective self-defense and safety awareness

Course Description: This course is an instructor level certification in the essential skills for officers to respond to aggressive
behavior and close quarters attacks against people under their protection. The protective environment limits the options normally
available to a protective agent and requires a different mindset and skill set. This course will provide instructors with extreme
close quarters skills that are applicable not only during protection assignments, but in any environment when an officer’s options
and mobility are compromised such as in crowds, aboard airplanes, or in other confined spaces.
Instructor Bio: Hal Williamson holds black belts in Brazilian Jiu-Jitsu and Marine Corps Martial Arts (MCMAP). Hal serves as a
lead combatives instructor for the U.S. Secret Service where he designed the agency’s Combatives, Protective Intervention, and
Aircraft Tactics programs. Hal recently retired as a Major from the U.S. Marine Corps Reserves where he continues to serve as a

Course Description: Airsoft guns often permit more useful and realistic training than can be conducted with live fire. We will

MLEFIAA / POSA Airsoft Instructor Certification after test. Students will be shooting each other with Airsoft guns. Heavy

Instructor Bio: Bert DuVernay is the retired Chief of Police for New Braintree, Massachusetts and the current President of the

Course Description: The Faulkner handcuffing method is a way to control the hands during everyday handcuffing. If done
properly, the officer will be able to identify resistance by touch, rather than discover the resistance when it’s too late and the

method of handcuffing that controls the hands and gives the officers warning if the suspect decides to stop cooperating. The
most dangerous subject is the one who is cooperative until the officer is in close quarters to handcuff.

A Critical Look at Firearms Qualification

Course Description: Qualification is not training, but it can be a powerful training tool. Is your agency’s qualification based on
real-world research and designed to reinforce your training plan, or is it based on decisions made 50 years ago for police pistol
competition? The United States Marshals Service has recently developed a new Handgun Qualification Course, based on actual
USMS shooting data. This block of instruction will examine the research used in its development, discuss the rationales behind
the decisions made and provide ideas to help you create better qualification courses of fire for your agency.
Instructor Bio: David McGaha is the Senior Firearms Instructor for the US Marshals Service Training Division. A graduate of
S.E. Missouri State University, he began his career as a Patrolman in Cape Girardeau, MO. He became a Deputy U.S. Marshal
in 1991, assigned to Washington, DC and Memphis, TN. Dave served for five years on the USMS Shooting Review Board. He is
currently a Senior Inspector detailed to the FLETC Firearms Division in Glynco, GA, assigned as a Lead Instructor and Instructor
Training officer.
After the Smoke Clears and the Dust Settles

Course Description: Police officers, tactics, use of deadly and non-deadly force are under the microscope like never before. A
police shooting, use of force or death in-custody can affect an entire agency and its ability to function as well as create ripples
such as community unrest, and erode citizen trust. Sadly few agencies are prepared to investigate and handle such incidents and
deal with the fall-out. This course will look at training issues, supervision, policy, investigation, case management, politics, and
media issues surrounding these incidents and provide guidelines to protect the officer and agency.
Instructor Bio: Kevin Davis has been an LEO since 1982. His experience includes: corrections, patrol, SWAT: operator, team
leader, and lead instructor, undercover narcotics detective and training bureau instructor. Kevin is the author of Use of Force
Investigations and the Citizen’s Guide to Armed Defense, as well as contributor to Officer.com, Law officer magazine and
Harris publications. Kevin has worked as an expert witness on use of force cases in muni, state and federal court as well as IA

Firearms Training and the Female Officer

Course Description: The goal of this class is to identify the challenges encountered by both instructors and their female officer
students in firearms training class. The class will introduce to instructors the differences in how men and women learn and
how that applies to firearms training. Instructors will also learn why the words they use may not convey the same information
to women that they do to men. We will also look at the challenges of equipment and how those challenges effect learning and

male and female officers has helped her find answers to the instructional challenges of teaching female officers to shoot. She

Running The Gun

Course Description: This course is designed to train the trainer on handgun handling. Draw stroke, re-holstering, loading,
reloading, stoppage clearance and incapacitation drills. Only inert training (dummy) rounds are used during class. Students will
be encouraged to develop a handgun handling program at their home agency to assist officers in becoming more proficient with
their handguns. In the end, accuracy IS important, however officers must know what to do to keep the gun running.
Instructor Bio: Sergeant Dave O’Connor is a staff instructor for the NRA Law Enforcement Division working there since 2007.
Dave is currently a Sergeant with the Seminole County Sheriffs Office (Florida) where he has worked for 28 years overseeing
the training unit. Dave is an annual presenter at IALEFI since 2010.

Course Description: Using the Stressvest system, students will work with a partner on pairing pattern of attacks with tactical
firearm responses. The drills are reinforced through the use of Stressvest’s haptic feedback belt. The belt provides a vibration
to the student when they accurately hit the upper center mass of their attacking partner. Since there is no projectile, the Living
Range pattern recognition drills can be safely practiced in any training environment. Only dry fire training weapons will be used
for the Ileeta course.
Instructor Bio: Kelly Keith is a 26 year veteran of policing. He has an extensive background in Use of Force, Officer Safety,
Physical Fitness and Firearms. He taught for 6 years as an Inspector at the Atlantic Police Academy and 2 years as a Sgt at the

Application of Force Science Principles
Instructor: Sergeant (Retired) Larry D. Hahn Agency: Waterloo Police Department (Retired)
Course Description: This training was the focus of a grand jury resulting in a 12-minute decision by the jurors, absolving the
officer of any blame after a fatal shooting. The training is performance driven in a guided-discovery format that enhances an
officer‘s threat assessment ability and fosters a personalized understanding of FSI research. To provide that gut-wrenching
feeling of just how far behind the reactionary curve an officer is and provide reference points for the presentation that follows,
six drills are conducted. Next, FSI research is examined as an underpinning of survival tactics and training.
Instructor Bio: Larry is a graduate of the Force Science Institute Force Analysis Certification Course. He is a retired Sergeant
from the Waterloo, Iowa Police Department with thirty-five years of experience. Larry has held several training positions within
his department and outside consummating nearly four decades of police training.
Assessing Student Performance And Program Delivery

Course Description: In this course participants will be introduced to formative assessment methods for measuring both
student learning and the effectiveness of program delivery. Techniques such as pre-assessment, student self-assessment, and

of assessment and examine the strengths and weaknesses of formative assessment as compared to traditional summative

Mind How You Train

Course Description: Innovative research will be presented to show how important the mind is when it comes to performing
under stress. Research was conducted in London (England) at the Metropolitan Police Driving School and at State Police and
Deputy Sheriff Academies in the US. Measures of multitasking, memory, attention, and performance during tactical training and
while driving leave no doubt about the importance of being in cognitive command when under stress. What these findings mean
for law enforcement training will be discussed.
Instructor Bio: Dr. Jonathan Page is a college professor, cognitive neuroscientist, and author of the book, NeuroCop. With
more than a decade of research studying human perception and action, his extensive research on how stress influences
behavior led him to pursue new and more effective ways to deal with stress and stressful situations. Jon has collaborated in field

Unmanned Aerial Vehicles on Small Budgets

vehicles for law enforcement. Many agencies today are reluctant to purchase a UAV due to the costs associated with the

Instructor Bio: Brian Landers is currently the Dept. Chair of Criminal Justice at Madison College. Brian served 18 years in law

Not Religious...But: minimizing the risk of the abyss

Course Description: Law enforcement has an increasingly difficult mission which taxes its very spirit. The term “dispirited”
raises peer and supervisory concerns. Evolving challenges to the profession impact at deeper levels than just the emotional
and cognitive. Anchoring the role of spirituality in empirical research participants will recognize the important framework of
core beliefs as we address PTSD, compassion fatigue, vicarious trauma and police suicide. Trainers will be provided practical
assessment tools which may be replicated for use within their departmental practice.
Instructor Bio: Robert Denton, Ph.D., LISW-S has been a sworn reserve with Akron Police Department since 1971, has served
as chaplain since 1993 and regularly instructs in-service training. He is Adjunct Professor of Sociology at the University of
Akron, is OPOTA certified to teach crisis intervention, domestic violence, victim laws and is the director of the Safety Forces
Chaplaincy Center which provides confidential and cost free behavioral health services to all departments in Summit County
Ohio.

Course Description: In this course, attendees will begin to learn some of the hands-on skills that are required to effectively

by a Colorado SWAT team that prior to integrating these techniques into its training, was losing one member each year to a
major injury, resulting in an average of $700,000 in worker’s comp claims just for the SWAT team. This course is for any LEO or
department looking to learn how to fill the gaps in his/her fitness training.
Instructor Bio: Scott Michel has served the LE population for the past eight years. Scott has partnered with the Wisconsin
Department of Justice to integrate a new style of functional fitness training into the state academy programs. Scott has
presented on the topic of officer wellness across the country and internationally. When not working with the law enforcement
population, Scott owns and operates a gym in Madison, WI and enjoys spending time with his wife and four children.

Tactical Yoga

Course Description: Tactical Yoga is not just for girls. Although Yoga is often considered a girls “sport” there are actually
components to different poses that can help to improve knees, backs, necks and digestion. When done in sequence damage to
these vital body parts can be reversed. You will be participating in a practice of the routines that can put you back on the road
to healthy knees and backs. The course will also cover trigger point pain that officers frequently suffer with. Finally we will also
cover moves to aid in digestion. Routines will also be diagrammed for take home practice.
Instructor Bio: As an officer for fifteen years,Traci Ciepiela was quickly on her way to knee surgery. In a last ditch effort to
avoid what she believed to be inevitable she worked with a yogi and turned the corner on her knee. Two years later the pain in
the knees, back, neck and feet she was experiencing on a daily basis, are gone. Through weekly yoga practice and trigger point
therapy Traci was able to train and complete a number of triathlons including an Olympic Distance Race in 2014.

Safety Rules
Everyone attending the conference is responsible for safety. When we take safety for granted, we should
take injuries for granted. Whether you are lecturing or conducting a hands-on/defensive tactics class,
presenters at the ILEETA conference are required to abide by these safety rules. Please review the following
and incorporate them into your presentation at the ILEETA Conference.
General Safety Rules for All Classes
1. Identify: Someone in class to contact Command Post/Hotel Security in case of emergency.
2. Identify: Emergency exits, first aid equipment, AED (hotel front desk), fire extinguisher.
3. Identify: Persons trained in first aid, CPR, AED.
4. Identify: Persons with physical limitations, previous injuries, or special needs.
5. Minimize slip, trip and fall hazards from equipment, chairs, tables and cords.
6. Report any injury to the Command Post even if minor.
Hands On/Demonstration Training Rules
1. Gym mats are to be used when anyone is to be taken to the floor or where activity on the floor could result in
abrasions.
2. No wearing or carrying of live weapons in the classroom, no real firearms/knives to be used.
3. Remove sharp jewelry, apparel/objects and rings when fingers could be swelled.
4. No horseplay will be tolerated, no unscripted or undemonstrated technique to be conducted without the permission
and supervision of the lead instructor.
5. Conduct a safety inspection of the training area and all participants for hazards, weapons.
6. Full intensity techniques are to be conducted with appropriate safety equipment and supervision.
7. Establish a “break” rule or command to discontinue a technique when pain is experienced.
8. Determine the physical condition and preparation of participants to participate in the activity.
9. Use appropriate warm up procedures and advise participants to discontinue activity if they experience fatigue.
10. Use red wrist bands or tape to warn of a participant with a prior injury or physical limitation.
11. Use participants as safety monitors who may stop activity if they see a potential hazard.
12. Determine the skill level of participants and conduct training at a pace that will insure their safety.
